The following members of the City Council were present: Mayor John Dodd Mayor Pro Tem: John Dunagan Councilmembers: Carol Dingman Bob Phelps Herb Weidinger The following member of the City Council was absent: Councilman Dave Blair The following members of the City Administration were present: City Attorney John Boyle City Attorney Representative Martha Peak Acting City Manager Gene Carlton (Mr. Carlton was not present in all discussions held in the Executive Session.) ayor Dodd opened the meeting and announced that the Council members ould go into Executive Session to discuss personnel matters. Article 6252-17, Section 2 of the open meeting law provides that such item as Personnel Matters may be discussed in closed session. The meeting will reconvene into open session after the item has been discussed in the Executive Session. I. EXECUTIVE SESSION. A. DISCUSS PERSONNEL MATTERS. 1. DISCUSS PERSONNEL COMPLAINTS. A discussion was held. THE COUNCIL RECONVENED INTO OPEN SESSION AT 11:37 A.M. A motion by Councilman Weidinger, a second by Councilman Phelps, all Vol. 51, Page 66. voting "aye", continued the discussion until 4:00 P. M., same day, February 20, 1987. CITY COUNCIL RECONVENED AT 4:11 P.M. Mayor Dodd reopened the meeting announcing that the City Council was back in session in the same manner as earlier and will be Executive Session to Discuss Personnel Matters. THE COUNCIL RECONVENED INTO OPEN SESSION. Mayor Dodd stated that on February 20, 1987, the City Council convened into an Emergency Executive Session with the Acting City Manager and the City Attorney to review certain complaints filed by two employees bothof which complaints had been brought to the attention of the City Council on February 19, 1987. Both are personnel complaints and are being processed pursuit to the Personnel Rules and Regulations, and consequently are not subject to discussion and disclosure. All further procedure questions as to those particular hearings will be directed to the City Attorney. Mayor Dodd further stated that Acting City Manager Gene Carlton made a request to the Council that he would like to have his position back at this time that he had prior to volunteering to be Acting City Manager. The Council as had promised to him accepted his request. There became an opening for Acting City Manager. The Council so notified that there was an opening. After having made that request for a period of time that the City did not have a city Manager. The Council instructed the Mayor to contact particular individuals of the city. That broadcast took place and the Council interviewed Mr. Tom Scales. Mayor Dodd called for a motion. A motion by Councilman Dunagan, a second by Councilwoman Dingman, all voting "aye", acknowledged that Gene Carlton has resumed his previous position as Assistant City Manager, and further moved that Tom Scales be appointed Acting City Manager upon the condition that Mr. Scales, position of Director of Community Services be held open and Mr. Scales is to be allowed to return to his former position at such time as it is appropriate. MAYOR DODD REQUESTED TO GO BACK INTO EXECUTIVE SESSION TO TALK WITH THE NEWLY APPOINTED ACTING CITY MANAGER. THE COUNCIL RECONVENED INTO OPEN SESSION. A motion by Councilman Dunagan, a second by Councilman Phelps, all voting "aye", adjourned the Emergency City Council meeting of Februarv-Z&. 1987 at 9:10 P.M..
