Mayor Blair stated that an official City Council special meeting holding the public hearing on the proposed 1991-1992 budget would then take place and everyone is welcomed to stay for the special meeting. The 4th neighborhood meeting took place beginning at 7:03 P.M. and ending at 8:55 P.M. A.1 Mayor Blair called the special meeting to order. Vol. 61, Page 36 0 A.2 PUBLIC HEARING: PROPOSAL TO INCREASE THE 1991 AD VALOREM TAX RATE FROM 40 CENTS PER $100 ASSESSED VALUE TO 44 CENTS PER $100 ASSESSED VALUE AND TO CONSIDER PUBLIC COMMENTS RELATIVE TO THE PROPOSED BUDGET AND TAX INCREASE PURSUANT TO THE CITY CHARTER. Mayor Blair presented the following information. This public hearing is required under the State Property Tax Code since the City has proposed to increase the 1991 ad valorem tax rate more than 3%. This public hearing will also fulfill the charter requirements for a public hearing regarding the budget and tax rate. All notice requirements have been met. Mayor Blair opened the public hearing and recognized Steve Edmiston, 14215 Tanglewood Drive. Mr. Edmiston presented favorable comments for the proposed budget considerations. Mr. Edmiston asked whether there had been provision for salary increase for the employees. Mayor Blair recognized Ms. Barbara McConnell, 14305 Mt. Castle. Ms. McConnell commented that because of the decrease in property values as explained she felt the 10% increase was too high and opposed the tax increase. There being no one else wishing to speak, a motion by Councilwoman Davis, a second by Mayor Pro Tem Moses, all voting "aye", closed the public hearing. Mayor Blair responded to Mr. Edmiston that a 2% across the board salary increase was proposed in the budget. Finance Director Doug Vanderslice responded to Ms. McConnell's concerns stating that there was a 3 1/2% drop in assessed values this year and over the past 3 years there has been approximately 7% decrease in values which is part of the discrepency in the decrease in values and increase in the tax rate; one penny would go to Josey Lane and three pennies would actually go into the general operation of the City. Also inflation in expenditures and decrease in revenues have all been contributing factors to the proposal of the tax increase. Mayor Pro Tem Bill Moses and Councilman Phelps commented that neither were in favor of a tax increase until the need had been clearly justified in keeping a good level of service to the citizens. A.3 CONSIDER A MOTION TO SET A DATE TO VOTE ON THE 1991 AD VALOREM TAX RATE AND TAKE APPROPRIATE ACTION. Mayor Blair presented the following information for consideration. The State Property Tax Code requires the City Council to set a date to adopt the 1991 tax rate. The date Vol. 61, page 37 must be no less than three days and no more than fourteen days after the public hearing. The Staff recommends that the City Council adopt a motion setting the date to vote on the 1991 ad valorem tax rate for September 9, 1991 at the regular meeting of the City Council. A motion by Councilwoman Davis, a second by Councilman Pyle, all voting "aye", set the date of September 9, 1991 to vote on the 1991 ad valorem tax rate at the regular meeting of the City Council in the City Hall Council Chambers. A.4 ADJOURNMENT.
