AGENDA ITEM N O.1- CALL MEETING TO ORDER BY MAYOR BINFORD.
Mayor Binfor called the meeting of September 28, 19 1 to order
at 8:35 A.M..
AGENDA ITEM NO. 2-CONSIDER RESOLUTION SUPPORTING THE PRESENT
METHOD OF ELECTING THE DIRECTORS TO THE DALLAS COUNTY APPRAISAL
DISTRICT BOARD AND TAKE APPROPRIATE ACTION, AGENDA ITEM NO. .a-
CONSIDER RESOLUTION CHANGING METHOD OF ALLOCATING COSTS OF
OPERATION OF THE DALLAS COUNTY APPRAISAL DISTRICT AND TAKE
APPROPRIATE ACTION.
Councilman Dodd presented the following information in requesting
the Council to adopt the two resolutions. The taxing units in
Dallas County have gained State-wide recognition for their coopera-
tive effort toward the success of the Appraisal District. This
cooperation was evident in the appointment of Board Members allowing
all cities, schools, and County to have representation. The reso-
lution which allows such representation on the Board expires
December 31, 1981. The 1982-83 Board representation will be based
on voting entitlement by levy as provided by law unless three-
quarters of entities pass a resolution supporting an alternate
method of selection. The Advisory Board composed of representatives
appointed by all voting taxing entities has recommended the alter-
nate voting and funding resolution which is before the Council for
consideration. It recommends a continuation of representation on
the Board of Directors and sharing of budget allocation which the
Advisory Board believes provides for fiscal responsibility coupled
with voting privilege. These resolutions must be passed by the
governing bodies of three-quarters of the voting taxing entities
and a copy received by the County Clerk by midnight, September 30,
1981 or Board representation and funding will automatically be
based on the levy method.

After some discussion, a motion by Councilman Dodd, a second by
Councilman Johnson, all voting "aye", adopted Resolution No.
81-023 relating to changing the method of selecting the members
of the Dallas County Appraisal District Board of Directors.
A motion by Councilman Dodd, a second by Councilman Weidinger,
all voting "aye", adopted Resolution No. 81-024 relating to
changing the method of allocation of the cost of operation of the
Dallas County Appraisal District.
AGENDA ITEM NO. 3-ADJOURNMENT.
A motion by Councilman Do-d-6-,-a second by Mayor Binford, all voting
"aye", adjourned the meeting of the City Council at 8:50 A.M..
