Smith, Police Chief David Hale, Acting Fire Chief Daniel Latimer, Director of Human Resources Brian Beasley, Director of Public Works Marc Bentley, Director of Sustainability & Health Shane Davis, Director of Planning &Zoning/Economic Development Allison Cook, and Director of Communications Jeff Brady CALL TO ORDER - STUDY SESSION (3:30 P.M.) Mayor Dye called the meeting at 3:30pm A.1 22-344 Discuss regular agenda items Council Member Omar Roman had questions on G-3 (Water Meter Replacement Project), G-4 (Water Main Replacement Group B), G-6 (Board Member), 1-3 (Replacement Graper), answers to his questions were provided by Director of Public Works Marc Bentley and Mayor Dye. Deputy Mayor Pro Tern Traci Williams had a question on G-5 (Traffic and Vehicles), Director of Public Works Marc Bentley provided answers. Council Member Richard Jackson had a suggestion for G-2 (Montgomery Park). He had a question on G-5 (Traffic and Vehicles). Police Deputy Chief Jay Seigel provided an answer to his question, to which Director of Public Works Marc Bentley elaborated. Mr. Jackson asked for clarification on the budget for 1-4 (Renovations at Recreation Center). Fleet & Facilities Director Kevin Muenchow clarified for Mr. Jackson. Mayor Pro Tern David Merritt had comments on G-5 (Traffic and Vehicles). Police Deputy Chief Jay Seigel followed up on Mr. Merritt comment. A.2 22-332 Receive a biannual update from the Arts and Culture Committee Arts and Culture Committee Vice Chair Natalie Macellaio provided a presentation with the following topics: Success Story, The Future of A&CC, and Questions Ms. Macellaio answered questions from Council Members. Council Members and Mayor thanked Natalie, Maria and the Arts Committee for their hard work. Receive a report on permeable driveway options for single family A.3 22-265 homes in Farmers Branch Director of Sustainability & Health Shane Davis provided a presentation on permeable driveways with the following topics: Runoff and Sustainability, Residential Rebuild, What Does Impervious Mean, How Do We Reduce Runoff, General Criteria, Driveway Options, and Questions City of Farmers Branch Page 1 City Council Meeting Minutes June 21, 2022 Questions and concerns were addressed by Director of Sustainability & Health Shane Davis. The overall consent of City Council is they like the idea and believe it would be a benefit to the city and are interested in pursuing. A.4 22-356 Project Cost Estimate Update for Possible November 2022 Bond Election Director of Parks and Recreation Michael Mashburn provided a presentation with the following topics: Parks and Recreation Quality of Life Bond Options, Project Options,Alternate Pricing Options, and Discussion Council Members asked for explanation on the Bond Process, to which Interim City Manager John Land and Mayor Dye provided. Council Members had questions on tax rate, the cost of projects, quality of life, infrastructure, perception of spending, spending for the project, timeframe of the bond, communication to the voters, budgeting, road mediums and road operations. A.5 22-370 Receive an update on the June 2, 2022 Wind Storm Emergency Management Specialist Luke Paden gave a presentation on the June 2, 2022 Wind Storm with the following topics: Agenda, Overview of June 2nd Wind Storm, City Response to Wind Event, Overview of Emergency Management, Elected Officials and Emergency Management, Disaster Permitting Process Deputy Director of Community Services Danielle Summers covered the Disaster Permitting Process to City Council. There was a question about the fee being waived during this storm, Ms. Summers and Interim City Manager John Land provided an answer. Director of Sustainability & Health Shane Davis provided an update on the process of street cleaning from the storm with the following topics: Solid Waste Collection, Tale of Two Cities, GPS Information (Monday, June 20), and Bulk Collection Data Mr. Davis answered questions from City Council Members. Council Members thanked staff and understood the time and labor involved with the storm recovery. They expressed ideas for educating the residents, process improvements, and residents keeping trees trimmed. Interim City Manager John Land thanked the Mayor and City Council for supporting City staff. A.6 22-345 Discuss future agenda items Mayor Dye would like to discuss tree replacement ordinance and increasing senior and disabled homestead exemption. Mayor Pro Tern David Merritt would like to discuss Ordinance 56, FBTX Connect app focusing on lesson learned, recycle carts/trash carts, define the front of the building, and