The following members of the City Council were present: Mayor John Dodd Mayor Pro Tem: John Dunagan Councilmembers: Carol Dingman Bob Phelps Herb Weidinger The following member of the City Council was absent. Councilmember Dave Blair The following members of the City Administration were present: City Attorney John Boyle City Attorney Representative Martha Peak Acting City Manager Tom Scales Mayor Dodd opened the meeting and announced that the Council members would go into Executive Session to discuss personnel matters. Article 6252-17, Section 2 of the open meeting law provides that such item as Personnel Matters may be discussed in closed session. The meeting will reconvene into open session after the item has been discussed in the Executive Session. I. EXECUTIVE SESSION. A. DISCUSS PERSONNEL MATTERS. 1. REVIEW WITH CITY MANAGER STATUS OF DIRECTOR OF MARKETING AND TAKE THE APPROPRIATE ACTION. A discussion was held. THE COUNCIL RECONVENED INTO OPEN SESSION. II. DISCUSS INTERNATIONAL TRADE SHOW AND TAKE THE APPROPRIATE ACTION. Vol. 51, Page 82c. 1 Mayor Dodd explained that the Marketing Director previously made plans to represent the city at the International Trade Show in Toronto, Canada, March 17 to 20, 1987. The Metrocrest Chamber of Commerce with representatives in this area are planning to attend the Trade Show. Canada is waiving the $1,000.00 registration fee in order to attract more people to the show. Farmers Branch already has special rate airline reservations for the trip. Janey Scarbrough, President of the Farmers Branch Chamber of Commerce has expressed an interest to go and represent the city. Mayor Dodd continued that the Farmers Branch Chamber of Commerce does not have funds budgeted for such a trip. It is estimated that the trip will cost $1,600.00. This amount is included in the Marketing Department budget. Mayor Dodd opened the discussion asking for comments of appointing Janey Scarbrough or anyone else to go on the Trade Show trip to represent the city. There was discussion among the members of the City Council concerning that it would be a promotion method by the city to have a representa- tive attend and meet possible business or industrial prospects that might be interested in coming to Texas and especially Farmers Branch. After discussion of there not being any Council member being able to go on the trip, the appointing of an individual was discussed favor- ably. A motion by Councilman Weidinger, a second by Councilman Dunagan, all voting "aye", authorized the disbursement of the money that has been allocated in the Marketing Department budget for the Toronto International Trade Show and contracting the Farmers Branch Chamber of Commerce, with the understanding that Janey Scarbrough is to be the representative for the City of Farmers Branch, and that the reimbursement for expenses is to follow the procedures established in the Council's travel policy with the request going through the Council audit committee. There was a discussion held of reconvening the Alcohol Ordinance Study Committee to study and recommend general guidelines for fraternal organizations. ADJOURNMENT. A motion by Councilman Weidinger, a second by Councilman Phelps, all voting "aye", adjourned the Emergency City Council meeting of Vol. 51, Page 82d.
