WITH THE CITIES OF ADDISON AND CARROLLTON

The following members of the City Council present were:

1. Discuss and consider issues and procedures regarding the joint or shared provision of
public services by the cities of Addison, Carrollton and Farmers Branch.
Mr. Randy Pennington, Consultant, gave a presentation and overview of what the meeting would
pertain to including shared service goals, improving service to customers, and saving money.
Mr. Pennington stated tonight would just be suggestions and no decisions would be made
tonight.
There followed discussion among the Councilmembers from Addison, Carrollton and Farmers
Branch which included topics such as equipment sharing, identity problems with shared services,
concerns in these economic times, shared services with a private company, have successes first

by starting slow, challenges such as maintaining the sense of community, and how to brand each
individual city if services were shared.
Mr. Pennington concluded the meeting that staff would identify opportunities, a committee
would be created to decide on which services could be shared, and the City Managers' would
bring back to their City Council which services they felt could be shared.