water payment modular. Council Member Omar Roman would like to discuss speeding in the neighborhoods, and congestion in neighborhoods. Mayor Dye called meeting to order at 6:00 PM. INVOCATION & PLEDGE OF ALLEGIANCE The invocation was led by Jorden Wittenton. Pledge of Allegiance led by Mayor Robert Dye. CEREMONIAL ITEMS MAYOR AND CITY MANAGER'S REPORT ON ITEMS OF COMMUNITY INTEREST Intern City Manager John Land gave a report of items of community Interest. CITIZEN COMMENTS Grace Speese 13612 Midway Road #603 invited students from the Workforce Bootcamp give an evaluator speech to the Mayor and City Council. James Lockridge 11471 Mira Vista expressed grievances about code compliance ordinances and staff. Mr. Lockridge did thank staff on the improvement of laws. Tommie Hylkema 2581 Brandy Wine Dr gave kudos to the bulk trash pick-up staff, explained to citizens cutting alleys will help with the storm aftermath. John Hylkema 2581 Brandy Wine Dr spoke about issues on easements as it concerns to property and managing, also noted maintaining alleys is important. The motion carried by the following vote: Absent: 1 - Council Member Michael Driskill Aye: 4 - Council Member Roman, Council Member Williams, Council Member Jackson and Council Member Merritt H.1 ORD-3749 Conduct a public hearing to consider Ordinance No. 3749 authorizing the issuance of the City of Farmers Branch, Tx combination tax and revenue certificates of obligation, series 2022; levying a tax in payment thereof; approving the official statement, a paying agent/registrar agreement; and a bond purchase contract; and enacting other provisions relating thereto; and take appropriate action (This item will be rescheduled for Council consideration at the July 19, 2022 City Council meeting) REGULAR AGENDA ITEMS 1.1 22-368 Receive an update from The Family Place City of Farmers Branch Page 4 City Council Meeting Minutes June 21, 2022 Overview and update of the Family Place from Vice President Debra J. Mitchell-Ibe over the following topics: Flowchart of Services, Available Across All Programs, Special Initiatives, and The Family Place Impact City Council and Mayor Dye thanked the Family Place for what they do for Farmers Branch. 1.2 22-369 Receive an update from Woven Health Clinic Lisa Rigby Executive Director of Woven Health Clinic gave a presentation over the following topics: Our Vision, Our Mission, Flow Chart of a Patient, Testimonial from a Patient, 2021/2022 Outcomes- Prevent Disease Now, Woven Health American Heart Association Recognition, Re-Certified in 2021, 2021/2022 Highlights, Serving Farmers Branch Status of Health Care in North Texas, and Thank You Mayor Dye and City Council thanked Ms. Rigby and Woven Health for her presentation and services provided to Farmers Branch. 1.3 R2022-078 Consider approving Resolution No. 2022-078 authorizing the City Manager to approve the purchase of one replacement grabber truck in the amount of $240,037 from MHC Kenworth through the Sourcewell Purchase Cooperative; and take appropriate action 1.4 R2022-079 Consider approving Resolution No. 2022-79 authorizing the City Manager to execute an agreement with Gomez Floor Covering, Inc. to perform the floor and wall renovations on the second floor at the Recreation Center through the Buy Board Cooperative Purchasing contract in the total amount of$391,344 and take appropriate action A motion was made by Council Member Williams, seconded by Council Member Roman, that this Resolution be accepted. The motion carried by the following vote: Absent: 1 - Council Member Michael Driskill Aye: 4 Council Member Roman, Council Member Williams, Council Member Jackson and Council Member Merritt 1.5 R2022-080 Consider approving Resolution No. 2022-80 authorizing the City Manager to execute an agreement with Home Depot Pro Institutional to perform lighting and hanging ceiling renovations on the second floor at the Recreation Center through the US Communities Government Purchasing Alliance contract in the total amount of $286,815 and take appropriate action Fleet& Facilities Director Kevin Muenchow presented the project timeline, background, and cost to City Council and Mayor. Council Member Omar Roman asked for a summary of work and future work needed, Mr. Roman asked for a timeframe of work, summary of work done and future work once the project is complete. Mr. Roman asked if there will be limited access to equipment and rooms. Mr. Muenchow answered Mr. Roman questions. Mayor Pro Tern David Merritt asked for a recap of what is left to complete in Phase 2, a recap was provided by Mr. Muenchow.
