1968-04-08 CC MinutesCITY OF FARMERS BRANCH MINUTES OF A SPECIAL MEETING CITY COUNCIL April 8,1968 All members of the City Council were Mayor Mayor Pro-Tem Councilmen City Manager City Attorney Administrative Assistant present: A. J. Airoldi Addison Bradford, Jr. George Grimmer Glen Doty Alma Broadhurst Bill Roberts, Jr. J. M. Orman H. Louis Nichols Philip Jackson Mayor Airoldi called the meeting to order. City Manager Orman gave the invocation. PAYMENT OF AL HOPPER'S STATEMENTS The City Manager presented statements in the amount of $4,225 from Mr. Hopper for the work he had performed to date on appraising right-of-way needed for the widening of Valley View Lane between Tom Field Road and the Frisco Railroad. Included in this amount was the cost of appearing before three commis- sioners' hearings. Councilman Roberts, who had previously questioned some of the costs, said the statements appeared in order but that he considered some of the costs somewhat too high and that he had hoped for Mr. Hopper's presence so that he could convey his feelings to Mr. Hopper. Mayor Pro-Tem Bradford made a motion to table the approval for payment until Mr. Hopper appeared, seconded by Councilman Roberts, all voting " aye" . PAYMENT OF STATEMENT FROM RADY & ASSOCIATES Upon a motion by Councilman Grimmer, a second by Mayor Pro-Tem Bradford, and all voting "aye", approval was given to pay two statements submitted by Rady and Associates one in the amount of $1,031.34 and the other for $822.65. Work involved Street Project No. 62. Page 58 POSSIBLE IMPROPER CONDUCT OF CERTAIN MEMBERS OF THE PLANNING AND ZONING COMMISSION The item was placed on the agenda at the request of Councilman George Grimmer who opened his remarks by saying that no one on the Council knew about his letter until he sent it in. Council- man Grimmer expressed his opinion concerning the action of the Planning and Zoning Commission wherein the Commission tabled a request for a site plan approval for apartments in the Brook- haven area. He felt that the Commission should have either approved or denied the request. He also cited the action of Mr. Schedler who made the motion to table the request and that of Mr. Fahland, who seconded the motion, mentioning that there could possibly be a conflict of interest. Both Mr. Schedler and Mr. Fahland responded to Councilman Grimmer's remarks. Council- man Roberts made the statement that he thought the Planning and Zoning Commission was doing an excellent job and made the motion that they be given a vote of confidence. It was seconded by Councilwoman Broadhurst and all present voted "aye" to the motion. CANVASS ELECTION RETURNS -_CITY COUNCIL - APRIL 6, 1968 Upon a motion by Councilman Roberts, a second by Councilwoman Broadhurst, all voting "aye", a resolution was passed canvassing returns and declaring results of an election held on April 6, 1968 for the purpose of electing a Mayor and Councilmen for Places 2 and 4 to serve two-year terms. Springer 800 It appearing that no candidate received a majority of the votes cast for the office of Mayor, the office of Councilman, Place 2, and the office of Councilman Place 4, and a runoff election shall Page 59 be necessary to elect a candidate for each of said offices. And it is further ordered that this canvass and declaration of the results of said election shall be entered in the Minutes of the City Council of the City of Farmers Branch. CALLING RUN-OFF ELECTION - APRIL 20, 1968 Upon a motion by Councilman Doty, a second by Councilman Brad- ford, all voting "aye", an order was passed that a runoff elec- tion be held in the City of Farmers Branch on the 20th day of April, 1968 for the purpose of electing a Mayor and two City Councilmen for Places 2 and 4; for posting notices, naming election judges and fixing absentee voting.
