The following members of the City Council were present: Mayor Pro Tem Calla Davis Councilmembers: Nancy Hardie Jeff Binford Bill Moses Ron Pyle The following member of the City Council was absent: Mayor Dave Blair The following members of the City Administration were present: City Manager City Attorney Assistant City Assistant City City Secretary Public Informa- Richard L. Escalante Bob David Manager Steve Carpenter Manager John Burke Ruth Ann Parish Lion officer Donna Huerta Mayor Pro Tem Davis presided and called the meeting to order at 7:30 P.M.. INVOCATION. Councilman Moses gave the invocation and led the pledge of allegiance to the flag. CANVASS THE RESULTS OF THE CHARTER AMENDMENT ELECTION HELD JANUARY 21, 1989 AND TAKE THE APPROPRIATE ACTION. Mayor Pro Tem Davis read the canvass statement. "I, Mayor Pro Tem Calla Davis, declare that I have had in my possession the following items since the close of the polls at 7:00 P.M., January 21, 1989, one copy of the election returns, one copy of the poll list, and one copy of the tally list. Vol. 551 Page 282 The votes for each Proposition are as follows: PROPOSITION NO. 1 Shall Article II, Sections 2.01 and 2.02, of the City Charter be amended to provide a single-member districting plan whereby four Councilmembers are limited to being elected from districts in which they reside exclusively by the voters of such district and the Mayor and one Councilmember may reside in any district within the City and be elected at large by the voters of the entire City? YES 336 NO 1,351 PROPOSITION NO. 2 n Shall Article II, Sections 2.01 and 2.04, and Article VII, Sections 7.01 7.04, of the City Charter be amended to provide for three year terms of office for the Mayor and members of the City Council with such three year terms to be phased-in beginning with the election in 1989 and concluding with the election in 1991? YES 963 NO 651 PROPOSITION NO. 3 Shall Article II, Section 2.02, and Article IX, Section 9.19, of the City Charter be amended to require the City Council to adopt a Code of Ethics applicable to all elected and appointed City officials, and that the violation of such Code shall be official misconduct and grounds for removal from office? YES 1,174 NO 322 A motion by Councilman Binford, a second by Councilman Moses, all voting "aye", adopted Resolution No. 89-010, "Canvass of the returns and declarations of the results of an election held in the City of Farmers Branch, Texas, on January 21, 1989, for the election of City Charter Amendments. Vol. 55, Page 288 11 J Mr. Ray Flaherty, 13220 Challaburton, complimented the news media, the members of the City Council and all those that were involved and worked to get the information out to the citizens; and the citizens who came out to vote. ADJOURNMENT.
