MINUTES OF A REGULAR MEETING

Mayor Airoldi called the meeting to order. Mr. Fred Moring,
Webb Chapel Methodist Church, gave the invocation.
PUBLIC HEARING-MR. ABE I. HERSHMAN WEBB CHAPEL & FYKE ROADS
This hearing was called for the purpose of considering a request
that a 2.839 acre tract of land located on Webb Chapel Road south
of Fyke Road be changed from "R-5" single family to "A" apartment.
Since all members of the Council were not present the hearing was
reset for February 5, 1968 at 7:30 p.m.
GARBAGE COLLECTION SACK METHOD
Approximately seventeen citizens were present that spoke against
the new garbage collection method. After much discussion Council-
man Bradford moved that a public hearing be held on February 5,
all citizens to be notified by mail, to hear the praises or the
ones that are against it and at that time the City Council will
take whatever action they feel necessary to either continue with
it, dispense with it or whatever action they feel necessary;
Councilman Roberts seconded the motion, all voting "ayes".

the Park Board and recommended that representatives attend the
Park Board Meeting. Councilman Bradford moved a vote of confi-
dence from the Council, seconded by Councilwoman Broadhurst, all
voting "ayes".
PUBLIC HEARING - TOWNHOUSE DEVELOPMENTS
Mayor Airoldi opened the hearing to the public. There were none
present to speak for or against the proposal. Councilman Roberts
moved to close the hearing, seconded by Councilman Grimmer, all
voting "ayes".
Councilwoman Broadhurst moved to table passage of the ordinance
until a ruling by the City Attorney could be obtained on restric-
tions against window air conditioning units, seconded by Council-
man Roberts, all voting "ayes".
WATER LINE EXTENSION - ROY MORAN APARTMENTS
Mr. Moran appeared to request the Council to reconsider the amount
of City participation in his development on Valley View Lane.
Additional information was presented by the City Manager. After
much discussion Councilman Grimmer remarked that since this is a
part of the future loop and in view of the return on water within
four years he moved to follow the City's pro rata ordinance,
seconded by Councilman Bradford, all voting "ayes".
REQUEST TO REMOVE PORTION OF JOSEY SQUARE FROM FIRST FIRE DISTRICT
Mr. Ron Monesson requested that a portion of Josey Square Shopping
Center be removed from the First Fire District so that apartments
can be built under the Commercial Zoning. The Plan Commission had
recommended a public hearing for a zone change from Commercial to
Apartments because it was considered a major change. The Council
agreed to have a public hearing before taking action on the request.
ORDINANCE NO. 708 - STREET PROJECT NO. 62 - VALLEY VIEW LANE
Upon a motion by Councilman Bradford, a second by Councilwoman
Broadhurst, all voting "ayes", the following captioned ordinance
was passed:
AN ORDINANCE APPROPRIATING $25,000 OUT OF THE OPERATING FUND AS A
LOAN TO THE STREET IMPROVEMENT BOND FUND RESERVES AND THEN TO
STREET PROJECT NO. 62 FOR THE PURPOSE OF PROVIDING FUNDS WITH WHICH
TO PURCHASE RIGHT-OF-WAY AND TO PAY ENGINEERING COSTS; AND SETTING
FORTH THE MEGHOD OF REPAYING THE OPERATING FUND.

EGRESS AND INGRESS PROBLEM ON RIDGEOAK WAY
Mr. Charles Carlin, 3750 Ridgeoak Way, and others on the south
side of the street, were present to ask the Council's help to
alleviate a problem on their street. The egress and ingress to
approximately thirty homes is by an 8-foot easement at the rear
of their homes which back up to the LBJ Freeway. After much
discussion the Council agreed to examine the problem to see if
something could be done.
