Mayor O'Hare gave the invocation and Councilman Robinson led the pledge of allegiance. B.2 CONSIDER PROCLAIMING MAY 2009 AS OLDER AMERICANS MONTH IN FARMERS BRANCH AND TAKE APPROPRIATE ACTION. Volume 102, page 59 Mayor O'Hare read and presented a proclamation to Ms. Katie Roberts, Senior Advisory Board Chair and proclaimed May as Older Americans Month in Farmers Branch. B.3 CONSIDER ACCEPTANCE OF A DONATION FROM WAL-MART TO THE FARMERS BRANCH POLICE DEPARTMENT AND TAKE APPROPRIATE ACTION. Chief Sidney Fuller of the Police stated Wal-Mart Foundation wishes to make a donation of $2,000 to the Farmers Branch Police Department on behalf of the local Wal-Mart store, located at 13307 Midway Road. This generous gift represents Wal-Mart's continued support of the Police Department's efforts to make Farmers Branch a safer community in which to live and work. The donation will be utilized to purchase additional flashlights to be utilized by police officers in the performance of their daily duties. Additionally, the donation will make possible the addition of flashlights and charging equipment to be added to the newly acquired Community Contact Trailer. Ms. Natasha Vas, Loss Prevention Specialist with Wal-Mart, is in attendance tonight to present the donation. A motion by Councilman Smith, seconded by Councilman Scott, all voting "aye," accepted the donation from Wal-Mart. BA PRESENTATION TO CITY COUNCIL OF AWARDS WON BY THE PARKS AND RECREATION DEPARTMENT AT THE RECENT TEXAS RECREATION AND PARKS SOCIETY CONFERENCE. Jeff Fuller, Director of Parks and Recreation, Parks and Recreation Board Chair Margaret Young and Historical Preservation and Restoration Board Chair Jamie Jewell were in attendance to present several awards to City Council and to recognize the Parks and Recreation Department staff members who won those awards. At the recent Texas Recreation and Parks Society Conference, the Farmers Branch Parks and Recreation Department won three awards in the annual award competition. In so doing, Farmers Branch won more awards than any other City in this year's awards competition. Additionally, at the same conference, Parks and Recreation Department staff members won first place in a state wide equipment rodeo event and second place in the plant identification competition. Awards are as follows: Lone Star Programming Award for "Encounters from the Past". Barbara Judkins, Historical Park Museum Educator is the staff member who developed and implemented this unique and educational program. Volume 102, page 60 Maintenance Award for "Trimming Asian Jasmine Efficiently". Ben Solis, Crew Leader, developed an innovative and time saving method of trimming ground cover. This is the third award given to Mr. Solis for this seemingly simple but highly efficient innovation. Innovations in Park Development Award for the "Natural EarthKind Rose Trial Garden". Pam Smith, City Landscape Manager, is the staff member responsible for this very successful and high profile garden. State-wide Grand Champion in the Mowing Obstacle Course won by Kerry Peacock, Equipment Operator II. Mr. Peacock won the regional competition then went to compete at the state level and won first place. Second place in the plant identification competition was won by Tony Derrick, Historical Park Technician. Mr. Derrick won the regional competition and then competed at the state level. The City of Farmers Branch, the Boards, and staff are proud of these individuals who represent the City as a whole and all the employees who work to serve the citizens of Farmers Branch. B.5 RECOGNITION OF RON DOERLER AND ANGIE MAYO FOR THEIR SERVICE TO THE HISTORICAL PRESERVATION AND RESTORATION BOARD. Tim O'Hare, Mayor, the Historical Preservation and Restoration Board recommend that Ron Doerler and Angie Mayo be recognized for their years of service. Ron Doerler served as Historical Preservation and Restoration Board Chair for 12 years. During Ron's tenure as Chair, the Historical Park has opened the Queen Anne Victorian Cottage, restored a Farmers Branch original 1936 truck, and built a gas station and log cabin. The Historical Park has grown to host City-wide special events like the Dallas Symphony Orchestra, Halloween in the Park, Independence Day and the Holiday Light Tour. Thanks to Ron's leadership, the Historical Park is poised to be an active part of the new Transit Area as the DART station comes on line. In telling the history of Fanners Branch, Ron has ensured that the Historical Park is an active partner in the future development of the City. Angie Mayo has served on the Historical Preservation and Restoration Board since October 2001 and as Vice Chair for over five years. She has readily filled in at meetings when Ron Doerler could not be present and is well known as the "audio technician" for the Historical