Council Present: Mayor Terry Lynne, Mayor Pro Tem Tina Bennett -Burton, Deputy Mayor Pro Tem Roger Neal, Councilmember Omar Roman, Councilmember David Reid, Councilmember Elizabeth Villafranca City Staff Present: Deputy City Manager Jawaria Tareen, Director of Administrative Services Stacy Henderson, City Attorney Nicole Corr, Director of Parks and Recreation Rob Diaz, Police Chief Kevin McCoy, Fire Chief Daniel Latimer, Director of Innovation and Technology Joey Brock, and other City staff CALL TO ORDER - STUDY SESSION 4 P.M. Mayor Lynne called the meeting to order at 4:00 p.m. PUBLIC COMMENTS ON STUDY SESSION ITEMS There were no members of the public wishing to address the Council. STUDY SESSION ITEMS CA Review and discuss Consent and Regular agenda items. Councilmember Neal had questions on Item J.4 related to the Residential Demolition/Rebuild Program incentive agreement for 3333 Arawak Place and J.5 related to the Residential Demolition/Rebuild Program incentive agreement for 14621 Cherry Hills Drive. C.2 Receive an update regarding Mercer Park in the Mercer Crossing Subdivision. Director of Parks and Recreation Rob Diaz gave a presentation explaining the background of the Mercer Park project, the current status of the project, the proposed phasing plans, and the cost estimate of the project. The majority of the Council was in favor of completing the Mercer Park project in two phases. C.3 Receive a report on a potential Sponsorship Agreement for the Firefighter Challenge World Championship. Special Projects Manager Jose Garibay gave a presentation explaining the details of the event, the location where the event will be held, and the sponsorship agreement for the Firefighter Challenge World Championship. July 1, 2025 City Council Minutes Page I titch The majority of the Council was in favor of preparing a resolution to approve the sponsorship agreement at the July 15, 2025, City Council meeting. CA Receive an update from the Mayor and Council Members regarding board liaison information from outside organizations and other meetings attended. The Council gave updates related to outside organizations and other meetings attended. C.5 Review and discuss future agenda items. Members of the Council requested the following: • Councilmember Roman requested a presentation explaining the background and roles of the Valwood Improvement Authority. • Mayor Pro Tem Bennett -Burton requested a discussion regarding the Ceremonial Item section of the agenda. • Councilmember Villafranca requested a discussion regarding security assessment and implementation for information resources technology and security personnel provided by Police Chief Kevin McCoy in Executive Session on June 3, 2025. Mayor Lynne requested the following future agenda items: • A presentation by HKS, Inc. on mass timber. • A discussion on a contractual relationship with the Town of Addison jail. • A review of the Public Comment form related to a notation about the rules of decorum when addressing the Council. • A discussion regarding the City's Independence Day celebration in relation to neighboring cities' dates of celebration. Mayor Lynne convened into Executive Session at 4:43 p.m. EXECUTIVE SESSION D.1 The City Council will convene into closed Executive Session pursuant to Texas Government Code Section 551.072 to discuss the sale of real property located at 13309 Josey Lane. D.2 The City Council will convene into closed Executive Session pursuant to Section 551.071 of the Texas Government Code to seek confidential legal advice from the City Attorney regarding the property located at 12150 Medical Parkway. D.3 The City Council will convene into closed Executive Session pursuant to Texas Government Code Section 551.074, Personnel matters, to receive an update from the City Manager regarding employee and operational matters. CALL TO ORDER - REGULAR MEETING Mayor Lynne called the Regular Meeting to order at 6:00 p.m. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Lynne led the invocation and pledges of allegiance. July 1, 2025 City Council Minutes Page 2 138 CEREMONIAL ITEMS There were no ceremonial items presented at this meeting. ITEMS OF COMMUNITY INTEREST Public Information Officer Christian Grisales presented items of community interest. CITIZEN COMMENTS Patrick Trapp, 1750 Brighton Place, spoke in opposition to the City's proposed Active Transportation Plan. Rinkesh Desai, 1753 Hanover Court, spoke in favor of installing a playground during Phase I of the Mercer Park project. CONSENT AGENDA J.1 Consider approving the following City Council meeting minutes; and take appropriate action. • June 9, 2025, City Council Meeting • June 17, 2025, City Council Meeting J.2 Consider approving Resolution No. 2025-108 to ratify the emergency procurement from Assured Comfort Services dba Innovation HVAC Services, LLC in the amount of $49,197 for materials and labor related to the emergency replacement of one 25 -ton HVAC unit; and take appropriate action. J.3 Consider approving Resolution No. 2025-080 approving an Economic Development Incentive Agreement pursuant to the Commercial Facade Grant Program for 4610 and 4612 McEwen Road; and take appropriate action. J.4 Consider approving Resolution No. 2025-105 authorizing the execution of a Residential Demolition/Rebuild Program incentive agreement for a seven (7) year property tax rebate for the property located at 3333 Arawak Place; and take appropriate action. J.5 Consider approving Resolution No. 2025-106 authorizing the execution of a Residential Demolition/Rebuild Program incentive agreement for a seven (7) year property tax rebate for the property located at 14621 Cherry Hills Drive; and take appropriate action. J.6 Consider approving Ordinance No. 3933, repealing Ordinance No. 3811, and amending the City's Code of Ordinances to remove Article III. "Code of Ethics", Section 2-2800). "Additional Standards" regarding the endorsement of political candidates; and take appropriate action. A motion was made by Councilmember Roman, seconded by Councilmember Reid, to approve the Consent Agenda as presented. The motion carried with the following vote: Aye: Mayor Pro Tem Bennett -Burton, Deputy Mayor Pro Tem Neal, Councilmember Roman, Councilmember Reid, Councilmember Villafranca July 1, 2025 City Council Minutes Page 3 139 PUBLIC HEARING There were no public hearings held during this meeting. REGULAR AGENDA ITEMS LA Consider approving an appointment to the Valwood Improvement Authority; and take appropriate action. Director of Administrative Services Stacy Henderson gave a presentation explaining the background of the Valwood Improvement Authority, the Board of Directors, the current vacancy, and the pool of applicants eligible to be appointed to the Valwood Improvement Authority. Valwood Improvement Authority Executive Director Pat Canuteson discussed the roles and responsibilities of the Valwood Improvement Authority and the land ownership requirements for the board members. A motion was made by Councilmember Roman, seconded by Councilmember Reid, to appoint Andrew Jones to the Valwood Improvement Authority for a term ending December 31, 2026. The motion carried with the following vote: Aye: Mayor Pro Tem Bennett -Burton, Deputy Mayor Pro Tem Neal, Councilmember Roman, Councilmember Reid, Councilmember Villafranca TAKE ANY ACTION AS A RESULT OF EXECUTIVE SESSION D.3 The City Council will convene into closed Executive Session pursuant to Texas Government Code Section 551.074, Personnel matters, to receive an update from the City Manager regarding employee and operational matters. Councilmember Roman requested that the future agenda item regarding conducting an efficiency study of the City be removed following this executive session item.
