B.1 INVOCATION AND PLEDGE OF ALLEGIANCE.
Mayor Tim O'Hare gave the invocation and Mayor Pro Tern Ben Robinson led the
pledge of allegiance.
B.2 CONSIDER ACCEPTING A $1,500 DONATION FROM CENTURY BANK FOR THE
TOUR OF LIGHTS AND HOLIDAY STROLL

The staff of Century Bank, 13297 Josey Lane, would like to make a generous donation of
$1,500. One thousand dollars of that donation is for a new display they have sponsored
in the Tour of Lights and $500 is for cookies and hot chocolate for the Holiday Stroll.
The Tour of Lights is an annual event that will be held December 2 - 31 and this
donation will make that event bigger and brighter. The Holiday Stroll is a new event that
will be held on December 6 at the Historical Park. This event will allow participants to
stroll through the Historical Park while all the lights are on. The donation will help make
the event more festive by providing cookies and hot chocolate for participants.
Ms. Mary Greenberg, Branch Manager, and Ms. Monica Cervantes, Weekend Supervisor,
with Century Bank presented the donation to Mayor O'Hare.
A motion by Councilman Smith, a second by Mayor Pro Tem Ben Robinson, all voting
"aye", accepted the $1,500 donation from Century Bank.
B.3 PRESENTATION OF CITIZEN RECOGNITION AWARDS BY THE POLICE
DEPARTMENT
Police Chief Sid Fuller stated on 11/09/08, two members of the Farmers Branch Citizens
on Patrol Program, Don Smith and Becky Jackson, were checking a house where the
residents were away on vacation. The residents had registered their house in the Farmers
Branch Police Department Vacation Housewatch Program prior to leaving.
When the volunteers walked around to the rear of the house, they noticed that the back
sliding glass door had been smashed. Acting as they had been trained, the two called
Dispatch on their radio and went back to the front to meet responding officers who
arrived almost immediately. Officers found the suspect had run out the back door just
prior to their arrival, dropping a bag of stolen property as he fled. Officers established a
perimeter and began a search. The suspect was located a short time later still in
possession of evidence from the burglary.
The actions of Volunteers Don Smith and Becky Jackson directly resulted in the
apprehension of a burglar and recovery of a resident's stolen property. Citizen volunteers
like Don and Becky play a major role in assisting the police in making our city safe. This
is a shining example of what can be accomplished when police and the community work
side by side.
Mayor O'Hare presented a plaque to Becky Jackson. Mr. Don Smith was not present.
B.4 PRESENTATION OF BOARD APPLICATIONS AND BOARD AND COMMISSION
APPOINTMENTS AND TAKE APPROPRIATE ACTION.
A motion by Mayor O'Hare, a second by Councilman Smith, all voting "aye",
reappointed Clyde James, Ross Bumpass and Todd Betanzos to the Zoning Board of
Adjustment and Building Code Board of Appeals.

A motion by Mayor O'Hare, a second by Mayor Pro Tern Robinson, all voting "aye",
reappointed Marjorie Cutler, Clare Connally and Angie Mayo to the Historical
preservation and Restoration Board.
A motion by Mayor O'Hare, a second by Councilman Scott, all voting "aye", appointed
Thomas Smith to the Community Watch Committee.
A motion by Councilman Koch, a second by Councilman Smith, all voting "aye",
reappointed Dr. Gerald Pendery to the Animal Shelter Advisory Committee.
A motion by Councilman Koch, a second by Mayor Pro Tern Robinson, all voting "aye",
reappointed Mr. RL Lemke to the Valwood Improvement Authority.
A motion by Mayor O'Hare, a second by Councilman Koch, all voting "aye", appointed
Councilman Froehlich as an alternate member to the Regional Transportation Council.
B.5 REPORT ON STUDY SESSION ITEMS.
The City Council gave a brief report on the items discussed in Study Session.
C. CONSENT AGENDA
Mayor O'Hare stated consent items are items that are to be considered that may not need
discussion individually. Any member of the City Council or the audience may request to
withdraw any item from the consent items and place the item before the Council for full
discussion. The concept for consent items is to speed up discussion for those items that
need more time for discussion.
A motion by Mayor Pro Tern Robinson, a second by Councilman Smith, all voting "aye",
approved the consent agenda as submitted.
C.1 APPROVED MINUTES OF CITY COUNCIL MEETING OF NOVEMBER 18,
2008.
C.2 ADOPTED RESOLUTION 2008-108 ENDORSING DART'S 2009
LEGISLATIVE AGENDA FOR THE TEXAS LEGISLATURE.
C.3 ADOPTED RESOLUTION NO. 2008-113 REJECTING THE BID FROM
GRAPHIC PACKAGING FOR THE PURCHASE OF THE ANNUAL
SUPPLY OF PAPER REFUSE SACKS.
E.I CONSIDER REMOVAL OF ONE OR MORE MEMBERS OF THE LIBRARY
BOARD AND TAKE APPROPRIATE ACTION.

A motion by Councilman Scott, a second by Councilman Froehlich, all voting "aye",
removed Matt Wenthold and Diane Graifemberg from the Library Board.
E.2 CONSIDER ADOPTING RESOLUTION NO. 2008-114 SETTING FUTURE CITY
COUNCIL MEETING TIMES AND TAKE APPROPRIATE ACTION.
The Farmers Branch City Council would like to change the City Council Regular meeting
time from the current 6:30 p.m, time to 6:00 p.m. beginning with the first meeting in
January 2009. The City Council Study Session workshop will begin at 5:00 p.m. or any
other time as directed by the City Council or the City Manager.
A motion by Councilman Smith, a second by Councilman Koch, all voting "aye",
approved Resolution No. 2008-114.
E.3 CONSIDER COUNCIL TRAVEL REPORTS AND REQUESTS AND TAKE
APPROPRIATE ACTION.
There were no travel reports or requests.
Mayor O'Hare explained there was no executive session held tonight.
G.1 ADJOURNMENT.
A motion by Mayor Pro Tem Robinson, a second by Councilman Smith, all voting "aye",
adjourned the City Council meeting of December 2, 2008 at 7:47 p.m.
