A. CALL TO ORDER -WORKSHOP (12 P.M.)
Mayor called the meeting to order at 12:16 p.m.
A.1 22-311 Discuss and review Board and Commissions structure, attendance
and decorum with Board Chairs
Mayor Dye asked each member present to introduce themselves. Afterward, he asked that
each Board Chair provide a report of any issues or needs of the board.
Park Board Chairman Robert Stewart report no issues with attendance. He urged the City
Council to ensure that all members appointed are willing to commit to the time constraints
and ensure they have no hidden agenda other than serving the entire City at large.
Planning & Zoning Commission Chairman David Moore stated he supports the current
board structure of 7 regular members with 2 alternates, noting the Commission meets every
month which is a major time commitment. He recommends clarifying the necessary time
commitment and trying to identify anyone with development or construction industry
background.
Animal Shelter Advisory Committee Chair Becky Fisher noted the board may have some
turn over.
Council Member Jackson asked if the vet is not able to attend the meetings. Ms. Fisher
responded stating the veterinarian typically does not attend, but she will research to find out
more details.
Art & Culture Chairman Michael Tatum asked for clarification on the attendance policy for
fixed number of absences verses a percentage. Deputy City Manager John Land explained
that the new Ordinance specifies a member cannot miss more than 25% of meetings, or
they are deemed automatically resigned.
Sustainability Committee Chairman Joseph Riegel requested to review applications and
videos of all applicants.
Senior Advisory Board Chair Deborah Hull stated she supports the new attendance policy,
and suggested letting new applicants know that fundraising is necessary and letting
applicants know this upfront is essential to their success.

Zoning Board of Adjustment/Code Board of Appeals Vice Chair Tommie Hylkema stated her
board had no issues with attendance. She suggested more training, clear procedures and
guidelines for board meetings. She suggested the City highlight a board every month, to
help as an educational piece.
Historical Park Board Chairman Johannes Hylkema stated he supports the new absence
policy, noting his board has no issues.
Valwood Improvement Authority Chairman Pat Canuteson explained the Municipal Drainage
Board and the Valwood Improvement District that he Chairs. He explained the Valwood
Improvement Authority Board is an outside board that's been created for a flood district. He
further stated the board requires land ownership in that area.
A.2 22-310 Discuss and review Board and Commissions applications for annual
appointments
City Secretary Amy Piukana briefed City Council regarding this item. Ms. Piukana explained
the preferences would allow staff to narrow down the appointment selections and create a
slate list. The City Council will approve the slate list at the June 7, 2022 City Council
meeting. The Council created a slate list and Mayor Dye read the list.
The City Secretary noted should prepare and bring this item to the June 7, 2022 City
Council meeting for action.
