APPROVAL OF MINUTES The minutes of a regular meeting, April 21, 1969, were considered and approved by motion of Councilman Helms, a second by Council- man Korioth, all voting "ayes CITY-COUNTY AGREEMENT OF THOROUGHFARE PROGRAM After consideration a motion by Councilman Korioth, a second by Councilman Grimmer, all voting "ayes", accepted and signed an agreement with the County on the 1969 Dallas County Thoroughfare Bond Program, whereas, the planning and construction is ready to commence and provisions set. Project involves Webb Chapel Road from I. H. 635 to Belt Line Road and Dallas North Parkway from I. H. 635 to Belt Line Road. REPORT FROM BOND EXECUTIVE COMMITTEE City Manager Dennis Spellmann reported to the Council of the Bond Committee's meeting, stating their recommendation for the 1969 capital improvement on street and drainage in the amountd $1, 000, 000. The breakdown of this recommended proposal was: $761, 000 for street widening and paving (Including Bridges); $101, 000 for overlay; Page 95 $19, 000 for seal coating; $4, 000 for traffic signals and $115, 000 for storm sewers. Mr. Spellmann pointed out on a map the streets recommended for reconstruction. They are listed below: REBUILD: Extend Distribution Way from Denton Road to I. H. 35E; Extend Squire Place from Denton Road to I. H. 35E; Rebuild Rossford Street; Jett Street; Carrick from Denton Road to Irondale; Josey Lane from Rawhide Creek nearly to Valley View; Austell Parkway; Webb Chapel Road; Templeton Trail from Valley View south to Ridgeoak Way. OVERLAY: Teekskill Place; Oxfordshire Lane from Teekskill west to Webb Chapel; Old North Road from Heartside Place west to Webb Chapel; Queens Chapel Road from Old North to Webb Chapel; Hollandale from Queens Chapel to Webb Chapel; Hollandale from Heartside Place to Joanna Drive; Joanna Drive from Heartside Place to Windmill Lane; Windmill Lane from Heartside Place to Queens Chapel Road; Bergen Lane from Heartside Place to Cochise; Cochise Lane from Fyke to Windmill; Brookhaven Club Drive from Golfing Green to Marsh Lane; Cloverdale Lane, South end of Courtdale; Ridgeoak Way; Keyport Drive; Mapledale Drive; Goldendale Drive; Sunglow Lane; and Shadyridge Lane. SEAL COATING: Braemar Drive - northpart; Tanglewood Drive from Brookhaven Club Drive south to Braemar Drive; Farmers Branch Lane; Denton Road; Mt. View Drive; Marietta Drive; Dixiana Street; Epps Field Road from Tom Field west to beginning of 12900 block of Epps Field; Holbrook Drive; Harrisburg Circle; Wilmington Drive; and Lineville Drive. BRIDGE OR CULVERT : Webb Chapel Road at Farmers Branch Creek; Webb Chapel Road at Rawhide Creek; Josey Lane at Rawhide Creek; Denton Road at Farmers Branch Creek. STORM SEWERS: Along Denton Road from Valley View Lane south to Rawhide Creek; along Austell Parkway from Phyllis Lane south to Maydelle Lane. TRAFFIC SIGNALS: Valwood Parkway and Dennis Lane; and Valwood Parkway and Denton Drive. Page 96 After some consideration, a motion by Councilman Grimmer, a second by Councilman Korioth, all voting "ayes", approved the recommendation of the 1969 Capital Improvement on street and drainage program by the Citizens Executive Bond Committee in the amount of $1, 000, 000. 