A. CALL TO ORDER—STUDY SESSION (3 P.M.)
Mayor Dye opened the meeting at 3 p.m.
A.1 18-246 Discuss regular City Council meeting agenda items.
No discussion.
A.2 18-252 Discussion and presentation regarding potential city-initiated zoning
amendments related to Planned Development(PD)districts within the IH-35 corridor
Planning and Development Director Tina Firgens briefed City Council regarding this item.
She explained the City Council requested staff to review Planned Development (PD)
zoning districts located within the IH-35 corridor. Ms. Firgens introduced Kyra McCardle,
an independent contractor hired by the City to provide 135 Corridor research. Ms.
McCardle reviewed the purpose, study area, policy context and recommendations noting
the proposal is to amend the following Planned Development Districts: PD 25, PD 24, PD
97, and PD 70.
The City Council discussed interim changes, public input, public hearing process, and
existing non-conforming uses.
Ms. Firgens explained by approving these amendments, it allows staff to manage uses.
She noted a full Comprehensive Plan review would be conducted within the next two years.
Council Member Lynne recommended allowing stakeholders to provide public input.

A.3 18-253 Receive an update on Economic Development activity
Economic Development Director Allison Cook provided an overview and video of recent
Economic Development activities and introduced the City's Retention Specialist Amy
Mueller to the City Council.
A.4 18-251 Receive Bi-Annual Report from the Senior Advisory Board —
Senior Advisory Board Chair Matt Rice provided an update on recent board
accomplishments.
Mayor Pro Tern Norwood asked if there have been any issues in regards to fees with the
Square Dance Club.
Mr. Wayne Weirich representing the Square Dance Club replied stating the rental fees
impacted his club being able to use the facilities due to high costs.
After discussion, Mayor Pro Tern Norwood suggested allowing grandfathered use of the
facilities to existing members that utilized the facility prior to the new fee implementation.
Deputy Mayor Pro Tem Bomgardner agreed with Mayor Pro Tern Norwood.
Assistant to the City Manager Ben Williamson explained the current policy is written with
options that allows the City Manager to adjust the fee policy, as necessary.
Deputy Mayor Pro Tern Bomgardner explained this should only apply to existing groups
that were in place at the time prior to the fee implementation.
City Attorney Braeden Metcalf stated this group (Square Dance Club) would become
"grandfathered in" and City Administration would advise the Council if any other groups
have been affected.
A.5 18-245 Receive a report regarding garbage cart opt-in options (Listen to
Summary)
Director of Sustainability and Environmental Services Shane Davis briefed City Council
regarding this item.
The City Council discussed cost, opt in and opt out processes, bulk, billing options through
the Water Utilities Department, and bin size options.
Mayor Pro Tern Norwood stated this is not a one-size fits all solution, stating the City's job
is to provide services.
Council Member Blackson recommended the City conduct a pole that allows residents to
decide if they want a roll out cart for trash services.
Mayor Dye recessed for a break at 5:20 p.m.
Due to time constraints, the following agenda items were discussed after the regular
meeting.
A.6 18-254 Discuss Farmers Branch Creek emergency stabilization efforts.
Director of Public Works Marc Bentley provided an update on emergency stabilization
efforts for the Farmers Branch Creek.
The City Council discussed improvement costs, funding sources; short term verses long-
term solutions, and the possibility of City funding assistance. —

