CROSBY ROAD CROSBY ROAD RECREATION CENTER CARROLLTON, TEXAS THURSDAY, JULY 28, 2011 6:00 P.M. The following members of the City Council present were: Mayor Bill Glancy Mayor Pro Tern David Koch Deputy Mayor Pro Tern Michelle Holmes Ben Robinson Tim Scott Harold Froehlich The following members of the City staff were present: City Manager Gary Greer Assistant City Manager Sharma Sims-Bradish Assistant City Manager Matt Benoit Police Chief Sid Fuller Finance Director Charles Cox Fire Chief Steve Parker Director of Communications Tom Bryson Director of Equipment Services Kevin Muenchow Public Works Director Mark Pavageaux City Secretary Cindee Peters 1. Discuss and consider issues and procedures regarding the joint or shared provision of public services by the cities of Addison, Carrollton and Farmers Branch. Mr. Randy Pennington, Consultant, gave a presentation and overview of what the meeting would pertain to including shared service goals, improving service to customers, and saving money. Mr. Pennington stated tonight would just be suggestions and no decisions would be made tonight. There followed discussion among the Councilmembers from Addison, Carrollton and Farmers Branch which included topics such as equipment sharing, identity problems with shared services, concerns in these economic times, shared services with a private company, have successes first Volume 104, page 114 by starting slow, challenges such as maintaining the sense of community, and how to brand each individual city if services were shared. Mr. Pennington concluded the meeting that staff would identify opportunities, a committee would be created to decide on which services could be shared, and the City Managers' would bring back to their City Council which services they felt could be shared. 2.
