Council Present: Mayor William Glancy, Mayor Pro Tern David Merritt, Deputy Mayor Pro Tern Richard Jackson, Councilmember Omar Roman, Councilmember Michael Driskill, Councilwoman Tina Bennett-Burton Staff Present: City Manager Benjamin Williamson, Deputy City Manager Mike Mashburn, Chief of Staff Jawaria Tareen, City Secretary Stacy Henderson, City Attorney Pete Smith, Interim Police Chief Jay Siegel, Fire Chief Daniel Latimer, Interim Director of Parks and Recreation Rachael Arroyo, Director of Sustainability & Public Health Shane Davis, Director of Planning & Economic Development Allison Cook, Director of Finance Tammy Zimmerman, Director of Communications Jeff Brady. A. CALL TO ORDER-STUDY SESSION (4 P.M.) Mayor Glancy called the meeting to order at 4:00 p.m. A.1 Discuss regular agenda items. Councilmember Driskill discussed with staff questions related to Agenda Item H.5, improvements to the John F. Burke Nature Preserve. Councilwoman Burton discussed with staff items related to the study session item and regular agenda item J.1, amendments to the special events calendar. A.2 Receive an annual update from the Animal Services Advisory Committee. Becky Fisher, Chair of the Animal Services Advisory Committee presented this item. Ms. Fisher and Sarah McComb, Animal Services Manager answered questions from Council related to software improvements, animal intake and leash laws. A.3 Discuss the Special Events Calendar and future events. Geoff Fairchild, Special Event Manager presented this item and asked for direction on the 2023 proposed calendar. City Council had a lengthy discussion regarding condensing various events, combining Viva Farmers Branch into a multi-cultural event, athletic tournaments, tourism and revenue, creation of a strategic planning document for events, the difference between, major, medium and minor events, and receiving citizen input. A.4 Discuss future agenda items. Councilwoman Burton would like to further discuss recording of all board meetings and additional information regarding bidding out election services. City Council Minutes Page 1 B. EXECUTIVE SESSION There were no items on the agenda for Executive Session. C. CALL TO ORDER - REGULAR MEETING (6 P.M.) Mayor Glancy called the meeting to order at 6 p.m. D. INVOCATION & PLEDGE OF ALLEGIANCE Deputy Mayor Pro Tern Jackson led the Invocation and Councilmember Driskill led the Pledge of Allegiance. E. CEREMONIAL ITEMS E.1 Presentation of Award to the Parish Episcopal Panther's Division I Title Football Team for the fourth consecutive year. Mayor Glancy presented awards to the students of Parish Episcopal School. Students were introduced and thanked the City Council for their recognition. E.2 Presentation of a Proclamation declaring February 18-25, 2023 as National Future Farmers of America (FFA)week. Mayor Glancy presented the Proclamation to the students of the of Future Farmers of America from Ranchview High School. E.3 Present Texas Nursery and Landscape Association (TNLA) Special Project Award to the Parks and Recreation Department for the Montgomery Park Project. Mayor Glancy presented the Texas Nursery Landscape Association award to the Parks and Recreation Department. E.4 Presentation of a service award to Ken LeMoine for thirty-five years (35) of service to the City of Farmers Branch in the Parks and Recreation Department. Mayor Glancy presented a service pin to Ken LeMoine for 35 years of service with the City. E.5 Presentation of a service award to Ross Pittman for thirty years (30) of service to the City of Farmers Branch in the Parks and Recreation Department. Mayor Glancy presented Ross Pittman with a service pin for 30 years of service with the City. Mr. Pittman thanked the City Council, staff, and residents and discussed his years of service. E.6 Award the Employee of the Month. Mayor Glancy presented the employee of the month to Danielle Summers, Director of Community Services. Chief Latimer discussed the creation of the employee of the month program. Ms. Summers thanked the City Council and discussed accomplishments with her team. F. ITEMS OF COMMUNITY INTEREST Jeff Brady, Director of Communications presented items of Community Interest. G. DISCUSS THE