Park's oral history program. Angie can always be seen at Historical Park special events lending a hand and is a true ambassador for the Park. B.6 PROCLAIMING FARMERS BRANCH AS TREE CITY USA FOR THE 25TH CONSECUTIVE YEAR. Volume 102, page 61 Mayor O'Hare read a proclamation and proclaimed Farmers Branch as a Tree City USA for the 25th consecutive year. Micah Pace presented Mayor O'Hare with a plaque for the City's being Tree City USA for 25 consecutive years. B.8 RECOGNITION OF YARD OF THE MONTH RECIPIENTS FOR EXEMPLARY EFFORTS IN MAINTAINING THEIR YARDS AND FOR ADDING BEAUTIFICATION TO THE CITY. Mayor O'Hare stated one of the Goals of the City Council is to improve the appearance of the City of Farmers Branch by encouraging neighborhood beautification. The Yard of the Month program, begun on August 1, 2007, was put into place to achieve this goal, and to recognize homeowners who added beauty to their neighborhood with the landscaping and upkeep of their yard. The City was divided into quadrants, therefore awarding four yards each month. The panel of judges comprised of various City staff, City officials and horticulture specialists changes each month. The awards for May Yards of the Month will now be presented to the following: NW - Doyce A Gilmer - 13736 Janwood NE - Peggy Reeder - 14407 Tanglewood Drive SW - Angela Michalski - 2858 Maydelle Lane SE - Warren Farrar - 3733 Crestpark Drive B.7 PRESENTATION OF THE FIRE DEPARTMENT'S AWARD OF EXEMPLARY ACTION FOR ASSISTANCE IN THE SAVING OF A CITIZEN'S LIFE. Mayor O'Hare stated on April 24, 2009, Medic 131 and Engine 131 responded to an unconscious person at the Farmers Branch Recreation Center. On arrival, the paramedics found a male patient in cardiac arrest, with the following civilians assisting with the rescue. Mark Woodward from the Finance Department was performing chest compressions, former city employee Mario Rodriquez was providing rescue breathing and Agustin Flores from the Recreation Center provided AED support. In addition, Chris Hughett from the Recreation Center had called 911 for help. During the event, the AED alerted Flores and Woodward that the patient required "Shock" and promptly provided the defibrillation. When the care was transferred to the paramedics, Medics John Garcia and Todd Worley noticed that the patient's heart was beating and shortly after that the patient began breathing on his own. The patient regained consciousness enroute to the hospital. Volume 102, page 62 Mayor O'Hare and Fire Chief King, of the Farmers Branch Fire Department's Awards Committee presented Mark Woodward, Mario Rodriquez, Agustin Flores and Chris Hughett with the department's Award of Exemplary Action for their assistance in saving the life of a citizen. Richard Sunderland, the patient, thanked all of those involved for their efforts. B.9 PRESENTATION OF BOARD APPLICATIONS AND BOARD AND COMMISSION APPOINTMENTS AND TAKE APPROPRIATE ACTION. A motion by Councilman Scott, seconded by Councilman Smith, all voting "aye," reappointed David Honnoll, Jason O'Quinn and Joe Patterson to the Planning and Zoning Commission. A motion by Councilman Koch, seconded by Councilman Scott, all voting "aye," reappointed Mike Hawkins, Mike DelValle and RoseAnn Danziger to the Community Watch Committee. A motion by Tim Scott, second by Council Froehlich, all voting "aye," appointed Adam Toy to the Community Watch Committee. A motion by Councilman Robinson, seconded by Councilman Smith, all voting "aye," reappointed Susan Saiter, J. Rolland Manzke, Ruth Ann Parish and Bruce Crozier to the Library Board. A motion by Councilman Scott, seconded by Ben Robinson, all voting "aye," reappointed Robin Bernier and Louise Henning to the Animal Shelter Advisory Committee. Councilman Koch announced the passage of Community Watch member Claire Schoeneck. B.10 REPORT ON STUDY SESSION ITEMS. Frances Stover, Jeff Harting, Amy Cooper and Derrick Birdsall, gave a PowerPoint presentation on Liberty Fest, 2010. A motion by Mayor Pro Tern Robinson, a second by Councilman Koch, all voting "aye", approved the Consent Agenda as amended. C.1 APPROVED MINUTES OF CITY COUNCIL MEETING OF APRIL 21, 2009. C.2 ADOPTED ORDINANCE NO. 3019 APPOINTING A LOCAL RABIES CONTROL AUTHORITY AND UPDATING THE LOCAL RABIES CONTROL PROGRAM. Volume 102, page 63 ORDINANCE NO. 3019 AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS, AMENDING THE CODE OF ORDINANCES BY AMENDING CHAPTER 18 "ANIMALS," ARTICLE II "ADMINISTRATION AND ENFORCEMENT," DIVISION 1 "GENERALLY," BY ADDING SECTION 18-45, "RABIES CONTROL AUTHORITY," SECTION 18- 46 "BITES BY ANIMALS; QUARANTINE"; SECTION 18-47. There were no travel reports or requests. G.1 CONSIDER NECESSARY ACTION ON ITEMS DISCUSSED IN THE EXECUTIVE SESSION. Mayor O'Hare stated there was no executive session tonight. G.2 ADJOURNMENT.
