MINUTES OF A REGULAR MEETING
CITY COUNCIL
March 3, 1969

All members of the City Council were present:

Mayor Langdon called the meeting to order. Councilman Helms
gave the invocation.
APPROVAL OF MINUTES
The minutes of a regular meeting, February 17, 1969, were considered
and approved by motion of Councilman Roberts, seconded by Councilman
Schedle r, all voting "ayes
The minutes of a special meeting, February 24, 1969, were considered
and approved by motion of Councilman Roberts, seconded by Councilman
Schedler, all voting "ayes".
RESCIND PUBLIC HEARING AND SET NEW DATE - VALLEY VIEW
ASSESSMENT
After some discussion a motion by Councilman Roberts, a second by
Councilman Grimmer, all voting "ayes", rescinded a resolution passed
on January 6, 1969 calling a Public Hearing to consider assessment of
property abutting Valley View Lane from the West right-of-way line
of Interstate Highway 35E, West to a point 226.1 West of the West right-
of-way line of the Rock Island Railroad right-of-way.
A motion by Councilman Schedler, a second by Councilwoman Broadhurst
all voting "ayes", set the date of April 7, 1969 as the public hearing date
for the assessment along Valley View Lane in Street Project #62.

MAYOR REPORTS
Mayor Langdon reported of a meeting with Commissioner Whittington,
and Mr. Whittington stated that he would support the City's request of
on and off ramps at Josey Lane and LBJ. Mr. Whittington also stated
to the Mayor that Webb Chapel Road will be one of the first projects in
District #1 but the estimated time would be around 18 months to get
started. Mayor Langdon explained that we need to start now and was
told the City forces could help and be reimbursed and request by
resolution stating what the City could do.
DISCUSSION WITH BECK COMPANIES
Mayor Lang don read a letter tot e i y Manager from the Beck Companies
signed by Mr. Russell Smith, Jr. stating, "pursuant to our telephone
conversation regarding a certain piece of property consisting of 23 acres,
owned by Arthur W. Beck, Jr. , of which the North Parcel, Tract 1
consists of 7. 308 acres, Mr. Beck is still willing to deed this North
Tract to the Farmers Branch School District for $1. 00 with the con-
sideration being that the balance of this acreage or 15. 26 acres be
zoned for multi-family garden type apartments". This 23 acre tract of
land is located on Marsh Lane south of the Addison city limits.
Mr. Russell Smith of Beck Companies was present and pointed out the
area on a plat. Mr. Smith stated he had conversed with Mr. Newman
Smith, school superintendent and one of his assistants concerning
property needed for a school around this area. Mr. Russell Smith,
also stated that Mr. Newman Smith stated that this certain property
would be a good location for a school.
Mayor Langdon informed Mr. Russell Smith that the Council was not in
a position or would not take action on swap out of property with school
sites as to change of zoning.
No action taken, this was just a matter of information.
DALLAS RUPE & SON, INC. - NEW FISCAL ADVISOR
The Council interviewed 3 men from very reputable companies for the
fiscal advisor for the sale of at least $1-Million in General Obligation
tax bonds, and possibly $2 1/2 Million. They were interviewed as
follows: Mr. Ralph Fickes of Columbian Securities Corp.; Mr. Scan
Hilger of Dallas Rupe & Son, Inc.; and, Mr. Lewis Lyne of Mercantile
National Bank. All three explained the qualifications of their company
and stated they would do their best for the City.
All representatives indicated that the bond market was not in good shape and the
interest rate on municipals were very high at this time. They all quoted
the minimum standard fee schedule outlined by Municipal Advisory Council
of Texas of: $6, 465. 00 plus $3. 30 per $1, 000 for all over $1, 000, 000; and,
$10, 365. 00 plus $1. 80 per $1, 000 for all over $2, 500, 000.

