Council Present: Mayor Terry Lynne, Mayor Pro Tem Omar Roman, Deputy Mayor Pro Tem Richard Jackson (via Zoom), Councilmember Martin Baird, Councilmember David Reid, Councilmember Roger Neal City Staff Present: City Manager Ben Williamson, Deputy City Manager Jawaria Tareen, Assistant to the City Manager Jennifer Rainey, Director of Administrative Services Stacy Henderson, City Attorney David Berman, Director of Public Works Ray Silva -Reyes, Director of Parks Rob Diaz, Director of Economic Development Perla Tavera, Director of Finance Tammy Zimmerman, Director of Communications Jeff Brady, and other City staff CALL TO ORDER Mayor Lynne called the meeting to order at 5:00 p.m. REGULAR AGENDA ITEMS CA A Resolution by the City Council of the City of Farmers Branch, Texas, authorizing publication of notice of intention to issue combination tax and revenue certificates of obligation: approving the preparation of a preliminary official statement and notice of sale; providing for other matters incidental thereto; and providing for an effective date. Finance Director Tammy Zimmerman gave a presentation explaining the notice of intention for Certificates of Obligation, what the Certificates of Obligation will fund, and how the tax rate will be affected. A motion was made by Deputy Mayor Pro Tem Jackson, seconded by Councilmember Reid, to approve Resolution No. 2024-120, providing for notice to be given of intent to issue Certificates of Obligation, Series 2024, for the purpose of acquiring land and equipment, constructing a public safety dispatch center, purchasing public safety vehicles in an amount not to exceed $10 million, and declaring intent to reimburse certain prior capital costs, as presented. The motion carried with the following vote: Aye: Mayor Pro Tem Roman, Deputy Mayor Pro Tem Jackson, Councilmember Baird, Councilmember Reid, Councilmember Neal C.2 A Resolution by the City Council of the City of Farmers Branch, Texas, expressing intent to finance expenditures to be paid. July 9, 2024 City Council Minutes Page 1 A motion was made by Deputy Mayor Pro Tem Jackson, seconded by Mayor Pro Tem Roman, to approve Resolution 2024-119 expressing intent to finance expenditures to be paid as presented. The motion carried with the following vote: Aye: Mayor Pro Tem Roman, Deputy Mayor Pro Tem Jackson, Councilmember Baird, Councilmember Reid, Councilmember Neal C.3 Discuss and review the City's financial status, revenues, expenditures, projects, financial trends, and other items related to the Fiscal Year 2024-25 budget. Finance Director Tammy Zimmerman gave a presentation explaining the process for financial transparency, the budget timeline, the Critical Business Outcomes followed during the budget process, the portion of property taxes that are funded to the city, how Farmers Branch compares to surrounding cities, possible actions to take to reduce the tax rate, and the proposed fees for trash services. Deputy Mayor Pro Tem Jackson left the meeting at 5:46 p.m. Mary Beth Dimijan, 3277 Brincrest Drive, spoke in favor of keeping funding for the Community Garden. Samantha Hall, 4415 Mill Creek Road, spoke in favor of keeping funding for the Community Garden. Susan Brown, 3405 Highland Meadow Drive, spoke in favor of keeping funding for the Community Garden. Gary Springer, 13834 New Bark Circle, spoke in favor of keeping funding for the Community Garden. Katie Fairbank, 3341 Chaparral Drive, spoke in favor of keeping funding for the Community Garden. Council and City staff discussed various aspects of the Fiscal Year 2024-25 budget and planning aspects of the Budget Town Hall.