Council Member Lynne challenged City Staff to review and find ways to deal with the
funding issues.
Deputy Mayor Pro Tem Bomgardner suggested utilizing reserve funds.
Acting City Manager John Land stated funding discussed tonight would aid with immediate
emergency stabilization along the creek. He further stated City Administration will review
and provide alternate funding options at the January 8, 2019 City Council meeting.
A.7 18-256 Receive an overview of the trail system and future trail projects
Director of Environmental and Sustainability Services Shane Davis introduced Patrick Hart
with Kimley-Horn who provided an overview of the Trail Master Plan,focusing on east side,
central area and west side trail projects.
A.8 18-259 Discussion regarding the future of the Manske Library
Acting City Manager John Land explained this agenda item was placed on the agenda as
a placeholder. He further stated the Library Board plans to hold a second public input
meeting on Tuesday, December 18, 2018.
The City Council discussed targeting a May 2019 Bond election verses November, public
input, targeting and identifying future Library needs for the community as it grows.
A.9 18-247 Discuss agenda items for future City Council meetings
There were no future discussion topics.
B. CALL TO ORDER—REGULAR MEETING (6 P.M.)
Mayor Dye called the meeting to order at 6:00 p.m.
C. INVOCATION & PLEDGE OF ALLEGIANCE
Mayor Dye provided the Invocation, Pledge of Allegiance and led the Pledge to the Texas
Flag.
D. CEREMONIAL ITEMS
D.1 18-242 Recognition of Farmers Branch Fire Department Medic 133 and
Carrollton Engine 115 for their actions in saving the life of a
cardiac arrest victim on October 9, 2018
The Las Colinas Medical Center recognized Farmers Branch Fire Department
Firefighter/Paramedics Isaac Chan and Richard Snell (Medic 133) and Scott Farler,
Marcus Watson, and Michael Pease of Carrollton Fire Rescue's E-115 who assisted with
saving the life of a patient.
D.2 18-239 Recognition of Wes Capperton.
Mayor Dye recognized Wes Capperton for his years of service and wished him the best in
his retirement.
E. REPORTS ON STUDY SESSION ITEMS
Council Member Blackson provided a report of Study Session items.
-- F. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
Acting City Manager John Land provided the following announcements:
• Christmas in the Branch continues this week with outdoor Skating Under the Stars at the
StarCenter and this Saturday's Holiday Marketplace in The Grove @ Mustang Crossing,
from 4 until 8 p.m. Residents can shop for handmade and homemade items from more

than 30 vendors or have refreshments from the concessionaries on hand. Musical
entertainment will be provided by Vocal Magic, The One Band and performances by local
schools and theater groups. Children's activities will include trackless train rides, bounce
houses, balloon artists, crafts and visits with Santa & Mrs. Claus. Again, the address for

• Skating Under the Stars continues every night through January 6 (except for Christmas
Eve, Christmas Day and New Year's Day). From now through December 20, Monday
through Friday hours will be from 5 until 10 p.m. with noon to 10 p.m. on Saturdays and
Sundays. From December 21 through January 6, hours will be from 12 noon to 10 p.m.

• The Farmers Branch Manske Library will host their annual Santa&Cookies extravaganza
on Wednesday, December 12 at 6 p.m. Mayor Robert Dye will be on hand to read Twas
the Night Before Christmas, followed by a special holiday craft and, of course, Santa will
be there. Call 972.247.2511 for more information.
• Speaking of the Library, there will be a second Visioning Meeting, hosted by the Library
Board, where the public can weigh in on the future of the Library, including the prospect
for a 2019 bond election to fund construction of a new building. That meeting will be
Tuesday, December 18 from 7 until 8 p.m. at the Farmers Branch Community Recreation
Center.
• In other non-seasonal news, please remember that registration is now open for a new
Power Switch where residents can pool their buying power to obtain a lower rate on
electricity. More than 300 residents took advantage of the first Power Switch earlier this
year, saving an average of$500 on their electric bills over the next year. Find out more at

Council Member Lynne thanked City Staff for the successful tree lighting event, and
recognized the Fire Department for a newspaper compliment.
Mayor Dye provided a review of top accomplishments from all City Departments and
thanked all City Staff for all their hard work.
G. CITIZEN COMMENTS
The Firehouse Theatre provided a performance featuring Betty and Jonie Hayes.
H. CONSENT AGENDA
H.1 18-248 Consider approving minutes of the regular City Council meeting held
on November 27, 2018; and take appropriate action.
H.2 ORD-3544 Consider adopting Ordinance No. 3544 approving a boundary
adjustment agreement with the City of Farmers Branch and the Town
of Addison; and take appropriate action.
Motion made by Council Member Blackson to approve Consent Items H.1 through H.2.
Motion seconded by Deputy Mayor Pro Tem Bomgardner. Motion prevailed by the
following vote:
