MINUTES OF A SPECIAL MEETING
September 27, 1971
Members of the City Council present were:

Members of the City Council absent were: (Absence due to being out of the City)
Mayor Pro Tem W. R. Linn
Members of the City Administration present were:
City Manager Paul M. West
City Attorney George McDonald
City Secretary Ruth .Ann Parish
Mayor Grimmer called the Special Meeting of the City Council of
September 27, 1971 to order at 7:00 P.M. J. W. Wade gave the invocation.
CANVASSING THE RESULTS OF THE ELECTION OF SEPTEMBER 25, 1971.
Mayor Grimmer read the results of the Election of September 25, 1971.
Upon a motion by Councilman Korioth, a second by Councilman McClung,
all voted "aye", passed the attached resolution stating the results of
the election.
ADJOURNMENT.
Upon a motion by Councilman McClung, a second by Councilman Korioth,
all voting "aye", adjourned the City Council meeting of September 25, 1971
at 7:05 P.M.

RESOLUTION NO. 71-070
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH,
TEXAS:
SECTION 1. That the votes cast in the election held September 25,
1971, on the issue of whether or not the City council would have
the authority to designate an area as blighted under Article 1269L-3,
V.A.C.S. are as follows:
Tax-Paying Resident. Votes Non-Tax-Paying Resident Votes
For 109 Against 899 For 006 Against 046
Aggregate Votes
For . 115 Against 945
SECTION 2. That because of the Texas Constitution, Texas Statutes,
Texas Supreme Court Cases and a Texas Attorney General's Opinion,

the tax-payers votes are the only ones that determine the outcome
of the election, but non-tax-paying votes were taken by a separate
voting machine as a precautionary measure because of the United
States Supreme Court Decision upon Arizona and Louisiana Election
.Laws.
SECTION 3. That the said election has failed The stated
results are hereby made official, the returns being duly and properly
made according to law and duly authenticated, due notice being given
and all other proceedings pertaining to said election having been shown
to have been performed as required by law.
DULY ADOPTED by the City Council of the City of Farmers Branch,
Texas, this the 27th day of September , 1971.
