Mayor Phelps called the City Council meeting of September 2, 2004 to order at
7:32 p.m. The meeting was televised.

A.1 INVOCATION AND PLEDGE OF ALLEGIANCE.
Councilwoman Smith gave the invocation and led the pledge allegiance.
A.2 CONSIDER APPOINTMENT OF BETTY THACKER AS A BOARD
MEMBER EMERITUS OF THE HISTORICAL PRESERVATION AND
RESTORATION BOARD AND PRESENTATION OF PROCLAMATION
RECOGNIZING HER APPOINTMENT, AND TAKE APPROPRIATE
ACTION.
Mayor Phelps presented the following information. The Historical Preservation
and Restoration Board wishes to have the City Council appoint Betty Thacker as
Board Member Emeritus under the guidelines of Ordinance No. 2668, and in
recognition of her 20 years of dedicated service to the Historical Board.
To qualify as a Board Member Emeritus, a person:
- must continue as a resident of Farmers Branch;
- shall have served at least 15 years of dedicated and distinguished service
as a member of a board or boards that are approved to have members
emeritus;
- may be recommended for appointment by a Farmers Branch board;
- must be appointed as a Board Member Emeritus by the City Council.
Betty Thacker was appointed to the Historical Preservation and Restoration Board
in June 1983 and served with distinction until her retirement from the Board in
2004. Betty has always been an active participant on the Board serving in various
capacities including long time Board secretary and museum store advocate.
In 1989 the Dodson Garage was converted into the museum store and Betty is the
volunteer that almost single handedly operated the store for 15 years. Betty
would volunteer her time to go to various markets to select merchandise for the
store as well as volunteering countless hours to open and operate the store during
tours and events.
Betty has always been an active and vital supporter of the Board and in the
operation of the Historical Park. Her 20 years of dedicated service have always
been accompanied by a warm smile and caring devotion for the Historical Park,
the individuals she encountered, and City staff.
A motion by Mayor Pro Tem. Moses, seconded by Councilman Bird, all voting
"aye," appointed Betty Thacker as a Board Member Emeritus.
Mayor Phelps read and presented a proclamation to Betty Thacker recognizing
her 20 years of service to the City of Farmers Branch.

A.3 RECOGNITION BY THE AMERICAN PLANNING ASSOCIATION, TEXAS
CHAPTER.
Mayor Phelps presented the following information. For the second consecutive
year, the Texas Chapter of the American Planning Association has recognized the
Farmers Branch Planning Division with the 2004 Planning Excellence award,
which recognizes professional planning standards within the Planning Division.
Mayor Phelps presented the 2004 Planning Excellence award to Kaizer Rangwala,
Planning Director, Tina Firgens Senior Planner and Michael Spicer Director of
Community Services. Mayor Phelps thanked the staff in this recognition and
achievement.
A.4 PRESENTATION OF BOARD APPLICATIONS.
There were no applications presented.
A.5 REPORT ON STUDY SESSION ITEMS.
Mayor Phelps and City Council gave a brief summary of the item discussed in
Study Session prior to the regular meeting.
B.0 CONSIDER THE FOLLOWING AS CONSENT ITEMS AND TAKE
APPROPRIATE ACTION.
Mayor Phelps stated consent items are items that are to be considered that may
not need discussion individually. Any member of the City Council or the
audience may request to withdraw any item from the consent items and place the
item before the Council for full discussion. The concept for the consent items is
to speed up discussion for those items that need more time for discussion.
A motion by Mayor Pro Tem Moses, seconded by Councilman Walden, all voting
"aye," approved the Consent Agenda as submitted.
B.1 APPROVED MINUTES OF CITY COUNCIL MEETING OF AUGUST
16, 2004.
B.2 ADOPTED RESOLUTION NO. 2004-094 AWARDING THE BID FOR
ASBESTOS ABATEMENT OF THE DON SHOWMAN RECREATION
CENTER TO ARC ABATEMENT I, LTD.
B.3 ADOPTED RESOLUTION NO. 2004-096 AUTHORIZING THE
PURCHASE OF ONE 2005 MODEL TEN CUBIC YARD DUMP
TRUCK FROM ATC-DALLAS FREIGHTLINER.
C.1 CITIZEN PARTICIPATION.

John Wells, 13521 Heartside Place, commented on how efficient and busy the
Manske Library is and suggested the Mayor, City Council and staff visit it in the
evenings.
D.1 CONSIDER APPOINTMENTS TO THE SCHOOL-COMMUNITY
RELATIONS COMMITTEE AND THE PARKS AND RECREATION BOARD,
APPOINTMENTS FOR MUNCIPAL COURT JUDGES, AND TAKE
APPROPRIATE ACTION.
A motion by Councilman Walden, seconded by Councilman Bird, all voting
"aye," reappointed the Municipal Court Judges.
Mayor Phelps announced that the School-Community Relations Committee and
the Parks and Recreation Board would be brought back to the September 20, 2004
City Council meeting.
D.2 CONSIDER COUNCIL TRAVEL REPORTS AND REQUESTS AND TAKE
APPROPRIATE ACTION.
There were no travel reports or requests.
D.3 PRESENTATION OF COUNCIL COMMITTEE AND ORGANIZATION
REPORTS.
Councilwoman Smith reported on the August 17th Metrocrest Hospital Authority
Board luncheon.
Mayor Pro Tem Moses reported on the Ice Cream Social at the Senior Center
honoring Dot Hinckley for her ten years of serving on the Senior Advisory
Council and Senior Advisory Board.
MAYOR PHELPS ANNOUNCED THAT THE ITEMS ON THE AGENDA FOR THE
EXECUTIVE SESSION WERE DISCUSSED IN THE 6:00 P.M. WORK SESSION.
MAYOR PHELPS EXPLAINED THE CITY COUNCIL CONVENED INTO
EXECUTIVE SESSION AT 6:50 P.M. AND THEN CONCLUDED AT 7:20 P.M.
TEXAS GOVERNMENT CODE CHAPTER 551 OF THE OPEN MEETING LAW
PROVIDES THAT SUCH ITEMS AS PERSONNEL MATTERS, LAND
ACQUISITION AND PENDING AND CONTEMPLATED LITIGATION MAY BE
DISCUSSED IN CLOSED SESSION.
E.1 DISCUSS LAND ACQUISITIONS - TEXAS GOVERNMENT CODE

Discuss the sale, trade, lease or acquisition of City owned property at 13200
Nestle Street, Farmers Branch, Texas.

Mayor Phelps explained that Staff was present to discuss this item with the City
Council.
F.I CONSIDER NECESSARY ACTION ON ITEMS DISCUSSED IN THE
EXECUTIVE SESSION.
Mayor Phelps stated that Staff updated the City Council and no action was
necessary.
F.2 ADJOURNMENT.
A motion by Councilwoman Smith, a second by Councilman Bird, all voting
"aye", adjourned the City Council meeting of September 2, 2004 at 8:03 p.m.
