1968-03-11 CC MinutesCITY OF FARMERS BRANCH MINUTES OF A SPECIAL MEETING CITY COUNCIL March 11, 1968 All members of the City Council were Mayor Mayor Pro-Tem Councilmen City Manager City Attorney Administrative Assistant present: A. J. ' Airoldi Addison Bradford, Jr. George Grimmer Glen Doty Alma Broadhurst Bill Roberts, Jr. J. M. Orman H. Louis Nichols Philip Jackson Mayor Airoldi called the meeting to order. JOINT MEETING WITH CHARTER STUDY COMMITTEE Mr. Bill Linn, Chairman of the Charter Study Committee, presented the Committee's reasons for recommendations to the Council on Recall and Initiative and Referendum. After discussion Councilman Doty moved that the ordinance (No. 716) placing these Charter amendments on the ballot on April 6 be rescinded; that another ordinance be prepared with percentages and numbers left blank and whether "qualified" or "at last election" be blank; and, that this be decided at the next meeting and be placed on the ballot for April 20; seconded by Councilman Bradford. Councilmen Doty, Bradford, Grimmer and Roberts voting "ayes", Councilwoman Broadhurst voting "nay". ORDINANCE NO. 720 - RESCIND ORDINANCE NO. 716 Upon a motion by Councilman Doty, a second by Councilman Bradford, all voting "ayes", the following ordinance was passed: AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS REPEALING ORDINANCE NO. 716 ADOPTED ON THE 4TH DAY OF MARCH, 1968. RESOLUTION - AWARD BID POLICE BUILDING Upon a motion by Councilman Bradford, a Broadhurst; Councilwoman Broadhurst and and Grimmer voting "ayes", Councilman R resolution was passed whereas, on March - K. W. KEMP second by Councilwoman Councilmen Bradford, Doty oberts voting "nay", a 7, 1968, sealed bids were Page 45 received and then opened and publicly read aloud for the construction of a Police Building; of the ten bids received, K. W. Kemp Construction Company, Inc. submitted the lowest and best bid at a bid price of $275,446.00 said bid price being determined by taking the base bid of $299,500 less the contrac- tor's supplementary proposal dated March 11, 1968 in the amount of $33,054 and adding $9,000 for jail equipment; that alternate proposals 1, 2, 3, 4, (no alternate proposal 5) 6, 7, 8 and 9 being rejected; that the K. W. Kemp Construction Company, Inc. be awarded the contract for constructing a Police Building at a bid price of $275,446; that the Mayor be, and is, hereby authorized to execute the contracts on behalf of the City; and, that this project be known as Police Station Project No. PS-3.
