Councilman Tim Scott gave the invocation and Boy Scout Troop 874 led the pledge of
allegiance.
B.2 PRESENTATION OF SERVICE AWARD - 25 YEARS.
Mayor O'Hare presented a 25-year employee service award to Lieutenant Daryl Bradley
with the Police Department

Mayor O'Hare presented a 25-year employee service award to Suzanne Reynolds with
the City Administration Office.
B.4 PRESENTATION OF BOARD APPLICATIONS AND BOARD AND
COMMISSION APPOINTMENTS AND TAKE APPROPRIATE ACTION.
Mayor O'Hare stated this item gives applicants an opportunity to present board
applications to the City Council and the City Council to make appointments to vacancies
on boards and commissions.
A motion by Councilman Robinson, a second by Councilman Froehlich, all voting "aye
appointed Nina Chamness to the Senior Advisory Board.
A motion by Mayor O'Hare, a second by Councilman Scott, all voting "aye", reappointed
Jon Paula Ackley to the Community Watch Committee.
A motion by Mayor Pro Tern Koch, a second by Councilwoman Holmes, all voting
"aye", appointed Patricia Medaille to the Library Board.
A motion by Mayor O'Hare, a second by Councilman Scott, all voting "aye", appointed
Sharma Sims-Bradish to the North Dallas County Water Supply Corporation.

The City Council gave a brief overview of the items discussed in Study Session.
C. CONSENT ITEMS
Mayor O'Hare stated consent items are items that are to be considered that may not need
discussion individually. Any member of the City Council or the audience may request to
withdraw any item from the consent items and place the item before the Council for full
discussion. The concept for consent items is to speed up discussion for those items that
need more time for discussion.
A motion by Councilman Froehlich, a second by Mayor Pro Tern Koch, all voting "aye",
approved the consent agenda as amended.

E.1 DISCUSS STOP SIGNS ON BROOKHAVEN CLUB DRIVE AT SOUTHERN PINES
DRIVE AND CONSIDER ADOPTING ORDINANCE NO 3032 AND TAKE
APPROPRIATE ACTION.
Mayor O'Hare stated this item was placed on the agenda by Council Member Ben
Robinson in response to requests to remove the stop signs on Brookhaven Club Drive at
Southern Pines Drive. Staff will discuss the history and need for the stop signs and the
consequences of their removal. Staff sent mailed notices to residents of Brookhaven Club
Drive between Webb Chapel Road and Rawhide Creek and residents of Southern Pines
Drive between Brookhaven Club Drive and Pebble Beach Drive. The notices advised
residents that this issue would be discussed during this City Council meeting.
City staff has assessed the conditions at the intersection. Based on the technical criteria
set forth in the Texas Manual on Uniform Traffic Control Devices for Streets and
Highways, the stop signs on Brookhaven Club Drive are not needed for traffic safety. If
the stop signs on Brookhaven Club Drive were removed, fuel consumption and air quality
would be improved.
Should the City Council wish to take action to remove the stop signs on Brookhaven
Club Drive, an ordinance has been prepared for possible adoption. The stop sign for
southbound Southern Pines Road will remain unchanged regardless of any decision
affecting the signs on Brookhaven Club Drive.

After a brief discussion, the Mayor and Council took no action to remove the stop sign. .
E.2 CONSIDER COUNCIL TRAVEL REPORTS AND REQUESTS AND TAKE
APPROPRIATE ACTION.

There were no travel reports or requests.
10- MAYOR O'HARE ANNOUNCED THAT THE ITEMS ON THE AGENDA FOR THE
EXECUTIVE SESSION WERE DISCUSSED AFTER THE REGULAR CITY COUNCIL
MEETING. MAYOR O'HARE EXPLAINED THE CITY COUNCIL CONVENED INTO
EXECUTIVE SESSION AT 7:00 P.M., RECESSED AT 8:15 P.M. AND RECONVENED AT
8:20 P.M. AND CONCLUDED AT 9:30 P.M.. TEXAS GOVERNMENT CODE CHAPTER
551 OF THE OPEN MEETING LAW PROVIDES THAT SUCH ITEMS AS PERSONNEL
MATTERS, LAND ACQUISITION AND PENDING AND CONTEMPLATED LITIGATION
MAY BE DISCUSSED IN CLOSED SESSION.

Mayor O'Hare stated the City Council was updated on economic development incentives.
F.2 DISCUSS LAND ACQUISITIONS - TEXAS GOVERNMENT CODE SECTION
551.072.
Discuss renewal of MOU with McDougal Land Company.
Discuss purchase, exchange, lease or value of real property in the following areas: for the
area generally bounded by Midway Road, Valwood Parkway and Beltline, I-635 and
Denton Drive - Government Code 551.072 and discuss economic development
agreements relative to potential new development in this area - Government Code
551.087.
Mayor O'Hare stated the City Council was updated on items discussed in land
acquisitions on executive session.
G.1 CONSIDER NECESSARY ACTION ON ITEMS DISCUSSED IN THE EXECUTIVE
SESSION.
Mayor O'Hare announced no action was necessary on items discussed in executive
session.
