Study Session was called to order by Mayor Glancy at 4:00 p.m. with the following members of
the City Council present:

STUDY SESSION
A.1 Discuss regular council meeting agenda items.
Councilmember Froehlich requested interviews be conducted with the Zoning Board of
Adjustment and Building Code Board of Appeals applicants listed in Agenda Item B.4

A.2 Discuss expansion of Camelot Landfill.
Matt Benoit, Assistant City Manager, presented information relating to the current permit
request, including a brief history and background of the landfill.
A.3 Presentation on Business Retention and Expansion Program.
Allison Cook, Business Development Specialist, presented an overview of the program,
which is designated to retain current companies and to foster their expansion within
Farmers Branch
A.4 Discussion of items to be placed on a future City Council meeting agenda (discussion
is limited to determination of whether to place an item on a future City Council
meeting agenda).
Items discussed for future meetings included:
• Family Advisory Board
• Charter schools
Mayor Pro Tem Koch requested the following:
• Accident data from past year relating to accidents that occurred at Valwood and
Albemarle
• Would like the opening ceremony for the Texans to be held in Farmers Branch
• Installation of kiosks in high traffic areas throughout the city, specifically near
athletic fields, that highlight activities, restaurants, and businesses located in
Farmers Branch
The Study Session meeting concluded at 4:52 p.m.
EXECUTIVE SESSION
The City Council convened into Executive Session at 4:52 p.m.
F.1 Discuss pending and contemplated litigation - Texas Government Code Section
551.071.
Possible litigation concerning the collection of delinquent hotel occupancy taxes
assessed by the City.
The City Council concluded Executive Session at 5:00 p.m.
REGULAR MEETING
The Regular Meeting was called to order by Mayor Glancy at 6:00 p.m.
B.1 Invocation and Pledge of Allegiance.

Councilmember Robinson gave the Invocation and Councilmember Froehlich led the
Pledge of Allegiance.
B.2 Consider proclaiming May 2012 as Older Americans Month in Farmers Branch and
take appropriate action.
Mayor Glancy presented a proclamation to Ms. Katie Roberts in honor of Older
Americans Month. Ms. Roberts thanked the staff at the Senior Center and highlighted
some of the activities and trips that were planned for the month of May. Mr. Herb
Weidinger, Senior Adult Services, was also in attendance and thanked the City for the
proclamation and support to the seniors.
B.3 Presentation of the Community Builders Award to Katie Roberts by the James V.
Callan Da -Lite Masonic Lodge.
Mr. Larry Bryant, representing the James V. Callan Da -Lite Masonic Lodge presented
the criteria for receiving the award and the achievements of Ms. Roberts.
B.4 Consider Board and Commission Appointments and take appropriate action.
No action was taken on this item.
B.5 Report on items of Community Interest. Pursuant to Section 551.0415 of the Texas
Government Code the City Council may report on the following items: 1.)
expression of thanks, congratulations or condolences, 2.) information about holiday
schedules, 3.) recognition of individuals, 4.) reminders about upcoming city events,
5.) information about community events and 6.) announcements involving an
imminent threat to public health and safety.
Councilmember Scott reported on the grand opening of the new Walmart Neighborhood
Market. The store has 120 employees, with 43 of those employees living in Farmers
Branch. He also reported store sales hit their weekly goal of $200,000 within the first
three (3) days of opening.
Deputy Mayor Pro Tem Holmes reminded residents of early voting at City Hall, which
runs until 7:00 p.m. on Tuesday, May 8.
City Manager Gary Greer congratulated Ms. Katie Roberts on receiving the Community
Builders Award. He also presented the City Manager's Report.
Councilmember Scott encouraged everyone to attend the upcoming Liberty Fest event.
Councilmember Robinson reminded everyone about the 50 anniversary celebration of
Manske Library and encouraged residents to visit the Library to see the recent updates &
changes.

Mayor Glancy reminded everyone of the classes offered at Manske Library for
preparation of the US Citizenship Test.
B.6 Report on Study Session items.
Mayor Pro Tem Koch reported on the proposed expansion of Camelot Landfill. He
reported the expansion would give an estimated life expectancy of 40 years to the
landfill.
He also reported on the Business Retention and Expansion Program, which is designated
to retain current companies and to foster their expansion within Farmers Branch.
CONSENT AGENDA
CA Consider approval of minutes of the City Council meeting held on April 17, 2012.
C.2 Consider adopting Resolution No. 2012 -029 approving a change order to the
contract with Metro Landscape Maintenance, Inc. for the grounds maintenance of
Valley View Lane medians west of Keenan Bridge Road in the amount of $11,700.00
and take appropriate action.
Motion by Mayor Pro Tem Koch to approve Consent Agenda Items C.1 through C.2;
motion seconded by Deputy Mayor Pro Tem Holmes. Motion passed with all ayes.
PUBLIC SESSION
No items.
REGULAR AGENDA ITEMS
EA Receive presentation on Liberty Fest activities and events.
Meredith Dowdy, Special Projects Manager, provided an overview of the activities and
events. On Friday, May 25, activities will include the Scott Firefighter Combat
Challenge and a portrait presentation by the American Fallen Soldiers Project. On
Saturday, May 26, activities will include a military display, the Scott Firefighter Combat
Challenge, a car /truck/motorcycle show, outdoor expo, a kid's zone, and concerts by Styx
and Gin Blossoms. Firefighter Andy Davis gave the history of the Scott Firefighter
Combat Challenge and provided a video presentation of the event.
Resident and City Council candidate Jeff Fuller spoke regarding expenditures and
revenues for the event. Mayor Pro Tem Koch and Councilmember Scott encouraged
everyone to come out and enjoy the event. Deputy Mayor Pro Tem Holmes asked Ms.
Dowdy the amount of sponsorship received to date; Ms. Dowdy reported approximately
$82,000 so far.

THE COUNCIL RECONVENES INTO OPEN SESSION.
GA Consider necessary action on items discussed in the Executive Session.
Motion by Councilmember Froehlich authorizing the City Manger to negotiate and
execute a settlement agreement with the Doubletree Hotel for delinquent hotel occupancy
taxes in the amount of $40, 000.00; motion seconded by Councilmember Robinson.
Motion passed with all ayes.
G.2 Adjournment.
Motion by Councilmember Scott to adjourn; motion seconded by Councilmember
Robinson. Motion passed with all ayes. The meeting adjourned at 6:50 p.m.
