CALL TO ORDER - STUDY SESSION (3 P.M.) Mayor Dye called the Study Session meeting to order at 3 p.m. A.1 19-106 Discuss regular City Council meeting agenda items No discussion. A.2 19-74 Receive the Fiscal Year 2018-19 First Quarter Financial Report Director of Finance Sherrelle Evans-Jones provided City Council with a first quarter financial report reviewing General Fund, Revenue, Expenditures, Enterprise Funds and Hotel Motel Funds, she summarized reviewing the Investment Portfolio. The City Council discussed allocations, fund encumbrances, cash balances and investment funds. Council Member Reyes expressed her appreciation to Director Sherrelle Evans-Jones on her hard work with Project Promise. Ms. Evans-Jones replied noting it was a team effort from her staff along with the Information Services Department. City Manager Charles Cox expressed his gratitude to Ms. Evans-Jones noting the project was on time and within budget, as promised. City of Farmers Branch Page 1 City Council Meeting Minutes March 5, 2019 A.3 19-98 Parks and Recreation staff will recap the 2018 "Christmas In The Branch" holiday season and present options for 2019 Special Events Manager Geoffrey Fairchild provided City Council with a 2018 recap of Christmas in the Branch and reviewed Holiday Marketplace at the Grove,Skating under the Stars, Expenses and Revenues,and proposed options for Christmas in the Branch 2019. He explained the proposal includes expanding the City's lighting opportunities, enhanced Christmas Tree and Historical Park programming. Mr. Fairchild introduced Victoria Anderson,who is the Historical Park Museum Educator. Ms.Anderson reviewed information on the 2019 Historical Park Christmas events noting this year's them will be"A Christmas Carol:A Celebration of Christmas Past." Mayor Pro Tern Norwood suggested offering more activities during the week and adding mood lighting along paths to the Historical Park. Council Member Reyes suggested economical events for larger families that might have budget restrictions. Mr. Fairchild summarized noting the current 2019 plan is estimated to cost$162,500 and with option enhancements of a pre lit and decorated tree at Liberty Plaza, additional lights at Liberty Plaza,The Grove,26 oak trees lit along William Dodson Parkway and Branch Crossing entrance lighting are estimated to cost$325,500. Council Member Lynne suggested being strategic and concentrating lighting at main traffic areas and pocket park locations. Council Member Reyes suggested adding lighting to City Hall, City buildings and the Branch Connection area. Mr.Cox stated the City Council needs to decide if we want a specific location or citywide locations. Mayor Pro Tern Norwood suggested building on our past successes such as Liberty Park and Grove events and recommended including the Historical Park in the future. Council Member Lynne asked that charities be more involved. Council Member Blackson suggested having a concrete pad location that could be utilized each year for the ice skating rink. Mayor Pro Tern Norwood suggested having a phased plan,which would allow residents to provide feedback on past events and phase in more lighting over the next two to three years. He stated this would allow the Council to review budgets and prioritize. Director Jeff Harting stated he and Assistant Director Mike Mashburn would provide some ideas and bring forward a proposed plan for Council's review. The City Council discussed different options to allow nonprofits to work with the City, assist with events, and allow them to have booths to recoup costs. City Manager Charles Cox stated this would allow nonprofits to be involved and as a result, it would be more cost effective to residents. City of Farmers Branch Page 2 March 5, 2019City Council Meeting Minutes 19-104A.4 Receive a presentation regarding development density, and walkability and connectivity within the Station Area and East Side Director of Development Tina Firgens briefed City Council regarding the Station Area, reviewing the purpose of the Code, density, connectivity/walkability, and connectivity implementation. She reviewed teh East Side Plan with land use recommendations, current zoning and density review, connectivty/walkability recommendations and the connectivity implementation plan. 19-107A.5 Discuss agenda items for future City Council meetings Council Member Lynne asked for a future agenda item to discuss a tree stump ordinance. EXECUTIVE SESSIONB. The City Council recessed at 5:17 for a break and reconvened into closed executive session at 5:28 p.m. Mayor Dye adjourned from closed executive session at 5:53 p.m. 19-108B.1 City Council may convene into a closed executive session pursuant to Section 551.072 of the Texas Government Code to deliberate regarding: Discuss the purchase, exchange, lease, or sale of real property located south of Valwood, north of 635, east of I-35, and west of Webb Chapel Road CALL TO ORDER -REGULAR MEETING (6 P.M.)C. Mayor Dye called the meeting to order at 6:01 p.m. INVOCATION & PLEDGE OF ALLEGIANCED. Mayor Pro Tem Norwood provided the invocation and led the Pledge of Allegiance and Pledge to the Texas Flag. Pursuant to Section 551.0415 of the Texas Government Code, the City Council or City — Administration may report information on the following items: 1) expression of thanks, congratulations or condolences, 2) information about holiday schedules, 3) recognition of individuals, 4) reminders about upcoming City events, 5) information about community events, and 6) announcements involving an imminent threat to public health and safety, and 7) reports from Council Liaisons to supported organizations. G. CITIZEN COMMENTS Historical Preservation and Restoration Board Member Johannes Hylkema read aloud pages of Dr. Gilbert's historical diary. He urged the City Council to remember the importance of our past. H. CONSENT AGENDA H.1 19-105 Consider approving minutes of the City Council meeting held on February 19, 2019 and City Council retreat held on February 20, 2019; and take appropriate action H.2 19-111 Consider excusing the absence of Council Member Bronson Blackson from the February 19 and February 20, 2019 City Council meetings; and take appropriate action H.3 R2019-27 Consider approving Resolution No. 2019-27 changing