The following members of the City Council were present: Mayor Councilmembers: The following member of the City Council was absent: Councilmember: 1 The following members of City Staff were present: City Manager City Secretary Director of Communications Mayor Phelps opened the meeting at 4:30 p.m. Bob Phelps Charlie Bird Jim Robbs Paul Walden Bill Moses Calla Davis Richard L. Escalante Cindee Peters Tom Bryson CANVASS THE ELECTION RETURNS OF THE MAY 5, 2001 CITY COUNCIL ELECTION AND TAKE THE APPROPRIATE ACTION. Mayor Phelps presented the following information for consideration. The following actions will be taken to canvass and certify the results of the May 5, 2001 City Council Election: The Mayor reads the canvass statement in Resolution No. 2001-040. The votes for each candidate are as follows: (PLACE 1) NAME NUMBER OF VOTES Charlie Bird 1,124 Betty Supinski 464 (PLACE 4) NAME NUMBER OF VOTES Bill Moses 1,064 Kathleen Matsumura 534 2. City Council adopts Resolution No. 2001-040. It appearing that Charlie Bird received a majority of the votes cast for the office of Councilperson, Place 1, and is hereby declared to be elected to said office to serve after qualifying until the regular municipal election in 2004, and until a successor shall have been elected and shall have qualified. It appearing that Bill Moses received a majority of the votes cast for the office of Councilperson, Place 4, and is hereby declared to be elected to said office to serve after qualifying until the regular municipal election in 2004, and until a successor shall have been elected and shall have qualified. A motion by Councilperson Robbs, seconded by Councilperson Walden, with all voting "aye", adopted Resolution No. 2001-040 canvassing the returns and declarations of the results of an election held in the City of Farmers Branch on the 5th day of May, 2001, for the election of two Councilpersons. 3. Oath of Office administered by Mayor Phelps. Mayor Phelps administered the oath of office to Charlie Bird to serve the office of Councilmember, Place 1. Mayor Phelps administered the oath of office to Bill Moses to serve the office of Councilmember, Place 4. 4. Presentation of Certificates of Election. Mayor Phelps presented a Certificate of Election to Councilman Bird. Mayor Phelps presented a Certificate of Election to Councilman Moses. ELECT MAYOR PRO TEM AND A DEPUTY MAYOR PRO TEM. A motion by Councilman Robbs, a second by Councilman Moses, all voting "aye", elected Councilwoman Calla Davis to serve as Mayor Pro Tem, and Councilman Charlie Bird to serve as Deputy Mayor Pro Tem. REVIEW AND DISCUSS THE CITY'S FINANCIAL STATUS. REVENUES, EXPENDITURES PROJECTS BALANCES FINANCIAL TRENDS BUDGET GOALS AND OBJECTIVES AND ISSUES RELATED TO THE 2000-2001 MID- YEAR BUDGET, FUTURE CITY BUDGETS AND LONG RANGE PLANNING ACTIVITIES. City Manager Richard Escalante gave an overview of the 2000-2001 mid-year budget. City staff gave presentations on projects, financial trends, goals and objectives and long range planning.
