Mayor Phelps called the meeting to order at 4:01 pm.

A.1 Discuss regular City Council meeting agenda items.
Council Member Robinson requested Agenda Item GA be moved from the Consent
Agenda to the Regular Session Agenda.
A.2 Discuss the creation of a Municipal Drainage Utility System
Advisory Committee.
Managing Director Charles Cox reported the proposed advisory committee would
provide fee and multi -year project guidance and recommendations to the City Council
and staff in the implementation of the Municipal Drainage Utility System. He also
provided information on membership representation and terms.
Mayor Phelps announced the City Council would convene into Closed Session and
read the Executive Session Agenda for Items J.1 and J.2. The Study Session
Meeting concluded at 4:13 pm.
J. CLOSED SESSION
The City Council convened into Closed Session at 4:17 pm.

J.2 Discuss land acquisitions - Texas Government Code 551.072:
Discuss the purchase, sale, exchange, lease or value of real
property in the area generally bounded by Valley View Lane, 1 -635,
1 -35, and Webb Chapel.
The City Council concluded Closed Session at 5:10 pm.
B. INVOCATION & PLEDGE OF ALLEGIANCE
Mayor Phelps called the Regular Session Meeting to order at 6:01 pm.
Deputy Mayor Pro Tern Connally gave the Invocation and Council Member Froehlich
led the Pledge of Allegiance.
C. CEREMONIAL ITEMS
There were no Ceremonial Items on this agenda.
D. REPORT ON STUDY SESSION ITEMS
Council Member Reyes reported on the following:
Creation of a Municipal Drainage Utility System Advisory Committee - City
Administration reported the proposed advisory committee would provide fee and
multi -year project guidance and recommendations to the City Council and staff in the
implementation of the Municipal Drainage Utility System.
E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST
Mayor Phelps announced Mayor Pro Tern Fuller would be out tonight due to health
problems.
Topics for the City Manager's Report included:
Historical Park Triple Play - three different events will be held on Saturday, March 14
at the Historical Park: first, the Farmers Branch Mustangs will host a Vintage
Baseball game playing by the 1860s rules at 1:00 pm in the park's meadow; also at
1:00 pm there will be a demonstration of Victorian Fencing; later that evening families
will descent upon the meadow for the Spring Camping Under the Stars event, a few
campsites are still available, contact the Historical Park if interested
Women of Farmers Branch - celebrating women that have made Farmers Branch
strong through the years, the Historical Park is hosting an exhibit entitled "The
Women of Farmers Branch" in the gallery of the Manske Library; the display will run
from this week through March 27; everyone is invited to a reception in the gallery this
Thursday evening from 5 to 7 pm to meet the curators of the exhibit
Mark Your Calendars - mark our calendars for these events coming in the next few
months: "Date Night in the Park" featuring food trucks, music, and an outdoor movie
is set for Saturday, April 25; One ton of fish is going into Rawhide Creek for Fishin'
Fun on Saturday, May 2; and Memorial Day weekend will be active on Saturday, May
23 as Liberty Fest presents Stars & Strings, featuring the Fort Worth Symphony

