The following members of the City Council were present: Mayor Mayor Pro Tem Councilmembers Councilmember The following member of the City Council absent was: 1 Dave Blair Nancy Hardie Ron Pyle Bob Phelps Calla Davis Bill Moses The following members of the City Administration were present: City Manager City Attorney City Secretary Richard L. Escalante John Boyle Cindee Peters Mayor Blair called the Special City Council Meeting of March 7, 1996 to order at 6:30 p.m.. 2. CONSIDER ADOPTING ORDINANCE NO. 2254 CALLING A SPECIAL ELECTION FOR MAY 4. 1996 FOR PLACE 1. Mayor Blair gave the following information for consideration. Mayor Blair stated Councilman Phelps filed on March 4, 1996 for the office of the Mayor which leaves Place 1 vacated. Mayor Blair stated a special election will need to be held to fill the unexpired term. Mayor Blair explained in conjunction with the regular election on May 4, 1996 the City would like to hold a special election to fill the unexpired term of Place 1. Mayor Blair stated the City Council will need to determine the deadline for filing since the position was only vacated on March 4, 1996. [1 Vol. 71, Page 65 City Secretary Cindee Peters reported she contacted the Secretary of State's office and the last day for a candidate to file for the special election is April 3, 1996; however, a city may set the filing deadline earlier. Ms. Peters stated the deadline for filing in the regular election is March 20, 1996. Ms. Peters suggested the City Council make the filing deadline March 22, 1996 in order to allow sufficient time to check all submitted petitions and submit the candidate names to Dallas County. Ms. Peters explained the City Council could make the deadline as late as March 25, 1996. Mayor Blair read proposed Ordinance No. 2254 prepared by the City Attorney. A motion by Councilman Pyle, a second by Councilwoman Davis, all voting "aye" adopted the following captioned Ordinance No. 2254 calling a special election for May 4, 1996 for Place 1. ORDER CALLING A SPECIAL ELECTION TO FILL THE UNEXPIRED TERM OF CITY COUNCIL MEMBER PLACE 1. 3. ADJOURNMENT.
