Linn The City Council recognized and excused the absence of Mayor Pro Tem Linn because of being out of town on city business. Members of the City Administration present were: City Manager Paul M. West City Attorney Doug McCalton City Secretary J. W. Wade Director of Staff Services Glenn Moore Secretary Ruth Ann Parish Mayor Grimmer called the City Council meeting of March 4, 1974 to order at 7:30 P. M. . AGENDA ITEM NO. 1. - INVOCATION Mr. J. W. Wade gave the invocation. fAGENDA ITEM NO. 2. - APPROVAL OF MINUTES - February 18, 1974 Upon a motion by Councilman Quevreaux, a second by Councilman Flaherty, all voting "aye", approved the minutes of the City Council meeting of February 18, 1974 with the following corrections; on page 814, under Agenda Item No. 10, the first sentene+e of the first paragraph, let read, "Mr. John Helms, 13547 Rawhide, speaking in behalf of the owners and the engineer, Roger Herod, Jr. , discussed the proposed plans for the Executive Square Development on property located south of Farmers Branch Lane and east of Denton Road. and change the word truck to "trunk" in the last line of the next to the last paragraph on page 814. Page 819. AGENDA ITEM NO. 3. - PRESENTATION OF FIVE YEAR SERVICE AWARDS. Mayor Grimmer presented five year service awards to Kennet Campbell of the n Data Processing Division of the Finance Department and to Officer Frank LaRue, Jr. of the Police Department. AGENDA ITEM NO. 4. - CONSIDER REQUEST TO DISCUSS THE PROPOSED EXECUTIVE SQUARE DEVELOPMENT. REQUESTED BY ROGER HEROD, JR. Mr. Roger Herod or any representative of the proposed Executive Square Deve- lopment was not present to discuss this item. AGENDA ITEM NO. 5. - CONSIDER AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR PROPOSALS FOR THE SALE OF PAPER FOR RECYCLING. City Manager Paul West explained that the city has had various inquiries from companies wanting to buy the paper for recycling that the city is collecting. He stated that the original price offered was $25.00 a ton for the paper and this date the city was offered $43.00 a ton. Mr. West stated that he recommended that the City Administration be authorized to advertise for proposals to purchase the recyclable paper. There was discussion concerning the offers that had been made to the city for the paper. After more discussion, a motion by Councilman McClung, a second by Councilman Quevreaux, all voting "aye", authorized the City Manager to advertise for proposals to purchase recyclable paper. Mr. West gave a report on the status of the paper that was picked up last week. AGENDA ITEM NO. b. - CONSIDER MAKING COMMENTS ON CHILD ABUSE AND NEGLECT DEMONSTRATION PROGRAM - APPLICATION FOR GRANT UNDER MARC PROGRAM. City Manager Paul West stated that the North Central Texas Council of Governments have asked for comments from the City of Farmers Branch on an application for a grant from the Mental Health Association in Dallas County for a Child Abuse and Neglect Demonstration Program. Mr. West stated that the City of Farmers Branch records show that the city has had only a few cases of child abuse, and only one being serious. There was discussion of being in support of the application. Mr. John Dodd, member of the Dallas County Child Welfare Board, spoke in favor of the application for grant and commended the Council for being in support of the application. After more discussion, a motion by Councilman McClung, a second by Councilman Flaherty, all voting "aye", authorized to make favorable comments for the application for grant for a Child Abuse and Neglect Demonstration Program by the Mental Health Association in Dallas County to the North Central Texas Council of Governments. AGENDA ITEM NO. 7. - CONSIDER RESOLUTION NO. 74-005 AUTHORIZING THE CITY MANAGER TO SIGN AN AGREEMENT WITH DALLAS COUNTY HOSPITAL DISTRICT FOR PROVIDING EMERGENCY MEDICAL TECHNICIAN TRAINING. City Manager Paul West gave the following information: Dallas County Hospital District is currently conducting E.M.T. on-the-job training at Parkland Hospital for several of the towns in northwest Dallas County. The Dallas County Hospital District has asked that the City of Farmers Branch execute an agreement with them, for the primary purpose to relieve them from any liability caused by any of the city personnel. After some discussion, a motion by Councilman Flaherty, a second by Councilman Quevreaux, all voting "aye", adopted Resolution No. 74-005 which authorizes the City Manager to sign an agreement with Dallas County Hospital District for providing Emergency Medical Technician training. AGENDA ITEM NO. 8. - CONSIDER RESOLUTION NO. 74-006 EXPRESSING APPRECIATION TO DALLAS COUNTY AND DALLAS COUNTY HOSPITAL DISTRICT FOR PROVIDING ON THE JOB EMERGENCY MEDICAL TECHNICIAN TRAINING. City Manager Pau West gave the following information: Parkland Hospital has been conducting on-the-job training for EMT's for the City of Dallas for some time. These classes and training have not previously been made available to the Dallas County towns. Through the persistent efforts of our Fire Department and the Brookhaven Hospital administration, Parkland Hospital has agreed to furnish this on-the-job training to EMT's for the Dallas County towns. Mr. West recommended the adoption of Resolution No. 74-006 expressing appreciation to Dallas County and Dallas County Hospital District for providing on-the-job Emergency Medical Technician training. After a brief discussion, a motion by Councilman Binford, a second by Councilman Quevreaux, all voting "aye", adopted Resolution No. 74-006 as recommended by the City Manager. AGENDA ITEM NO. 9. - CONSIDER ORDINANCE NO. 999. - FIRE PROTECTION AGREEMENT WITH DALLAS COUNTY. City Manager Paul West explained that the proposed ordinance presented executes a contract with Dallas County for answering fire calls in the County area adjoining the city limits of Farmers Branch on the west side of the river. The contract provides for paying the city $ 3, 000. 00, pl us a pro-rata share of an $18, 000.00 County fund. The $ 3, 000.00 represents an increase of $500.00 over the previous years. Mr. West stated that the terms, conditions and area to be covered are the same as the past several years. After some discussion, a motion by Councilman Quevreaux, a second by Councilman Binford, all voting "aye", adopted Ordinance No. 999 which contracts with Dallas County for answering fire calls in the County area adjoining the city limits of the City of Farmers Branch on the west side of the river. Page 821. OTHER DISCUSSION Councilman Quevreaux spoke in concern on property exemptions being considered by the State Finance Committee of the Constitutional Revision Organization.