F. CITIZEN COMMENTS
The following person spoke:
Pat Edmiston (14215 Tanglewood Drive) - due to the indictment of Councilman Jeff
Fuller, she provided a written request to the City Manager, Mayor and City Council for
a full investigation, to also include the City Charter as regards to ethics of City
employees and City Council members; upon full investigation of both of these issues,
she would also like a full and complete report to be given to our citizens at a City
Council meeting
G. CONSENT AGENDA
Approval of the Consent Agenda
A motion was made by Council Member Froehlich, seconded by Deputy Mayor
Pro Tern Connally, to approve the Consent Agenda Items G.1, G.2, and G.3 as
presented. The motion carried by the following vote:
Aye: 4 - Deputy Mayor Pro Tern Connally, Council Member Robinson, Council
Member Froehlich and Council Member Reyes
GA Consider approval of minutes of the City Council meeting held on
February 17, 2015 and take appropriate action.
The Minutes were approved.
G.2 Consider adopting Ordinance No. 3320 amending Chapter 2,
"Administration," Article IV, "Public Records," Division 3,
"Records Management" and take appropriate action.
This Ordinance was adopted.
G.3 Consider adopting Ordinance No. 3321 amending specific
sections of the Code of Ordinances relating to appointment of
City staff to the Animal Shelter Advisory Committee, appointment
of a Local Rabies Control Authority, appointment of staff for
reduction of fees for animal adoption and micro chipping and
appointment of staff for administration for liquid waste hauling
regulations, and take appropriate action.
This Ordinance was adopted.
H. PUBLIC HEARINGS
There were no Public Hearing Items on this agenda.
REGULAR AGENDA ITEMS
1.1 Receive a review of the City's audit and procurement procedures.

Managing Director Charles Cox provided a review of the City's audit and procurement
procedures.
One person spoke:
David Koch (3243 Brincrest) - because he served on the City Council, he has
received calls on this; he stated citizens may not even be aware there has been an
indictment and that the City owes its citizens to provide some kind of information to
the public that this has occurred; the City charter states the obligation to investigate;
he also said there are questions as to why didn't the audit catch this and is an
independent investigation warranted; what changes can be made to catch something
like this since it wasn't caught in the audit.
Mr. Cox reported this was a relationship that the manufacturer had with this one
individual and not with the City, there was no direct relationship. He stated this is
more of a question of ethics.
1.2 Consider approving Resolution No. 2015 -019 awarding a contract
to Fuquay, Inc. for sanitary sewer main rehabilitation through the
Local Government Purchasing Cooperative (BuyBoard) Contract #
462 -14, and take appropriate action.
Public Works Director Randy Walhood reported the contract is for sanitary sewer
main rehabilation along Farmers Branch Creek from Webb Chapel to Veronica.
A motion was made by Council Member Robinson, seconded by Council
Member Reyes, that this Resolution be approved. The motion carried by the
following vote:
Aye: 4 - Deputy Mayor Pro Tern Connally, Council Member Robinson, Council
Member Froehlich and Council Member Reyes
GA Consider approving Resolution No. 2015 -018 authorizing
execution of second amendment to the system purchase
agreement with Harris Corporation for the purchase, installation,
and maintenance of a public safety radio communications
system, and take appropriate action.
Deputy Chief Mark Young reported the original agreement did not include Radio
System Administrative and Database Management Services. In order to obtain the
best possible service for the money, vendors were invited to bid on these services.
Deputy Chief Young reported using Harris Corporation would result in substantial
future savings over the similar services that were currently being provided by Xerox.
A motion was made by Council Member Reyes, seconded by Council Member
Froehlich, that this Resolution be approved. The motion carried by the
following vote:

K. TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED

The following motion was made relating to Agenda Item J.2:
Motion by Deputy Mayor Pro Tern Connally, seconded by Council Member

L. ADJOURNMENT
Robinson, that the City Manager be authorized to negotiate and sign contracts
and such other documents that are reasonable and necessary to purchase
from the Farmers Branch Local Government Corporation and sell to David
Miranda the property described as Lot 2, Block A, Farmersdell Addition, City of
Farmers Branch, Texas, more commonly known as 13105 Holbrook, for a
purchase and sales price of not less than $88,110, with the resale of said
property to be subject to a restriction agreement requiring construction of a
single family residence of not less than 2,500 square feet of air conditioned
space with an assessed value of the property upon completion of construction,
inclusive of both land and improvements, to be not less than $350,000 to
$470,000, and payment of a real estate commission to the buyer's agent of not
more than 3% of the sale price. The motion passed unanimously.
A motion was made by Council Member Froehlich, seconded by Council
Member Reyes, that this Meeting be adjourned. The motion carried by the
following vote:
