STUDY SESSION The Study Session Meeting resumed at 4:35 pm. Mayor Pro Tern Froehlich requested Agenda Item G.4 be tabled until the May 19 City Council meeting. A.2 Discuss possible locations for Historical Park Education Center. - After much discussion,the consensus of the City Council was to hire a consultant to prepare a design plan that will include a recommendation on size and location of an Education Center. A.3 Presentation of Economic Development quarterly update. Managing Director John Land presented a video of the Economic Development quarterly update for 2015. Mayor Phelps read the Closed Session agenda for Item J.2. The Study Session Meeting ended at 5:18 pm. CLOSED SESSION The City Council convened into Closed Session at 5:20 pm. The City Council concluded Closed Session at 5:34 pm. B. INVOCATION & PLEDGE OF ALLEGIANCE Mayor Phelps called the Regular Meeting to order at 6:00 pm. He then gave the Invocation and led the Pledge of Allegiance. C. CEREMONIAL ITEMS C.1 Proclaim May as Older Americans Month in Farmers Branch. Mayor Phelps presented a proclamation to members of the Senior Advisory Board. C.2 Proclaim May as Bicycle Safety and Awareness Month. Mayor Phelps presented a proclamation to Program Manager Mitzi Davis. C.3 Proclaim May as Motorcycle Safety and Awareness month. Mayor Phelps read the proclamation,which will be mailed to Mr.Craig Westerhof. C.4 Consider accepting a $1,000 donation from the Farmers Branch Rotary Club for the City's Youth Scholarship Program and take appropriate action. Mitzi Davis and Jim Barrett, both representing the Rotary Club,presented a donation to Mayor Phelps. A motion was made by Deputy Mayor Pro Tem Froehlich,seconded by Mayor Pro Tern Connally,that this Donation be accepted.The motion carried by the following vote: Aye: 4- Mayor Pro Tem Connally,Council Member Robinson, Deputy Mayor Pro Tern Froehlich and Council Member Reyes D. REPORT ON STUDY SESSION ITEMS Deputy Mayor Pro Tern Froehlich reported on the following: Tour&Discussion regarding possible locations for Historical Park Education Center- City Administration presented two possible locations for the Education Center;the consensus of the City Council was to hire a consultant to prepare a design plan that will include a recommendation on size and location of an Education Center. Quarterly Economic Development Update-City Administration presented a video of the Economic Development Quarterly Update for 2015. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST Topics for the City Manager's Report included: Thanks for all the Fish-extended a big thank you to all volunteers and staff that helped to make this year's event one of the best yet;hundreds of kids took advantage of the opportunity to fish from Rawhide Creek and have a lot of fun doing it;biggest catch of the day was 21 inches long Early Voting-closes within the hour until 7:00 pm tonight; Election Day is Saturday, May 9 from 7:00 am until 7:00 pm at Dallas County voting precinct locations Shredding Event-as part of our effort to spread CleanUp Day activities throughout the year,there will be a Document Shredding event held here at City Hall on Saturday, May 16 from 9:00 am until noon;this event is for residents only;early arrival is recommended Aquatics Opening-everyone is invited to the grand opening of the"Frog Pond" outdoor area at the Farmers Branch Aquatics Center on Saturday, May 23;this completes the new and exciting facility,paired with the Margaret Young Natatorium that opened last month Stars&Strings-to be held on Saturday, May 23 as Liberty Fest presents"Stars& Strings"featuring the Fort Worth Symphony Orchestra in concert at the Farmers Branch Historical Park;gates open at 6:30 pm;admission and parking is free F. CITIZEN COMMENTS No one wished to speak. G. CONSENT AGENDA G.4 Consider approving Resolution No. 2015-043 relating to the appointment of an Alternate Municipal Court Judge for the City of Farmers Branch and take appropriate action. This item was tabled until the May 19,2015 City Council Meeting. Approval of the Consent Agenda A motion was made by Mayor Pro Tem Connally,seconded by Deputy Mayor Pro Tem Froehlich,to approve items on the Consent Agenda.The motion carried by the following vote: Aye: 4- Mayor Pro Tern Connally, Council Member Robinson, Deputy Mayor Pro Tem Froehlich and Council Member Reyes G.1 Consider approval of minutes of the City Council meeting held on April 21, 2015, and take appropriate action. The Minutes were approved. G.2 Consider a request for final plat approval of Multimedia Addition, Lots 1 and 2, Block A, located at the southeast corner of Diplomat City of Farmers Branch Page 3 City Council Meeting Minutes-Final May 5,2015 Drive and Hutton Drive, and take appropriate action. This Plat was approved. G.3 Consider adopting Ordinance No.3322 renaming a portion of Mercer Parkway to Morgan Parkway and take appropriate action. This Ordinance was adopted. G.5 Consider approving Resolution No. 2015-044 authorizing the purchase of two replacement mowers for Parks and Recreation Department from Professional Turf Products through the Buy Board Purchasing Cooperative; providing an effective date; and take appropriate action. This Resolution was approved. G.6 Consider approving Resolution No. 2015-046 authorizing the City Manager to negotiate and execute an agreement with Knight Security Systems, LLC for updating and relocating the current jail control and security system for the Farmers Branch Justice Center utilizing State of Texas Department of Information Resources Contract No. DIR-SDD-1725 pricing, and take appropriate action. This Resolution was approved. H. PUBLIC HEARINGS There were no Public Hearings on this agenda. REGULAR AGENDA ITEMS 1.1 Receive a report on the 2015 Mosquito Program. Environmental Health Manager Katy Evans presented the City's 2015 Mosquito Program. The Program included how to minimize the potential for mosquito breeding in and around homes, as well as the City's approach to reducing the mosquito population,thereby reducing the risk of mosquito-borne diseases. 1.2 Consider approving Resolution No. 2015-045 authorizing the purchase of one replacement street sweeper er for the Public Works p p Department from Kinloch Equipment and Supply through the Houston Galveston Area Cooperative; providing an effective date; and take appropriate action. J. CLOSED SESSION The City Council convened into Closed Session at 6:50 pm. J.1 Discuss pending and contemplated litigation -Texas Government Code Section 551.071: Consultation with the City's attorneys regarding contemplated and pending litigation and/or administrative proceedings relating to the City's application for Municipal Solid Waste Permit No. 1312B pending before the Texas Commission on Environmental Quality; and City of Carrollton v.Texas Commission on Environmental Quality et al, Cause No. D-1-GN-14-004356, 353rd Judicial District Court, Travis County,Texas. The City Council concluded Closed Session at 8:05 pm. K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION NECESSARY AS A RESULT OF THE CLOSED SESSION The City Council reconvened into Regular Session at 8:07 pm. The following motion was made relating to Agenda Item J.2: Motion by Mayor Pro Tem Connally,seconded by Council Member Robinson, to authorize the City Manager to negotiate and execute an economic development agreement to provide funding for the costs of increasing the seating capacity at the Farmers Branch Dr.Pepper Center in the amount not to exceed$150,000 contingent on the NAHL Topeka RoadRunners entering into a five(5)year lease of the Farmers Branch Dr.Pepper Center and hosting twenty-eight(28)home games at the Farmers Branch Dr.Pepper Center. The motion passed unanimously. No action was taken on Agenda Item J.1.
