EMERGENCY MEETING
AUGUST 23, 1983

Mayor Dodd called the emergency meeting at 5:15 P.M.
DISCUSS OVERLAY PROGRAM AND TAKE APPROPRIATE ACTION.
Mayor Dodd reported that Councilman Blair had met with Steve
Edmiston and Pat Rice, who are interested property owners of the
area of Pebble Beach, and discussed the proposed asphalt overlay
for Pebble Beach. Mayor Dodd stated that the outcome of the
meeting was that there should be a study performed to establish
a method to determine which streets should be overlayed. Mayor
Dodd stated that Councilman Blair was out of the city and that
Councilman Blair had expressed favorably for a study.
Mayor Dodd stated that with this information a decision was
needed from the Council of whether to proceed or postpone the
overlay project for Pebble Beach because the contractor was ready
to move to this street tomorrow, Wednesday, August 24, 1983•
There was discussion of possible difficulty in determining the
criteria needed for the study; and of possibly postponing the
whole overlay project until after the study.

City Manager Paul West reported that the timing of the contractor
was an important factor to consider. The City would be risking
the quality of work on asphalt after November and before June.
The contractor, Austin Paving, has said that if the program was
cancelled, the city would be charged for materials the contractor
has bought for the job.
There was discussion that if the program was not postponed then
the contractor would be ready to pave Thursday. There also was
discussion that the waterline between Dorado Beach and Southern
Pines had not been replaced and when it was replaced the line
needed to be removed from the yards and put in the street.
There continued discussion relating to obtaining a study, the
timing and need for the scope of the study.
Councilman Weidinger made a motion instructing the City Manager
to call the contractor and postpone the overlay program until the
Council has had the opportunity to talk to Councilman Blair about
the meeting he attended with Mr. Rice and Mr. Edmiston.
Councilwoman Dingman seconded the motion.
There followed more discussion relating to the study. Councilman
Johnson made a substitute motion instructing the City Manager to
exclude from the overlay program that portion of Pebble Beach
lying within Dorado Beach to Southern Pines Drive. Councilwoman
Dingman seconded the motion. The substitute motion carried
unanimously.
Then it was discussed that since this action would break this
long street into two shorter ones, Pebble Beach could be placed
at the end of the list of streets to be overlayed.
ADJOURNMENT.
A motion by Councilman Weidinger, a second by Councilman Johnson,
all voting "aye", adjourned the meeting at 6:13 P.M.
