CALL TO ORDER - STUDY SESSION (3 P.M.)
A.1 21-154 Discuss regular agenda items
Council Member Lynne asked for clarification on Agenda Items 1.3, 1.6, 1.9.
City Secretary Amy Piukana confirmed background checks are completed for board
member applicants. Director of Public works Marc Bentley stated there are $90,000
remaining in the grant fund. Sustainability Manager Alexander Pharmakis explained the
composition and purpose of the Sustainability Committee. Director Shane Davis addressed
the water kits purchased for the public.
A.2 21-148 Discuss holiday lighting and decor plans
Geoff Fairchild briefed City Council on package options to include The Grove and 7 city
locations: Justice Center Lawn, Manske Library, Rec/Aquatic Center, Branch Connection,
Rose Garden, Barney Wood Bark Park, and Fire Station 1. The options are A - $50,000;
B -$100,000; C-$175,000.
Deputy Mayor Pro Tern Retana asked if there are itemized options and the inclusion of the
West side of 135. Mr. Fairchild explained the city would make the one-time purchase of the
tree with an estimated cost of $70,000, $11,000 to install, and $20,000 to prepare the
installation site.
Mayor Pro Tern Norwood inquired about the funding sources for these options. He is also
inclined towards the selection of the tree and recommended including Mercer Crossing.
Council Member Lynne asked if this amount would be additional to last year's expense. Mr.
Fairchild confirmed these options are additional.
Council Member Bomgardner confirmed the installation of the tree would be the only
reoccurring cost and storage is not an issue.
Council Member Driskill agreed the tree is a great idea for a focal point and a sustainable
option as a one-time purchase.
Mayor Dye confirmed the City Council agrees with option C.

A.3 21-170 Receive biannual update from the Historical Preservation and
Restoration Board
Johannes Hylkema, Chair of the Historical Preservation & Restoration Board, provided a
presentation to City Council on the board's mission, vision, participation, event a
accomplishments, awards & recognition, and future events/projects. Mr. Hylkema mentioned
the Keenan Cemetery briefing would be coming soon to City Council.
Council Member Lynne mentioned the Marsh Cemetery also needs attention.
Council Member Driskill complemented board and staff for the many awards and
recognitions received.
A.4 21-152 Receive a legislative update from State of Texas Representative Julie
Johnson
Mayor Dye explained Representative Johnson was not able to join the meeting, and this
item will be rescheduled for the next city Council Meeting.
A.5 21-155 Discuss future agenda items
Deputy Mayor Pro Tem Retana would like a debriefing on the road hump policy. In addition,
she is requesting an overview of what the American Rescue Plan involves, possibly a
complete legislative update in June by Representative Anchia, and an overview of the
re-districting process.
Council Member Lynne asked about the Board & Commission process. Mayor Dye
confirmed the process will be similar to last year.
Council Member Driskill is also interested in a full legislative update and re-districting
process.
Mayor Dye recessed into closed Executive Session at 3:50 p.m.
EXECUTIVE SESSION
B.1 21-181 Council may convene into a closed executive session pursuant to
Section 551.072 of the Texas Government Code to deliberate regarding:
• Discuss the purchase, exchange, lease, or sale of real property
south of valley view; north of Farmers Branch Lane; east of IH35;
west of Josey Lane
• Discuss the purchase, exchange, lease, or sale of real property
located at 3940 Spring Valley Road
Council may convene into a closed executive session pursuant to
Section 551.087 of the Texas Government Code to deliberate regarding:
• Discuss an economic development incentive agreement for
Project Hart
The City Council convened into closed Executive Session at 4:02 p.m.

Mayor Dye provided the invocation, and led the Pledge of Allegiance and Pledge to the
Texas flag.
CEREMONIAL ITEMS
E.1 21-160 Presentation from the Texas Recreation and Park Society for the 2021
TRAPS State of Texas Gold Medal Award
Mayor Dye presented the Texas Recreation and Park Society (TRAPS) for the TRAPS State
of Texas Gold Medal Award to Director of Parks& Recreation Department Mike Mashburn.
E.2 21-161 Presentation from the Texas Recreation and Park Society for the 2021
TRAPS State of Texas Arts and Humanities Programming Achievement
Award
Mayor Dye presented the TRAPS State of Texas Arts and Humanities Programming
Achievement Award for the Farmers Branch Historical Park's Girls Make History Camp to
Historical Park staff Bonnie Neumann, Kim Chapman, Hillary Kidd, and Tony Derrick.
E.3 21-164 Presentation from the Texas Public Pool Council to the Farmers
Branch Aquatics Center for the 2020 Agency of the Year Award
The Texas Public Pool Council (TPPC) awarded the Farmers Branch Aquatics Center
"Agency of Year." The award is given to an agency recognized by TPPC as having
demonstrated the highest level of effective, quality aquatics programming. Mayor Dye
presented this award to Aquatics Center Supervisor Paul Macias.
REPORT ON STUDY SESSION ITEMS
Mayor Dye provided a report on the Study Session items.
MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST
City Manager Charles Cox provided a report on the items of community interest.
CITIZEN COMMENTS
Liz Cardenas registered to speak, but did not approach the podium.
Omar Roman, 2001 Wittington Place, appreciates the speaker form in Spanish and
recommends the city to review the time limit and allow twice the amount (6 minutes) for
Spanish speakers.
CONSENT AGENDA
1.1 21-153 Consider approving the following City Council meeting minute(s); and

local Declaration of Disaster, and orders related thereto, issued by the

1.5 ORD-3684 Consider adopting Ordinance No. 3684 amending the Code of
Ordinances by amending Chapter 46 to add Section 46-3 related to the
consumption of alcoholic beverages on city property, public streets
and sidewalks; and take appropriate action
1.6 R2021-045 Consider approving Resolution No. 2021-045 approving a
Neighborhood Partnership Program application for new creek wall at
13562 Braemar Drive; and take appropriate action
1.7 R2021-049 Consider approving Resolution No. 2021-049 authorizing the City
Manager to approve the purchase and installation of furniture at the
Manske Library through the Omnia purchasing cooperative in the total
amount of $65,301; and take appropriate action
1.8 R2021-050 Consider approving Resolution No. 2021-050 authorizing the City
Manager to approve the purchase and installation of furniture at the
Manske Library through the Buy Board purchasing program in the
total amount of$58,003; and take appropriate action
Mayor Dye made a motion to approve consent Items 1.1 through 1.8, as presented. Motion
seconded by Mayor Pro Tem Norwood. Motion approved unanimously.
1.9 R2021-042 Consider approving Resolution No. 2021-042 re-establishing the
Sustainability Committee; and take appropriate action
A motion was made by Mayor Dye, seconded by Deputy Mayor Pro Tem Retana, that 1.9 be
approved. The motion was approved unanimously.
TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION
Council Member Lynne made a motion to authorize the city Manager to negotiate and
execute an economic development agreement, and any amendments thereto, on behalf of
the City of Farmers Branch, for Project Hart to provide an economic incentive consisting of:
a one time grant in the amount of seventy-five thousand dollars to be used for the costs of
interior finish-out and exterior improvements for 4410 spring Valley Road, Farmers Branch
to be paid within thirty (30) days after the company occupies the leased premises; provided
the company leases the premises for a period of at least five years. Motion seconded by
Mayor Pro Tem Norwood; the motion passed unanimously.
