The meeting was called to order by Mayor Glancy at 6:12 p.m. with the following members of
the City Council present:

And with a quorum present, the following items were addressed:
1. Invocation and Pledge of Allegiance.
Councilmember Robinson gave the Invocation and Mayor Glancy led the Pledge of
Allegiance.
2. Discussion of policies, procedures, ordinances, and statutes relating to development
and use of property within the City of Farmers Branch, which may include
discussion of prior platting and rezoning applications previously considered by the
Planning and Zoning Commission.

Members of the City Council and Planning & Zoning Commission (P &Z) discussed the
following topics:
• Training opportunities for P &Z —basic training has been provided in- house; some
members of P &Z have attended additional training
• Revitalization in Farmers Branch
• Importance of looking outside of the box at future projects that will be
economically viable and sustainable
3. Presentation and discussion regarding the City's 2012 Strategic Plan elements
relating to the Community Services Department.
Due to time constraints, this item was not discussed.
4. Presentation and discussion of the Central Area Comprehensive Plan update.
Andy Gillies, Planning & Zoning Director, gave a brief history and overview of the
Central Area Comprehensive Plan. The plan includes the area that is generally east of the
Stemmons Freeway (IH -35 East), south of Fyke and Belt Line Road, west of Marsh Lane
and north of the LBJ Freeway (IH -635). Plan elements include:
• Community Profile
• Existing Conditions
• Community Vision
• Land Use and Character
• Sustainable Design
• Transportation and Circulation
• Public Facilities
• Neighborhood Redevelopment Strategies
• Retail Strategies
• Implementation Plan
The overall consensus of the proposed Central Area Comprehensive Plan was positive,
with no revisions discussed. The draft will be taken before the Planning & Zoning
Commission in the near future. Mayor Pro Tem Koch suggested creating a short
presentation regarding the Central Area Comprehensive Plan for Channel 16.
Members of City Council and Planning & Zoning Commission discussed the importance
of residential redevelopment to the future of the City.
5. Adjournment.
Motion by P &Z Chairman Patterson to adjourn; motion seconded by P &Z Vice
Chairman Hardie . Motion passed with all ayes.
Motion by Deputy Mayor Pro Tem Scott to adjourn; motion seconded by Mayor Pro Tem
Koch. Motion passed with all ayes.