STATE OF THE CITY Deputy Mayor Pro Tem Jackson read an email received from local business, Jen's Place, thanking the Police Department for their efforts during a recent event with their establishment. City Council Minutes Page 2 Councilmember Driskill thanked Animal Control Officer Cortez, for his efforts in the recent rescue of a dog. Mayor Glancy encouraged residents to attend the upcoming Town Hall meeting on February 28. H. CONSENT AGENDA A motion was made by Mayor Pro Tem Merritt, seconded by Councilmember Roman, to approve the Consent Agenda as presented. The motion carried by the following vote: Aye: Mayor Pro Tern Merritt, Deputy Mayor Pro Tern Jackson, Councilmember Roman, Councilmember Driskill, Councilwoman Burton H.1 Consider approving the following City Council meeting minutes; and take appropriate action. • February 7, 2023 Regular Meeting H.2 Consider approving Resolution No. 2023-028 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 3404 Bevann Drive; and take appropriate action. H.3 Consider approving Resolution No. 2023-030 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14128 Tanglewood Drive; and take appropriate action. H.4 Consider approving Resolution No. 2023-031 authorizing the execution of a Residential Demolition/Rebuild Program Incentive Agreement for the owner of the property located at 14505 Tanglewood Drive; and take appropriate action. H.5 Consider approving Resolution No. R2023-017 authorizing CorWorth Company to provide the purchase, delivery and installation of a prefabricated concrete restroom and related items for the improvements at the John F. Burke Nature Preserve in the amount of$176,963.00; and take appropriate action. I. PUBLIC HEARINGS 1.1 Conduct a public hearing and consider adopting Ordinance No. 3786 to amend Planned Development District No. 75 (PD-75) including, but not limited to, modifying the development standards for signage on an approximately 2.35-acre property, located at 14185 Dallas Parkway; and take appropriate action. Chris Webb, Senior Planner presented this item. There was no one that requested to speak on this item. A motion was made by Deputy Mayor Pro Tern Jackson, seconded by Mayor Pro Tern Merritt to close the public hearing and approve the item as presented. The motion passed with the following vote: Aye: Mayor Pro Tern Merritt, Deputy Mayor Pro Tern Jackson, Councilmember Roman, Councilmember Driskill, Councilwoman Burton J. REGULAR AGENDA ITEMS J.1 Consider approving the Special Events Calendar and future events for 2023; and take appropriate action. Geoff Fairchild, Special Events Manager, presented this item. The following individuals requested to speak on this item: Jerry Allison, 14361 Olympic Drive, Farmers Branch Spoke in favor of a multi-cultural event City Council Minutes Page 3 Cristal Retana, 2512 Bill Moses Parkway, Farmers Branch Spoke in favor of maintaining the Viva Farmers Branch event Rick Johnson, Harlee Drive, Farmers Branch Spoke in favor of reducing events The City Council had discussions related to the creation of a strategic plan for special events, prudent spending, — reducing and/or combining various events, and creating a multi-cultural event in the future. A motion was made by Councilmember Roman, seconded by Deputy Mayor Pro Tem Jackson to approve the proposed special events calendar for 2023 and to make Viva Farmers Branch a multi-cultural event and move to 2024. The motion passed with the following vote: Aye: Deputy Mayor Pro Tern Jackson, Councilmember Roman, Councilwoman Burton Nay: Mayor Pro Tern Merritt, Councilmember Driskill K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED EXECUTIVE SESSION. There was no Executive Session held at this meeting. L. CITIZEN COMMENTS The following individuals requested to speak during Citizen Comments: Rick Johnson, Harlee Drive, Farmers Branch Spoke in favor of a multi-cultural event and the need for youth football fields. Cristal Retana, 2512 Bill Moses Parkway, Farmers Branch Spoke regarding Viva Farmers Branch and original committee members Dee Mellett, 3147 Golden Oak, Farmers Branch Spoke regarding a letter of correction from George Smart regarding comments about the Oakbrook Association. — M.
