1968-08-01 CC MinutesCITY OF FARMERS BRANCH MINUTES OF A SPECIAL MEETING CITY COUNCIL August 1, 1968 The following members of the City Council were present: Mayor Pro Tem Bill Roberts, Jr. Councilwoman Alma Broadhurst Councilmen George Grimmer John Helms Acting City Manager Lyman Goodnight Director of Finance J. W. Wade Acting City Secretary Ruth Ann Parish Mayor Robert Langdon and Councilman Ed Schedler were absent. Others present were: N. D. Ricco of R. & R. Insurance Services Harry Wardell of Harry Wardell Insurance Wayne Webb and Duane D. Brauen of Connecticut General Life BIDS ON THE LIABILITY INSURANCE Finance Director, J. W. Wade presented the bids to the Council on the liability insurance for the City. There were three (3) bids presented, only two (2) qualified. The two (2) were R. & R. Insurance Services in the amount of $8,599.56 and Harry H. Wardell Insurance Agency in the amount of $8,747.15 annual cost. Mr. Wardell stated that R. & R.'s bid was illegal that dividends could not be allowed before the end of the year. He presented to the Council a telegram from State Board of Insurance stating: " 'Automobile insurance dividends may not be paid or allowed prior to inception of policy', Caly Cotten Commissioner of Insurance". Mr. Ricco stated he quoted an amount of $8,599.56 and he would stand behind his bid. He also stated it would cost the City an estimated 10.3/ interest to cancel the present policy. 96 A motion by Councilman Helms, a second by Councilwoman Broadhurst, all voting "ayes", accepted R. & R. Insurance Company's bid in the amount of $8,599.56. DISCUSSION WITH WAYNE WEBB OF CONNECTICUT GENERAL LIFE INSURANCE COMPANY 1 The Council called for a discussion with Mr. Wayne Webb, representative of Connecticut General Life Insurance Company, based on a letter of July 25th sent to them concerning the Company's unsuccessful bid. The letter stating the Company was in completely adherence to the specifications for the City's group insurance plan. Also stated, inview of the fact that the Mayor has a personal interest in this matter, the Company requested that this matter of selecting a group insurance company be reconsidered. Councilwoman Broadhurst stated that the Council had made a decision and she felt like they should stay with it. It is on record when Mayor Langdon took his oath of Office, he stated by letter his interest in an insurance company, which is required by the City Charter.
