CALL TO ORDER Presiding: 1 - Mayor Robert Dye Present: 19 - Mayor Pro Tem John Norwood, Council Member Bronson Blackson, Council Member Mike Bomgardner, Deputy Mayor Pro Tem Terry Lynne, Council Member Cristal Retana Staff: 4 - City Manager Charles Cox, Deputy City Manager John Land, Assistant City Manager Benjamin Williamson and City Secretary Amy Piukana B. INVOCATION & PLEDGE OF ALLEGIANCE CFBISD School Board Superintendent Dr. Chapman led the Invocation at 6:05 p.m. B.1 19 -552 City Council and CFBISD Board Member introductions The City Council and the Carrollton Farmers Branch School Board (CFBISD) had a recess dinner break. Mayor Dye provided City Council introductions, with the following Council Members present: Mayor Pro Tem John Norwood, Deputy Mayor Pro Tem Terry Lynne, Council Member Bomgardner, Council Member Blackson and council Member Cristal Retana. CFBISD School Board President Nancy Cline provided introductions with the following Board Members present: Vice President Guillermo Ramos, Secretary Tara Hrbacek, Assistant Secretary Candace Valenzuela, Member Sally Derrick, Member John Mathews, and Member Randy Schackmann. B.2 19 -553 State of the City of Farmers Branch Mayor Dye provided an update on the following topics: • East side proposed development • West side development • Mustang Station - retail and restaurants • Demolition rebuild programs • Barney Wood Bark Park • Safe and Sound Program to end childhood homelessness. Mayor Pro Tem Norwood explained he requested this meeting in order to bring the Council and the School Board together to discuss improving relations. He noted in the past there wasn't a collaborative relationship between the School Board and the City. However; today that is not the case and expressed his gratitude to the School District for working closely with the City of Farmers Branch. COMMENTS CFBISD School Superintendent Dr. Chapman provided updates on the following topics: • CFBISD Vision 2030 • New mission /vision statements • Promotion of Reading • Economically Disadvantaged Students • Early Education • Free Lunch and Meals • School Year Extensions • Giving House for clothing assistance • Certifications and Dual Credit • Over 42 Programs offered • Updating Outside Building Entrances • Bond Funding and Work Phases • Customer Service Training Mayor Dye asked what the City can do to promote CFBISD programs. School Board Member John Mathews suggested marketing the School Programs with City marketing. Council Member Bomgardner recommended providing performance data to the City on Farmers Branch students. He explained this data could be provided to public realtors. Dr. Chapman explained the School District is working on improving programs and academics with more data. He noted a Realtors group will soon be formed to educate them on the improvements. Council Member Retana suggested creating a Real Estate Council to help promote school accomplishments. She expressed her gratitude to the School Board for all their efforts. School Board Member Sally Derick suggested the City share the good news about CFBISD to help spread the word to the community on these changes. Dr. Chapman provided an update on the TLC Project noting the project was delayed due to fiber optic lines, but expects to move into to the building by June 2020. Mayor Dye suggested continued collaboration between the Council and School Board. School Board President Nancy Cline suggested City Council and the School Board meet annually to continue communication lines. Council Member Bomgardner asked if more infrastructure is necessary with the growing community of Farmers Branch. Dr. Chapman explained none is needed at this time, noting the District is monitoring demographics as they change with growth. Council Member Retana asked how the School District will implement the Census. Dr. Chapman explained the District will assist the City to ensure appropriate numbers are counted for. D.
