1968-09-23 CC MinutesCITY OF FARMERS BRANCH MINUTES OF A SPECIAL MEETING CITY COUNCIL September 23, 1968 All members of the City Council were present: Mayor Robert H. Langdon Mayor Pro-Tem Bill Roberts, Jr. Councilwoman Alma Broadhurst Councilmen George Grimmer John Helms Ed Schedler, Jr. City Manager Dennis Spellmann City Attorney H. Louis Nichols City Secretary Ruth Ann Parish Mayor Langdon called the meeting to order. Frank Lawson gave the invocation. NORTHWOOD HOMES, INC. DEVELOPMENT Mayor Langdon discussed with the Council and people interested, the situation of the property that Northwood Homes wants to develop. This property located on corner Valley View land and Webb Chapel Road, a 34.56 acre site. At a public hearing held last Monday night, September 16, the Council denied the request for change of zoning. Mr. Pollman, of Northwood Homes, states he now wished to withdraw his request and leave zoning as is. The present zoning calls for a house of 1,450 sq. ft. Mayor Langdon explained that 1,450 sq. ft. would down grade this valuable piece of land. Mayor Langdon and Mr. Spellmann worked and studied this sit- uation with Northwood Homes and now Northwood Homes has come up with a desire to have 80' lots, no 70' lots, and agree to build nothing less than 1,600 sq. ft. in area which is now presently zoned "R-3", and build nothing less than 1,800 sq. ft. with 80' lots which is presently zoned "R-211. This presently "R-2" zone would need to be rezoned "R-2.511. This would be a matter of making application for refiling for public hearing for reconsideration. The Council did express desire for 16' paved alleys and a 121 fence along Webb C Mr. L. D. Humbert, of Northwood Homes Frank Lawson, 2942 Way; Hubert Laney, hapel Road a 2917 Ermine sounds fine Ermine Way; 2925 Ermine ad along Valley View Lane. Way, stated that the desire to him. Also in favor were: Jack Campbell, 2931 Ermine Way. Upon a motion by Councilman Schedler, a second by Council- man Grimmer, all voting "ayes", setthe date of October 21 for public hearing for reconsideration on change of zoning of the "R-2" owned by Northwood Homes. The Council agreed to have an informal meeting with the surrounding property owners prior to this public hearing date. REPORT ON T.R.A. Mr. Pete Styner, engineer of Fowler and Grafe, Inc. presented to the Council a report on the present status of sanitary sewer facilities of a proposed interceptor extension. Mr. Styner, Mr. Spellmann and Mr. Goodnight are working with T.R.A. to come up with an agreement through some alterations in the orginal plans so that Farmers Branch can benefit from the sewer facilities. Mr. Styner discussed the location that Carrollton is trying to pursue and said there was a possiblity that a new location for the basin, farther away from the proposed site plan, is being seriously considered. He stated that the City could benefit from the new 33-inch interceptor main by tying sewer lines now in Cooks Branch and Rawhide Creek. After some discussion, the Council agreed that Mr. Spellmann, Mr. Styner and Mr. Goodnight should continue to work with T.R.A. for a solution that maybe could benefit both towns. PERSONAL PROPERTY CANCELLATIONS Upon a motion by Councilman Helms, a second Schedler, all voting "ayes", authorized the cancel two personal properties listed below Roll in the amount of $15.29 due to the fac assessed in error. Butler D.B.A. Butler Insurance Agency 1967 6.09 Total $15.29 122 VALLEY VIEW RIGHT-OF-WAY Louis Nichols, City Attorney, brought the Council up to date on the lasted-status concerning the street right-of- way on Valley View Lane. Mr. Nichols said the F. E. Martins has come up with an agreement; that is, to use part of the City's property located on Bee Street for 12 parking spaces for 5 years, and no assessment plus $2,000. Upon a motion by Councilman Roberts, a second by Councilman Schedler, all voting "ayes", authorized the City Attorney to negociate with the Martins for some settlement on this case. Mr. Nichols reported that the Pollman property located at Bee Street and Valley View (Dairy Queen) has a hearing the lst of October, 1968. The Goldsteen property has been to court and the commissioners award was in the amount of $14,839. If the City would put up the commissioners award then they could take possession of the property. Upon a motion by Councilwoman Broadhurst,a second by Councilman Schedler, all voting "ayes", authorized the City Attorney to negotiate for $14,839 or less on the Goldsteen case. WATER TANK PROJECT The Council agreed that the City Attorney and the City Manager to work with Pittsburg De Moines and Nor-Tex for an agreement and report back to the Council next meeting. RECREATION CENTER Mr. Spellmann discussed with the Council on the need of policies at the recreation center involving the dances they have on Saturday nights. No action was taken at this time, since the recreation supervision is going to be under Pete Green, the Council will await a report from him.
