The following members of the City Council were present:
Mayor Bob Phelps

Bill Moses
Ben Robinson
Chuck Rohre of Waters-Oldani was also present.
City Manager Linda Groomer was present at 9:30 a.m., and left the meeting at 10:08 a.m.
MAYOR PHELPS EXPLAINED THE CITY COUNCIL CONVENED INTO EXECUTIVE
SESSION AT 9:33 A.M. AND RECESSED AT 10:08 A.M., RECONVENED AT 10:13 A.M.,
RECESSED AT 11:30 A.M. AND RECONVENED AT 11:30 A.M., RECESSED AT 12:20
P.M. AND RECONVENED AT 1:07 P.M. AND CONCLUDED AT 2:20 P.M. TEXAS
GOVERNMENT CODE CHAPTER 551 OF THE OPEN MEETING LAW PROVIDES THAT
SUCH ITEMS AS PERSONNEL MATTERS, LAND ACQUISITION AND PENDING AND
CONTEMPLATED LITIGATION MAY BE DISCUSSED IN CLOSED SESSION.
Executive Session
E.1 The meeting will reconvene into general session after the items have been discussed in
the executive session to consider any necessary action. The City Council may recess and
reconvene periodically during the course of this meeting. Texas Government code
Chapter 551 of the open meeting law provides that such items as personnel matters, land
acquisition and pending and contemplated litigation may be discussed in closed session.
Discuss personnel matter - Texas Government Code 551.074.
Conduct interview orientation.
Conduct interviews with city manager candidates.

Mayor Phelps stated that City Council would interview city manager candidates.
The council reconvenes into general session.
F.l Consider necessary action on items discussed in the Executive Session.
Mayor Phelps explained no action was necessary for items in Executive Session.
F.2 Adjournment.
A motion by Councilman Bird, a second by Councilman Smith, all voting "aye" adjourned the
special City Council meeting of December 14, 2006 at 2:20 p.m.
