Mayor Grimmer called the City Council meeting of June 28, 1971 to
order at 7:30 P. M.. Councilman Flaherty gave the invocation.
Mayor Grimmer recognized and welcomed the members of the Chamber
of Commerce.
CORRECTION OF MINUTES OF JUNE 7, 1971.
Upon a motion by Councilman Korioth, a second by Councilman Flaherty,
all voted "aye", corrected the minutes of June 7, 1971 by adding the
1969 Tax Deletions to page 271.
EXTENSION OF 635 DISCUSSION
City Manager Paul West gave a presentation on the recommendations
and a resolution of the City of Farmers Branch for the design of
I. H. 635 and Spur 484 for the Council's consideration to be presented
at the June 29, 1971 public hearing for the extension of I. H. 635 to the
west of Farmers Branch. The recommendations and resolution are
filed with this minute book for record.
The Council held a lengthy discussion on the recommendations and
resolution.
The following members of the Chamber of Commerce were present:
Carl Fleming, president; Lou Hillman, manager; Ed Dayton, John
Prickette, Sonny Bradford, Cole Rowland, and Joe Hollingsworth.

Carl Fleming, Lou Hillman, and Joe Hollingsworth spoke asking
questions seeking information concerning the proposed plans of the
extension.
After more discussion on the presentation, making corrections and
additions, Councilman Korioth made a motion to present the
presentation and resolution as presented by the City Manager at
the public hearing on June 29, 1971 on the design of I. H 635 and
Spur 484. Councilman Binford seconded the motion and all voted
"aye".
Carl Fleming, president of the Chamber of Commerce, reported
that the Chamber's Executive Committee supported the action of
the Council wholeheartedly and will attend the public hearing backing
the Council.
ORDINANCE NO. 882 - AMENDING PARENTAL RESPONSIBILITY
ORDINANCE._
After some discussion, a motion by Councilman Binford, a second
by Councilman Flaherty, all voting "aye", adopted the following
captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH,
TEXAS AMENDING SECTION 2 OF ORDINANCE No. 870,
THE PARENTAL RESPONSIBILITY ORDINANCE, SO THAT
THE WORDING IS CHANGED SUCH THAT THE WORD
DELINQUENT DESCRIBES THE ACTS OF A CHILD RATHER
THAN A CHILD HIMSELF; AND DECLARING AN EMERGENCY.
ORDINANCE NO. 883 - PROHIBITING PARKING ON THE SOUTH
SIDE OF RICHLAND AVE. FROM GOODWATER STREET TO BIRCH-
LAWN.
After some discussion on which side of the street should be "no
parking", a motion by Councilman Linn, a second by Councilman Korioth,
adopted the following captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH,
TEXAS, PROHIBITING PARKING AT ANY TIME ON THE
SOUTH SIDE OF RICHLAND STREET FROM THE POINT
OF ITS INTERSECTION WITH THE EAST SIDE OF GOOD-
WATER STREET TO THE POINT OF ITS INTERSECTION
WITH THE WEST SIDE OF BIRCHLAWN STREET;
AUTHORIZING THE CITY MANAGER OR HIS REPRESENTA-
TIVE TO POST SIGNS; PROVIDING FOR A PENALTY NOT
TO EXCEED TWO HUNDRED ($200. 00) DOLLARS FOR
EACH OFFENSE AND DECLARING AN EMERGENCY.
The motion carried 3 to 1 with Councilmen Linn, Korioth, and Flaherty
voting "aye", and with Councilman Binford voting "nay".

