Mayor Dodd called the City Council meeting of March 21, 1983 to
order at 7:30 P.M. The meeting was televised.
AGENDA ITEM NO. A.1-INVOCATION.
Councilman Johnson gave the invocation.
AGENDA ITEM NO. A.2-CONSIDER RESOLUTION NO. 83-005 ESTABLISHING A
SENIOR ADULT PROGRAM STUDY COMMETTEE AND TAKE APPROPRIATE ACTION.
Mayor Dodd opened the discussion by giving the following infor-
mation from an Administrative memo. At the March 14, 1983
Council meeting the City Staff was asked to prepare a resolution
establishing a Senior Adult Program Study Committee. This group
is to meet and work with the Parks and Recreation Board and to
submit a report when their work is complete.

Discussions among the members of the City Council related to not
placing an age limit for members of the committee, establishing
a 9 member committee plus 3 representatives from the Parks and
Recreation Board and designating a Council liaison member.
Councilman Blair made the motion to adopt Resolution No. 83-005
with the following sections reading:
Section I. That there shall be formed a 9 member study com-
mittee of Farmers Branch Citizens of which 5 mem-
bers are to be Senior Adults of 55 years or
older.
Section 2. This study committee is to meet and work with
three (3) members of the Parks and Recreation
Board. The three (3) members are to be
designated by the Parks and Recreation Board.
Section 9. A report with recommended program approaches and
facility alternatives and associated costs is to
be submitted to the City Council on or before
May 31, 1983•
Section 11. Councilman Glancy shall serve as the Council
liaison.
and, further appointed Mrs. Alice Ellett to serve as Chairman of
the Farmers Branch Citizens Study Committee. Councilman
Weidinger seconded the motion. The motion carried unanimously.
AGENDA ITEM NO. 3-CONSIDER RESTRICTING PARKING ON PORTIONS OF
TOM FIELD ROAD AND DENNIS LANE ADJACENT TO THE ATHLETIC COMPLEX
AND TAKE APPROORIATE ACTION.
Mayor Dodd opened the discussion by giving the following infor-
mation from an Administrative memo. The Park and Recreation
Board has requested that parking be prohibited on both sides of
Dennis Lane from Valley View Lane to Havenhurst Street, and along
the west side of Tom Field Road south from the tennis courts to
the bridge on Rawhide Creek.
Parking along both sides of Dennis Lane from Valley View Lane to
Havenhurst Street is currently prohibited by signs that were
erected in acordance with Ordinance No. 1050 that provides for
the Traffic Engineer to establish "no parking" zones.
The City Staff has reviewed the request for a "no parking" zone
along the west side of Tom Field Road and concurs that a "no
parking" zone is needed.

There was discussion of the Traffic Engineer having the authority
to establish "no parking" zones as provided in Ordinance No.
1050. City Attorney John Boyle explained that a separate ordi-
nance designating this particular area would be another method of
ability for enforcement by the Police Department.
After more discussion, a motion by Councilman Johnson, a second
by Councilman Blair, all voting "aye", instructed the City Staff
to draft an ordinance that would establish "no parking" zones on
both sides of Dennis Lane from Valley View Lane to Havenhurst,
and along the west side of Tom Field Road from the north end of
the bridge at Rawhide Creek to a point thirty feet (30') north of
the driveway into the parking lot for the Athletic Complex on the
west side of Tom Field Road, and said ordinance be brought back
to the Council for consideration at the April 14, 1983 meeting.
AGENDA ITEM NO. 4-CONSIDER PASSAGE OF
THE ISSUANCE OF 2,300,000.00 CITY OF
BONDS AND TAKE APPROPRIATE ACTION.

AN ORDINANCE AUTHORIZING
FARMERS BRANCH, TEXAS, TAX

City's Fiscal Agent J. C.
Mr. J. C. Hall presented the six bids that were submitted for the
sale of the $2,300,000.00 in G.O. Tax Bonds. The bidder with the
lowest interest rate was Dean Witter, Reynolds, Inc. with a rate
of 6.528933%. Mr. Hall stated that he was very pleased with
rates and recommended the bid be awarded to Dean Witter,
Reynolds, Inc.
After some discussion, a motion by Councilman Johnson, a second
by Councilwoman Dingman, all voting "aye", awarded the sale of
the $2,300,000.00 in bonds to Dean Witter, Reynolds, Inc. with an
interest rate of 6.528933% by adopting the following captioned
Ordinance No. 1434:
"An Ordinance By The City Council Of The City Of Farmers
Branch, Texas, Authorizing The Issuance And Sale Of City Of
Farmers Branch, Texas, General Obligation Bonds, Series 1983
In The Aggregate Principal Amount of $2,300,000.00, For The
Purpose Of Providing Funds With Which To Make Various
Permanent Public Improvements For And Within The City;
Prescribing The Form Of Said Bonds And The Interest Coupons
To Be Initially Attached Thereto; Levying And Requiring
Assessment And Collection Of An Annual Ad Valorem Tax On All
Taxable Property Within The City'To Pay The Interest On Such
Bonds And To Create A Sinking Fund For The Payment Thereof
At Maturity; Enacting Other Provisions Related To The
Subject; And Declaring An Emergency."

1986 6.10%
1987 6.20%
1988 6.40%
1989 6.60%
and, in Section 10 insertion for the blanks be Dean Witter,
Reynolds, Inc. and premium in the amount of $410.00.
AGENDA ITEM NO. 5-ADJOURNMENT.
A motion by Councilman Johnson, a second by Councilman Glancy,
all voting "aye", adjourned the City Council meeting of March 21,
1983 at 6:43 P.M.