After some Council discussion, a motion to appoint Ralph Fickes of
Columbian Securities Company as the fiscal advisor was made by
Councilman Schedler, and seconded by Councilwoman Broadhurst.
The motion 2-3 did not carry.
A motion by Councilman Roberts, a second by Councilman Grimmer,
appointed Dallas Rupe & Sons, Inc. as the fiscal advisors for the sell
of General Obligation Bonds in amounts whichever Council decides.
The motion carried 3-2 with Councilmen Schedler, Roberts, Grimmer
voting "ayes" and Councilwoman Broadhurst, Councilman Helms
opposing.
ORDINANCE 771 - APPROPRIATING BOND FUNDS TO VARIOUS PROJECTS
After some discussion, a motion by Councilman Helms, a second by
Councilman Grimmer, all voting "ayes", passed the following captioned
ordinance:
AN ORDINANCE APPROPRIATING FUNDS OUT OF
VARIOUS BOND FUNDS TO VARIOUS PROJECTS AND
RETURNING $16.66 TO THE UNAPPROPRIATED PARK
BOND FUND RESERVE FROM PARK PROJECT #P-13.
ORDINANCE 772 - REVISING GENERAL FUND OPERATING BUDGET
After some discussion, a motion by Councilman Roberts, a second by
Councilman Helms, all voting "ayes", passed the following captioned
ordinance:
AN ORDINANCE REVISING THE ESTIMATES OF RESOURCES
AND EXPENDITURES OF THE 1968-1969 GENERAL FUND
OPERATING BUDGET.
ORDINANCE 773 - SPEED LIMIT IN PAVED ALLEYS
After some discussion, a motion by Councilman Schedler, a second by
Councilman Helms, all voting "ayes", passed the following captioned
ordinance:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS,
DEFINING AN ALLEY; GIVING THE CITY MANAGER AUTHORITY
TO POST SIGNS; REGULATING THE OPERATION OF MOTOR
VEHICLES IN ALLEYS WITHIN THE CORPORATE LIMITS OF
THE CITY BY MAKING IT UNLAWFUL AND AN OFFENSE TO
OPERATE ANY MOTOR VEHICLE IN AN ALLEY AT A SPEED
GREATER THAN TEN (10) MILES PER HOUR; PROVIDING FOR
A PENALTY NOT TO EXCEED TWO HUNDRED ($200. 00) DOLLARS
FOR EACH OFFENSE; AND DECLARING AN EMERGENCY.

RESOLUTION - OPEN SPACE PURPOSES FROM HUD
City Manager Dennis Spellmann presented to the Council a contract
from Department of Housing and Urban Development for grant to
acquire and/or develop land for open-space purposes. A letter was
presented to the Council from HUD confirming the previous announcement
that the City had been allocated $38, 050 as a grant to assist in the
acquisition of open-space land for the project OSA-45 (Good Property,
Field Property, Farmers Branch School Property),, and the City
has 30 days to complete the contract.
After some discussion, a motion by Councilman Schedler, a second by
Councilman Roberts, all voting "ayes", passed a resolution, whereas,
the City of Farmers Branch approving and providing for the execution
of a proposed contract for Grant to acquire and/or develop land for
open-space purposes.
After some discussion, a motion by Councilwoman Broadhurst, a
second by Councilman Roberts, all voting "ayes", was made to formally
request the School Board to sell to the City, the Farmers Branch School
property within the time limit.
PLAYGROUND EQUIPMENT TABULATION CORRECTED
City Manager Mr. Spellmann requested that the bid tabulation approved
on February 24, 1969 be corrected from $10, 846. 80 to $8, 659. 30., and
stated the corrected amount represents the amount of equipment legally
bid and tabulated for action on February 24, 1969.
After some discussion, a motion by Councilman Roberts, a second by
Councilman Schedler, all voting "ayes", was made to correct the minutes
of February 24, 1969 to read the bid of $8, 659. 30 instead of $10, 846. 80.
VALLEY VIEW SPEED LIMIT
Mr. Spellmann reported of calls concerning the speed limit of Valley View
since it being widened. The Council agreed with Mr. Spellmann that this
should be delayed until the west end of Valley View Lane has been completed.
A REPORT WAS PRESENTED TO THE COUNCIL BY THE CITY MANAGER
ON THE PARK BOND STATUS.
Mayor Langdon commended the Police Department on an incident that endangered
the lives of 3 policemen and possibly some citizens. Mayor Langdon invited
those who were interested to stay after Council meeting to view a film on
Police training.
ADJOURNMENT
Upon a motion by Councilwoman Broadhurst, a second by Councilman
Roberts, all voting "ayes", adjourned the City Council meeting of
March 3, 1969 at 9:55 P.M.