CITY OF FARMERS BRANCH, TEXAS
RESOLUTION
WHEREAS, The City of Farmers Branch is a member of the Central
Sewage System of the Trinity River Authority; and
WHEREAS, it is recognized that nearly all member cities of this
system are experiencing rapid growth which will require
additional sewage treating facilities in the very near
future; and
WHEREAS, the City Council of the City of Farmers Branch feels
that it is imperative that the maximum participation
by State and Federal agencies be encouraged.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FARMERS BRANCH, TEXAS:
SECTION 1. That immediate steps be taken to obtain whatever federal
assistance can be obtained to help finance this expansion.
4 SECTION 2. That the Government Application's Review Committee of the
North Texas Council of Governments reconsider their action
tabling the consideration of the Trinity River Authority's
application for expansion to the Central Waste Water
Treatment Plan.
SECTION 3. Recommend that this application be approved at the next
meeting of the Review Committee of the North Texas Council
of Governments.
DULY ADOPTED by the City Council of the City of Farmers Branch, Texas,
on the day of 1971.

RESOLUTION
1.
WHEREAS, relocation of certain utility lines is necessary
for the widening of I. H. 35 E, and
WHEREAS, the City Council of the City of Farmers Branch is
desirous of obtaining refund for all costs in
connection therewith, in conformance with the
policy of the Texas Highway Department, and
WHEREAS, the City Council of the City of Farmers Branch
has appointed Paul M. West, City Manager, to act
in their behalf in all matters conerning this
agreement.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF FARMERS BRANCH, TEXAS:
SECTION 1. That Paul M. West is hereby authorized to sign
all forms required in the agreement between the
City of Farmers Branch and the Texas Highway
Department, in connection with the relocation of
said water and sewer lines.
SECTION 2. That this resolution shall take effect from
and after its passage.
PASSED AND ADOPTED on this the -day of

RESOLUTION SUPPORTING T. R. A . 'S APPLICATION FOR FUNDING
OF CENTRAL SEWERAGE TREATMENT IMPROVEMENTS.
After some discussion, a motion by Councilman Linn, a second by
Councilman Flaherty, all voting "aye", passed the attached resolution
supporting T. R. A. 's application for funding of central sewerage
treatment improvements.
RESOLUTION AUTHORIZING CITY MANAGER TO SIGN UTILITY
ADJUSTMENT FORMS WITH TEXAS HIGHWAY DEPARTMENT.
A resolution was presented which authorizes the City Manager
to execute the forms with the Texas Highway Department for the
utility adjustments of I. H. 35 as presented at the Council meeting
of June 21, 1971.
After some discussion, a motion by Councilman Linn, a second by
Councilman Flaherty, all voting "aye", passed the attached resolution
authorizing the City Manager to execute all forms between the
City of Farmers Branch and the Texas Highway Department in
connection with the relocation of utilities.
EXECUTIVE SESSION
Pearlene Lyons Case
After some discussion, a motion by Councilman Korioth, a second
by Councilman Binford, all voting "aye", authorized to pay $1, 000
to settle the Pearlene Lyons condemnation case as awarded by
the Commissioners,
COUNCILMAN McCLUNG ARRIVED.
L. L. Kammerer Case
After some discussion, a motion by Councilman McClung, a second by
Councilman Flaherty, all voting "aye", to authorize the payment of the dif-
ference between the trial judgment iri the amount of $32, 000 and the
Commissioner's award in the sum of $19, 000 plus interest on the difference
to L. L. Kammerer for his property taken in the widening of Valley View Lane.
Sherriff's Sale of Property
City Manager Paul West reported of a SherriffIs Sale on August 3, 1971
on a strip of land 27 1/2' wide by 1100' long located between Valley
View Shopping Center and the houses facing Meadow Green Drive,
that runs from Valley View to Josey Lane. Mr. West stated that
if this could be purchased at a reasonable price, it could be used
for park purposes such as walking and jogging paths and a scenic
park that would be an asset to the neighborhood.
After some discussion, the Council suggested that Bill Skipping be
notified of this sale since his property adjoins this strip.

The Council requested a report of the attendance of meetings of
the Board of Adjustment members.
The status of the Spring Valley Condemnation cases were discussed.
ADJOURNMENT.
Upon a motion by Councilman McClung, a second by Councilman Flaherty,
adjourned the City Council meeting of June 28, 1971 at 9:45 P. M. .
The motion carried with Councilmen Flaherty, McClung, Linn, and
Binford voting "aye", and Councilman Korioth abstaining.
