Mayor Dye noted Councilmember Retana would be absent. Mayor Dye called the Study Session meeting to order at 4:00 p.m. A.1 22-046 Discuss regular agenda items Mayor Dye asked for discussion on appointment to the Sustainability Committee. Mayor Dye recommended Lisa Massey. Mayor Pro Tern Retana expressed her support via an email to the Mayor. Council Member Williams, Council Member Lynne, Council Member Merritt and Deputy Mayor Pro Tern Driskill all recommended Lisa Massey for the Sustainability Committee. A.2 22-063 Receive a presentation on the Sustainability Plan Sustainability Manager Alex Pharmakis provided an overview of the Strategic Sustainability Plan. He reviewed timeline of events, overview of document (Sustainability Plan), six focus areas (environment, transportation, natural resources, zero waste, economic wellness and resilience, and community vitality), and the benefits of energy efficiency. Sustainability Chairman Riegel was present to answer any questions. Council Member Merritt and Deputy Mayor Pro Tem Driskill thanked the committee for their efforts. Council Member Lynne noted vehicle omissions (state regulates), community education, water conservation (doesn't support charging more for water) he stated he supports. Council Member Williams was pleased with the 18-page plan, noting this is a foundational document and looks forward to future actions. Mayor Robert Dye noted challenges and benefits need to be considered. This plan provides framework to execute future plans. A.3 22-007 Receive an annual report from the Animal Services Advisory Committee regarding shelter operations at the Farmers Branch Animal Adoption Center Animal Shelter Advisory Chair Becky Fisher briefed City Council regarding this item. She reviewed TRAPs Program,Animal Shelter stats which includes new board members, shelter vet, contract for relief services and noted a new Animal Shelter Officer will be added soon. Council Member Merritt asked if there is anything the Council could assist. Ms. Fisher stated more trailer outings. Deputy Mayor Pro Tern Driskill asked how do you plan to reach chip goal. Ms. Fisher replied that it's a goal and staffing would be necessary. She stated staff is working on mobility payment options. Council Member Williams suggested reach out to Turner High School Veterinary program, for volunteers. City of Farmers Branch Page 1 City Council Meeting Minutes January 18, 2022 A.4 22-024 Receive a biannual update from the Arts and Culture Committee Art and Culture Chairman Scott Tatum briefed City Council regarding this item. He introduced Vice Chair Natalie who was in attendance. Mr. Tatum provided the Arts & Culture Biannual Update PowerPoint presentation to the Council covering the following topics; Purpose, Meeting & Participation, Example of Success, the Future of A&CC, and questions. Deputy Mayor Pro Tern Driskill expressed gratitude, and asked if there is a tentative date for the tap-dance festival. Mr. Tatum stated May is the target date to coincide with the National Tap Dance Day holiday. A.5 22-047 Discuss future agenda items Council Member Lynne recreational vehicles (boats campers RVs) suggested moving this up before May. Council Member Merritt noted upcoming joint planning and strategic plan meeting, nothing to add. Mayor Dye adjourned from Study Session at 4:45 p.m. B. CALL TO ORDER - REGULAR MEETING (6 P.M.) Mayor Dye called the meeting to order at 6 p.m. C. INVOCATION & PLEDGE OF ALLEGIANCE Council Member Michael Driskill introduced brother Eddie for the Invocation. D. CEREMONIAL ITEMS D.1 22-064 Receive a Quarterly Economic Development Update EDC Director Allison Cook provided a video update. E. MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST City Manager provided an update on items of Community Interest. F. CITIZEN COMMENTS James Lockridge spoke regarding his concerns with Mayor Dye and the City Manager Charles Cox over hay bales. G. CONSENT AGENDA G.1 R2022-012 Consider approving Resolution No. 2022-012 authorizing a quitclaim of a 15' wide waterline easement located within Lot 2, Josey Lane Crossing; and take appropriate action G.2 22-045 Consider approval of the January 4, 2022 City Council meeting minutes; and take appropriate action G.3 22-044 Consider appointment of a member to the Farmers Branch Local Government Corporation Board of Directors; and take appropriate action G.4 22-015 Consider appointing a Board and Commission Member to the Sustainability Committee; and take appropriate action A motion was made by Deputy Mayor Pro Tern Driskill, seconded by Council Member Merritt, that this be accepted.The motion carried by the following vote: Aye: 4- Council Member Williams, Deputy Mayor Pro Tem Driskill, Council Member Lynne and Council Member Merritt City of Farmers Branch Page 2 City Council Meeting Minutes January 18, 2022 H. REGULAR AGENDA ITEMS H.1 R2022-015 Consider approving Resolution No. 2022-015 adopting the Annual Comprehensive Financial Report for the fiscal year ending September 30, 2021 as submitted by BKD, LLP; and take appropriate action. Director of Finance Sherrell Evans-Jones briefed City Council. She reviewed the draft Financial Comprehensive Report. Ms. Evans Jones introduced Danny Martinez, CPA, CGFM with BKD briefed City Council with the report. Mr. Martinez reviewed audit results, areas of emphasis, required communications, findings, trends, reviewed highlights (sales tax revenue, property tax rate, property tax revenue, valuation, general fund, net bond, debs service and hotel/motel fund tax revenue). He reviewed new GASB standards,American Rescue Plan Act, and asked for questions. The City Council discussed clarification for debt on bond issuance, Capital Asset related to the building of the service center. (Assets were built in one fund and had to be transferred and corrected for audit review.) Council Member Merritt asked about recommendations from auditor to staff. Mr. Martinez stated internal controls are important, he noted webinars are offered through BKD. Ms. Evans-Jones stated she works closely with the auditors and noticed there is a balance with auditor and audit recipient. A motion was made by Council Member Williams, seconded by Council Member Merritt, that this Resolution be approved.
