2007-10-30 CC MinutesFARMERS BRANCH CITY COUNCIL SPECIAL MEETING (PROSPECTIVE MASTER DEVELOPER INTERVIEWS) DOUBLETREE CLUB HOTEL 11611 LUNA ROAD LLANO ESTACADO ROOM FARMERS BRANCH, TEXAS OCTOBER 30, 2007 8:00 AM The following members of the City Council were present: Mayor Bob Phelps Mayor Pro Tern Tim O'Hare Councilmembers Jim Smith Ben Robinson Tim Scott David Koch The following members of City staff were present: City Manager Gary Greer Assistant City Manager Greg Vick City Attorney Michael Kallas Dir ector of Community Services Michael Spicer Director of Economic Development Norma Nichols City Engineer Jerry Murawski Planning Director Andy Gilles City Secretary Cindee Peters Mayor Phelps called the meeting to order at 8:25 a.m. Mayor Phelps stated that for each of the three (3) interviews, at the conclusion of introductions and presentations by each of the companies being interviewed, the Mayor announce that the items on the agenda for the Special Meeting's Public Session have been concluded. Upon conclusion of the three (3) interviews and Executive Sessions, the Special Meeting will reconvene in Public Session to consider any necessary action. 1. INTERVIEW REPRESENTATIVES OF ICON PARTNERS, LLC IN PUBLIC SESSION AND THEN CONVENE IN EXECUTIVE SESSION PURSUANT TO E.1 AND E.2 Representatives from ICON Partners, LLC gave a presentation to the City Council for a master plan of the DART Area Station. Volume 100, page 53 There followed a brief question and answer session. 2. INTERVIEW REPRESENTATIVES OF TRAMMELL CROW COMPANY / HIGH STREET RESIDENTIAL IN PUBLIC SESSION AND THEN CONVENE IN EXECUTIVE SESSION PURSUANT TO E.1 AND E.2 Representatives from Trammell Crow Company/High street Residential gave a presentation to the City Council for a master plan of the DART Area Station. There followed a brief question and answer session. 3. INTERVIEW REPRESENTATIVES OF INLAND AMERICAN COMMUNITIES GROUP, INC. IN PUBLIC SESSION AND THEN CONVENE IN EXECUTIVE SESSION PURSUANT TO E.1 AND E.2 Representatives from Inland American Communities Group, Inc. gave a presentation to the City Council for a master plan of the DART Area Station. There followed a brief question and answer session. MAYOR PHELPS EXPLAINED THE CITY COUNCIL RECESSED INTO EXECUTIVE SESSION AND THEN RECONVENED INTO GENERAL SESSION. THE EXECUTIVE SESSION DISCUSSION BEGAN AT 11:20 A.M. AND CONCLUDED AT 12:04 P.M. TEXAS GOVERNMENT CODE CHAPTER 551 OF THE OPEN MEETING LAW PROVIDES THAT SUCH ITEMS AS PERSONNEL MATTERS, LAND ACQUISITION AND PENDING AND CONTEMPLATED LITIGATION MAY BE DISCUSSED IN CLOSED SESSION. E.1 DELIBERATE ECONOMIC DEVELOPMENT, FINANCIAL AND/OR OTHER INCENTIVES TO BUSINESS PROSPECTS - TEXAS GOVERNMENT CODE SECTION 551.087. Discuss economic development, financial and other incentives to business prospects for properties within the area generally bounded on the west by Interstate Highway 35E (aka Stemmons Freeway), on the north by Havenhurst Street, on the east by the Pepper Hill Addition and Rawhide Creek and on the south by Farmers Branch Lane. E.2 DISCUSS LAND ACQUISITIONS - TEXAS GOVERNMENT CODE SECTION 551.072. Volume 100, page 54 Discuss sale, lease, or trade of property located within the area generally bounded on the west by Interstate Highway 35E (aka Stemmons Freeway), on the north by Havenhurst Street, on the east by the Pepper Hill Addition and Rawhide Creek and on the south by Farmers Branch Lane. The Council reconvened into Public Session for continuation of the Special Meeting. F.1 CONSIDER NECESSARY ACTION ON ITEMS DISCUSSED IN THE PUBLIC AND EXECUTIVE SESSIONS. Mayor Phelps called for necessary action on items discussed in Executive Session. A motion by Councilman Scott, a second by Councilman Smith, all voting "aye", directed City Staff to negotiate with ICON Partners, LLC to become the master developers of the DART Area Station. F.2 ADJOURNMENT. A motion by Councilman Robinson, a second by Councilman Koch, all voting "aye", adjourned the special City Council meeting of October 30, 2007 at 12:05 p.m. Bob Phelps, Mayor j Cindee Peters, City Secretary Volume 100, page 55