the name of the Barney Wood Athletic Complex to the Barney Wood Bark Park; and take appropriate action A motion was made by Council Member Blackson, seconded by Mayor Pro Tern Norwood, that Consent Items H.1 through H.3, be approved. The motion carried by the following vote: Aye: -4 Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne City of Farmers Branch Page 4 City Council Meeting Minutes March 5, 2019 PUBLIC HEARINGS 1.1 ORD-3558 Conduct a public hearing and consider adopting Ordinance No. 3558 amending Planned Development No. 24 (PD-24) as it relates to the allowable uses within the zoning district, approximately 105.59 acres generally located south of Valley View Lane and west of IH-35; and take appropriate action Planning Contractor Kyra McCardle briefed City Council regarding this item. Mayor Dye opened the public hearing. There was no one present that wished to speak. A motion was made by Council Member Reyes to close the public hearing and approve as presented. Motion seconded by Council Member Blackson,that this Ordinance be adopted. The motion carried by the following vote: Aye: 4- Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne 1.2 ORD-3559 Conduct a public hearing and consider adopting Ordinance No. 3559 amending Planned Development No. 25 (PD-25) as it relates to amending the allowable uses within the zoning district, approximately 125.2 acres generally located north of Valley View Lane and west of IH-35; and take appropriate action Planning Contractor Kyra McCardle briefed City Council regarding this item. The City Council discussed the required 6 month building vacancy period required for existing non-forming uses. Council Member Reyes suggested eliminating the 6-month vacancy waiting period and requiring properties to conform immediately. Ms. Firgens explained the 6-month waiting period is a provision within the City's comprehensive zoning ordinance and she would need to consult with the City Attorney to research. Mayor Pro Tem Norwood explained the non-conforming uses could be addressed at a later time. Mayor Dye opened the public hearing. There was no one present that wished to speak. A motion was made by Council Member Lynne to close the public hearing and approve. The motion was seconded by Council Member Blackson,that this Ordinance be adopted. The motion carried by the following vote: City of Farmers Branch Page 5 City Council Meeting Minutes March 5, 2019 Aye: 4- Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne 1.3 ORD-3560 Conduct a public hearing and consider adopting Ordinance No. 3560 amending Planned Development No. 97 (PD-97) as it relates to amending the allowable uses within the zoning district, approximately 72.69 acres generally located on the west side of IH-35 and south of Springlake Road; and rezone an approximately 6 acre tract known as Morgan Parkway extending eastward from the Chicago, Rock Island, and Pacific Railroad to the Southbound Stemmons Service Road from Planned Development No. 88 (PD-88) to Planned Development No. 97 (PD-97); and take appropriate action Planning Contractor Kyra McCardle briefed City Council regarding this item. Mayor Dye opened the public hearing. There were no citizens that wished to speak. A motion was made by Council Member Lynne to close the public hearing and approve, as presented. Motion seconded by Council Member Blackson,that this Ordinance be adopted. REGULAR AGENDA ITEMS J.1 R2019-28 Consider approving Resolution No. 2019-28 approving Economic Development Incentives pursuant to the Commercial Facade Grant Program for 13500 Midway Rd.; and take appropriate action. Economic Development Director Allison Cook briefed City Council regarding this item. Applicant Kyle Jacobs spoke regarding the project noting he is very excited to start the project and projects a completion time by this summer. A motion was made by Mayor Pro Tern Norwood, seconded by Council Member Lynne,that this Resolution be approved. The motion carried by the following vote: Aye: 4- Council Member Reyes, Mayor Pro Tern Norwood, Council Member Blackson and Council Member Lynne K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION City of Farmers Branch Page 6 City Council Meeting Minutes March 5, 2019 Motion made by Council Member Blackson that the City Manager be authorized to take such action on behalf of the City as may be reasonable and necessary to purchase, or authorize the purchase of Lot 1, Block P of Valwood Park Section ,4th Installment, also known as 2691 Hearthstone Drive,for a purchase price not to exceed $175,000.00 plus stnadard closing and acquisition costs and to sign or authorize the City's agent to sign, such other agreements, documents, and any amendments thereto, as teh City Manager inconsultation iwth the City Attorney deems reasonable and necessary wtih respect to the closing of said transaction. Motion seconded by Mayor Pro Tem Norwood. Motion prevailed by the following vote: Aye: 4- Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne Motion made by Mayor Pro Tern Norwood that the City Manager be authorized to take such action on behalf of the City as may be reasonable and necessary to purchase, or authorize the purchase of Lot 28, Block Q of Valwood Park Section, 4th INstallmetn, also known as 2563 Wasina Drive, for a purchase price not to exceed $170,000.00 plus standard closing and acquisition costs and to sign or authorize the City's agent Aye: 4- Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne Motion made by Council Member Reyes to authorize teh City Manager to take such action on behalf of the City as may be reasonable and necessary to purchae, or authorize the purchase of Lot 23, Block 1 of Valwood Park Section, 5th Installment, also known as 13842 Dennis Lane, for a purchase price not to exceed $175,000.00 plus standard closing and acquisition costs and to sign , or authorize the City's agent to sign, such other agreements, documents, and any amendments thereto, as teh City Manager, in consultation iwth the City Attorney, deems reasonable andnecessary with respect of eh closing of said transaction. Motion seconded by Council Member Blackson. Motion prevailed by the following vote: Aye: 4- Council Member Reyes, Mayor Pro Tem Norwood, Council Member Blackson and Council Member Lynne L.
