MINUTES OF A REGULAR MEETING
CITY COUNCIL
October 7, 1968
All members of the City Council were present:

Mayor Langdon called the meeting to order. J. W. Wade
gave the invocation.
APPROVAL OF MINUTES
The minutes of a regular meeting, September 16, were considered
and approved by motion of Councilwoman Broadhurst, a second by
Councilman Helms, all voting "ayes".
Upon a motion by Councilman Grimmer, a second by Councilman
Schedler, all voting "ayes", considered and approved the
minutes of a special meeting of September 23, 1968.
ENGINEER'S REPORT - VALWOOD PARKWAY
The Council reviewed briefly the report on the traffic situation
on Valwood Parkway from 35 E to Webb Chapel Road made by Mr. Roy
A. Patton, engineer. Mr. Patton answered a few questions and
explained his recommendation. The Council agreed to schedule
a hearing on this report to inform the people that live on
Valwood Parkway the situation.
ORDINANCE NO. 753 - APPROPRIATING FUNDS
Upon a motion by Councilman Roberts, a second by Councilman
Schedler, all voting "ayes", passed the following captioned
ordinance:

AN ORDINANCE SETTING FORTH THE COST OF PURCHASING WATER
METERS DURING THE FISCAL YEAR 1967-1968 AND APPROPRIATING
FUNDS FOR THEIR PURCHASE OUT OF WATER BOND FUND TO ACCOUNT
NO. 51 Z-6.
ORDINANCE NO. 751 - RESCINDING ORDINANCE NO. 170
Upon a motion by Councilman Schedler, a second by Council-
woman Broadhurst, all voting "ayes", passed the following
captioned ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS RESCINDING
ORDINANCE NO. 170, PROVIDING DATE OF THIS ORDINANCE AND DE-
CLARING AN EMERGENCY.
Upon a motion by Councilman Schedler, a second by Council-
man Helms, all voting "ayes", authorized Attorney Louis
Nichols and City Manager Dennis Spellmann to prepare separate
resolutions creating a Recreation Board and a Beautification
Board.
RESOLUTION - STREET SWEEPER PURCHASE
Upon a motion by Councilman Schedler, a second by Council-
woman Broadhurst, all voting "ayes", a resolution was passed
whereas, on October 7, 1968 an emergency was declared and
authority was given to purchase a street sweeper from
Browning-Ferris Machinery Company for the Street Division;
that this street sweeper be purchased from Browning-Ferris
Machinery Company for $13,844.00; and that this equipment
be paid for out of Account 9-511.
RESOLUTION - PURCHASE OF REFUSE TRUCK
Upon a motion by Councilman Roberts, a second by Council-
man Grimmer, all voting "ayes", a resolution was passed
whereas, on October 7, 1968 an emergency was declared and
authority was given to purchase a refuse truck from Davis
Truck and Equipment Company for the Sanitation Division;
that this refuse truck be purchased from Davis Truck and
Equipment Company in the amount of $9,200.00; and that this
equipment be paid for out of Account 13-513.
ORDINANCE NO. 752 - SETTING RATE OF $2.50 FOR SANITATION
SERVICE
Upon a motion by Councilman Roberts, a second by Councilman
Helms, all voting "ayes", the following captioned ordinance
was passed:

AN ORDINANCE AMENDING THE ORDINANCE NO. 704 DATED OCTOBER
30, 1967 OF THE CITY OF FARMERS BRANCH, TEXAS BY FIXING THE
RATES TO BE CHARGED FOR CERTAIN SERVICES FURNISHED BY THE
SANITATION DIVISION; PROVIDING FOR PAYMENT OF BILL; PRO-
HIBITING FREE SERVICES; PROVIDING FOR EFFECTIVE DATE OF
ORDINANCE AND DECLARING AN EMERGENCY.
DOOLEY ROAD CHANGED TO MIDWAY ROAD
Upon a motion by Councilman Grimmer, a second by Councilwoman
Broadhurst, all voting "ayes", changed the name of Dooley
Road to Midway Road in the City limits of the City of Farmers
Branch. This was recommended to the Council upon recommenda-
tion from the Planning and Zoning Commission. A petition
requesting this change is on file in the City Secretary's
office.
SCHOOL PROPERTY
Mayor Langdon reviewed with the Council a letter from the
Carrollton-Farmers Branch School Board which states that
they are delaying any action on the sale of the Farmers
Branch Elementary School property at this time.
Mayor Langdon informed the Council that the appraised price
for this property of 4.939 acres of land and buildings is
$110,000.00. After some discussion, a motion by Councilwoman
Broadhurst, a second by Councilman Roberts, all voting "ayes",
agreed that the appraised price of $110,000.00 is a fair
price to negotiate with the School Board.
On question of how many years the building may be in use,
the Council agreed that if the City would be able to pur-
chase the property that the time element to negotiate with
the School Board would be the minimum of two years.
VALLEY VIEW RIGHT-OF-WAY
Upon a motion by Councilman Roberts, a second by Councilwoman
Broadhurst, all voting "ayes", authorized Attorney Louis
Nichols to negotiate with Mrs. David Goldstein in the amount
of $14,724.00 and no assessment.