00. STUDY TO BE MADE ON ORIGINAL DOWNTOWN SECTION After some discussion, a motion by Councilman Schedler, a second by Councilman Korioth, all voting "ayes", accepted a proposal to prepare a study of the redevelopment of the original downtown section of Farmers Branch and to propose a Planned Development District within the frame - work of the revised Zoning Ordinance by Marvin Springer and Associates in the amount of $1, 750. CERTIFICATES OF APPRECIATION PRESENTED Mayor Roberts presented certificates of appreciation to the following members for serving on various boards: Planning and Zoning Board: Fred Fahland, Mel Jensen Board of Equalization: Paul Gross, Ron Johnson, Bob Hackney Library Board: Mrs. Lou Geilick MAYOR ROBERTS RECOGNIZED THE GIRL SCOUTS THAT WERE IN THE AUDIENCE AND THE COUNCIL INVITED THEM BACK ANYTIME. ORDINANCE NO. 792 - ASSESSMENT POLICY After some discussion, a motion by Councilman Schedler, a second by Councilman Schedler, all voting "ayes", adopted the following captioned ordinance: AN ORDINANCE REPEALING ORDINANCE NO. 659 AND ADOPTING CERTAIN STANDARDS AND POLICIES REGARDING PAVING PROJECTS WHERE BENEFIT ASSESSMENTS ARE MADE; DEFINING "STANDARD RESIDENTIAL STREET PAVE- MENT"; PRESCRIBING METHOD OF ASSESSING ADJACENT PROPERTY OWNERS FOR PAVEMENT COSTS ON A FRONT FOOT BASIS; AND DECLARING AN EMERGENCY. ORDINANCE NO. Tab - BUILDING CODE AMENDMENT After some discussion, a motion by Councilman Schedler, a second by Councilman Korioth, all voting "ayes", passed the following captioned ordinance: AN ORDINANCE OF THE CITY OF FARMERS BRANCH AMENDING THE FARMERS BRANCH BUILDING CODE BY ADDING A SUBPARAGRAPH TO PARAGRAPH 108.2, REGULATING THE ISSUANCE OF FINAL INSPECTION APPROVAL; PROVIDING A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED DOLLARS FOR EACH OFFENSE; AND DECLARING AN EMERGENCY Page 97 FINAL PAYMENT TO PDM ON WATER TOWER AUTHORI ZED After some discussion, a motion by Councilman Schedler, a second by Councilman Grimmer, all voting "ayes", authorized the final payment of the amount of $21, 261. 00 to Pittsburg Des-Moines Steel Company on the Marsh Lane water tower, with the agreement of a two year warranty on the foundation of the tower, and from this amount mentioned $3, 324. 93 be deducted for soil testing. REIMBURSEMENT PAVING COST ON HAVENHURST After due consideration, a motion by Councilman Schedler, a second by Councilman Korioth, all voting "ayes", authorized the payment of $2, 284. 53 to Branch Properties for the reimbursement of paving Havenhurst Street. ELECTRICAL BOARD DISCUSSION The Council agreed the City Manager should appoint the Electrical Board as set forth in Ordinance No. 152. YOUNG DEMOCRATS PRESENT Mr. Ken Springer introduced Bill Pierce, president, of the Young Democrats from the audience to the Council. KIWANIS CLEAN UP DAY A SUCCESS Quinton Johnson reported to the Council that the Kiwanis Clean-Up Day was a success, and expressed thanks to the City for their cooperation. LBJ FREEWAY EXTENSION Dick Thomas being on the Texas Highway Committee, as well as a citizen of Farmers Branch, discussed with the Council the extension of L. B. J. Freeway. Mr. Thomas and Mr. Spellmann pointed out on a map two proposed routes that could be taken on the extension, a northern route and a southern route. After due consideration, a motion by Council Schedler, a second by Councilman Korioth, all voting "ayes", recommended to take recommendation back to the Texas Highway Department that the Council request the proposed northern route for extension of L. B. J. Freeway. FRISCO RAILWAY CROSSING After some discussion the Council agreed that the Frisco Railway should construct the safest crossing device at a reasonable price. ADJOURNED Upon a motion by Councilman Grimmer, a second by Councilman Helms, all voting "ayes", adjourned the City Council meeting of May 5, 1969.
