MINUTES OF A SPECIAL MEETING
CITY COUNCIL
August 25, 1969

All members of the City Council were present:

Mayor Roberts called the meeting to order:
TABULATION OF BIDS
a. Austell Storm Sewer- Project 5-81
Upon a motion by Councilman Grimmer, a second by Councilman Korioth,
all voting "ayes", awarded the bid to Sorenson Construction Company in the
amount of $64,163. 75 for the Austell storm sewer, Street Project S40,
as recommended by the Director of Public Works.
b. Marsh-View Water Tower
Upon a motion by Councilman Helms, a second by Councilman Grimmer,
all voting "ayes", awarded the bid to the firm of Pittsburgh-Des Moines
Steel Company in the amount of $369, 780. 00 for a 1. 5 million gallon
elevated water storage tank to be constructed at Valley View Lane and
Marsh Lane.
C. Compact Vail for Public Works Department
Upon a motion by Councilman Schedler, a second by Councilman Helms,
all voting "ayes", awarded the bid to Kenray Ford Sales in the amount of
$2, 738. 70 for a 1970 Compact Van to be used by the Public Works Department.
d. Tractor for Park Department
The City Manager reported that he had found an error in purchasing procedure
on a tractor purchased for the Park Department on July 30, 1969. He requested
that the purchase of the tractor be either confirmed or rejected by the Council.
The bids that were received were: Massey Ferguson in the amount of $3,103. 00
cash; John Deere in the amount of $2, 995. 00 with trade in; and for a Ford
tractor in the amount of $1, 995. 00 with trade in.

A motion to reject the purchase of the tractor was made by Councilman
Grimmer, seconded by Councilman Korioth. The vote - Councilmen
Grimmer, Korioth voted "ayes"; Councilmen Schedler, Helms voted
"nay"; and Councilman Linn abstaining. A question was raised as the
affect of an abstaining vote. A motion by Councilman Grimmer, a
second by Councilman Schedler, all voting "ayes", tabled this matter
of subject under question.
ORDINANCE NO. 815 - SPEED LIMIT ON VALLEY VIEW LANE
Upon a motion by Councilman Helms, a second by Councilman Korioth,
all voting "ayes", passed the following captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH,
TEXAS, ESTABLISHING A SPEED ZONE ON VALLEY
VIEW LANE BETWEEN THE WEST CITY LIMITS AND
MIDWAY ROAD IN THE CITY OF FARMERS BRANCH,
TEXAS, AND MAKING IT UNLAWFUL FOR ANY PERSON
TO OPERATE ANY MOTOR VEHICLE ON SAID STREET
AT A. SPEED GREATER THAN THIRTY FIVE (35) MILES
PER HOUR; PROVIDING FOR A PENALTY, AND DE-
CLARING AN EMERGENCY.
