CALL TO ORDER - REGULAR MEETING (6 P.M.) Mayor Dye called the meeting to order at 6 p.m. B. INVOCATION & PLEDGE OF ALLEGIANCE The Branch Church Minister Jason Adams provided the invocation. The Pledge of Allegiance was led by Mayor Robert C. Dye. C. CEREMONIAL ITEMS C.1 21-192 Farewell remarks from former Council Member John Norwood and Council Member Mike Bomgardner Mayor Dye provided former Council Member John Norwood and Mike Bomgardner a plaque, a five-year service pin, a Farmers Branch street sign and expressed his gratitude for their service to the City of Farmer's Branch. C.2 21-240 Ceremonial presentation of Oaths of Office Presentation of Oath was provided by former Council Member Mike Bomgardner to David Merritt for City Council District 5. Presentation of Oath was provided by CFBISD School Board Member Sally Derick to Traci Williams for City Council District 3. C.3 21-237 Presentation of a service award to Linda Klark for twenty-years (20) of service to the City of Farmers Branch Parks and Recreation Department. City of Farmers Branch Page 1 City Council Meeting Minutes May 18, 2021 Mayor Dye, Director of Parks and Recreation Director Michael Mashburn, and Branch Connection Manager Jackie Byles recognized Linda Klark for twenty(20) years of service to the City of Farmers Branch Parks and Recreation Department. C.4 21-236 Presentation of a proclamation designating the week of May 16-22, 2021 as Emergency Medical Services Week in Farmers Branch. Mayor Dye provided a proclamation to the Fire Department designating May 16-22, 2021 as Emergency Medical Services Week. C.5 21-228 Proclamation Recognizing May as National Bike Month in Farmers Branch Mayor Dye provided a proclamation recognizing the month of May as National Bike Month in the City of Farmers Branch. C.6 21-249 Presentation of a proclamation designating the week of May 16-22, 2021 as National Public Works Week Mayor Dye provided a proclamation recognizing the week of May 16-22, 2021 as National Public Works Week. Meeting Dye recessed for a short break then reconvened into regular session. D. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST City Manager Charles Cox provided a City Manager's report on items of community interest. E. CITIZEN COMMENTS • Resident James Phillips spoke in support of the Code Enforcement Task Force recommendations. He expressed concerns with yard parking and people living inside RV's. He asked for clarification of immediate neighborhood, window screens, and asked if a notice was provided prior to a citation being issued. _ • Resident Omar Roman 2001 Whittington Place, asked if a policy implementation to ensure residents are not skipped. F. CONSENT AGENDA F.1 21-246 Consider approving the following City Council meeting minute(s); and take appropriate action • May 04, 2021 City Council Regular F.2 R2021-069 Consider approving Resolution No. 2021-069 for a Detailed Site Plan amendment for an office/warehouse building on an approximately 1.52-acre tract located on the east side of Senlac Drive and approximately 400 feet south of Valley View Lane; and take appropriate action F.3 R2021-071 Consider approving Resolution No. 2021-071 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14350 Olympic Drive; and take appropriate action City of Farmers Branch Page 2 City Council Meeting Minutes May 18, 2021 F.4 R2021-070 Consider approving Resolution No. 2021-070 for a Detailed Site Plan for a college including but not limited to a new roadway, Alpha Road Connector, on a 191.94-acre site located at 3939 Valley View Lane; and take appropriate action Motion made by Council Member Merritt, seconded by Council Member Driskill. Motion approved unanimously. G. REGULAR AGENDA ITEMS G.1 21-193 Elect Mayor Pro Tem and Deputy Mayor Pro Tern; and take appropriate action Mayor Dye suggested moving up Council Member Retana as Mayor Pro Tem and Michael Driskill to Deputy Mayor Pro Tern. A motion was made by Council Member Williams to appoint Council Member Retana as Mayor Pro Tern, motion seconded by Council Member Merritt. Motion approved unanimously. A motion was made by Mayor Pro Tern Retana to appoint Council Member Driskill as Deputy Mayor Pro Tern. Motion Seconded by Council Member Williams. Motion approved unanimously. G.2 21-247 Receive an update from the Woven Clinic Ms. Lisa Rigsby with Woven Health Clinic briefed City Council regarding Woven Health. The City Council discussed demographics, uninsured patients, the gap in healthcare, telemedicine, mental health, virtual visits, and increasing healthcare costs. G.3 21-248 Receive an update from The Family Place Ms. Rhonda Lemons Senior Director of Communications with The Family Place provided an overview of Family Violence Services and Teen Dating Violence Prevention. Tie City Council discussed referrals for mental health and behavioral therapy and expressed gratitude to The Family Place for offering these types of projects. G.4 R2021-064 Consider approving Resolution No. 2021-064 awarding the bid and authorizing a unit price contract to Trinity Miller Utility and Construction, LLC. for the Water Main Replacement 2021; and take appropriate action. Director of Public Works Marc Bentley briefed City Council noting the City is continuing to improve water mains and replace older mains. The City Council discussed any prior use of Trinity Miller Utility and Construction, old infrastructure and the return on investment of new pipe replacement. Council Member Merritt asked for clarification regarding cost differences between the three projects and if it was related to the distances covered and what the life expectancy is. Mr. Bentley replied confirming the distance is the cost variance, noting the life expectancy is 75 years. Mayor Pro Tern Retana asked if infrastructure pipes should be lowered or what we could do to be proactive in preventing future pipe bursts. Mr. Bentley stated sanitary sewers are 8 to 10 ft deep, water is 5 ft., he noted cast iron pops quicker than PVC, which allows more bending. He stated the material is key.
