November 16, 1964
Members of the City Council present were:
Mayor A. J. Airoldi
Councilmen Frank Tippitt
Ed Rhodes
Dick Myers
James Upfield
City Manager J. M. Orman
Director of Finance J. W. Wade
Mayor Pro-Tem Hamilton was absent.
Mayor Airoldi called the meeting to order. Mr.Glenn Hayden,
First Baptist Church gave the invocation.
MINUTES
The minutes of a regular meeting, November 2, were considered
and approved.
TRAFFIC SIGNALS ON VALLEY VIEW LANE
Councilman Tippitt moved, authorize installation of traffic
signal lights on Valley View Lane at Bee Street and at Denton
Drive; seconded by Councilman Rhodes, all voting "ayes".
DATES SET FOR PUBLIC HEARINGS
Upon a motion by Councilman Upfield, a second by Councilman Myers,
all voting "ayes", December 7, 1964, was set as the date for two
public hearings (1) at 7:30 - to consider a request by Valley
View Development Corporation, and (2) at 8:00 - to consider a
request by Mr. Charles Gartner.
ORDINANCE NO. 518 - STREET PROJECT NO. 12
Upon a motion by Councilman Tippitt, a second by Councilman
Upfield, all voting "ayes", the following motion was amended as
follows: Subject to normal assessment at time of paving.
Upon a motion by Councilman Upfield, a second by Councilman
Rhodes, all voting "ayes", the following captioned ordinance
was passed:

AN ORDINANCE SETTING FORTH THE COST OF PURCHASING RIGHT-OF-WAY
FOR THE WIDENING OF VALLEY VIEW LANE FROM THE WEBB CHAPEL
METHODIST CHURCH AT $6,712.50; AND APPROPRIATING THIS AMOUNT
OUT OF THE STREET IMPROVEMENT BOND FUND UNAPPROPRIATED SURPLUS.
ORDINANCE NO. 519 - SANITARY SEWER PROJECT NO. S-24
Upon a motion by Councilman Upfield, a second by Councilman
Tippitt, all voting "ayes", the following captioned ordinance
was passed:
AN ORDINANCE APPROPRIATING $1,997.02 FOR THE PURPOSE OF
REPLACING APPROXIMATELY 84 FEET OF 18-INCH SANITARY SEWER
OUTFALL LINE WHICH WAS DAMAGED DURING A HEAVY RAIN IN OCTOBER.
PAVING GOODLAND, VINTAGE AND SQUIRE PLACE
After discussion on the paving of these streets the Council
decided to make a study into costs, exact locations, etc.
CONTAINER GARBAGE PLAN
The City Manager presented a plan for using garbage containers
by apartments and certain isolated industries. The Council
asked for information on costs in dollars for both ways of
garbage collection in these areas.
INCREASE COST OF ZONE CHANGE REQUESTS
Upon a motion by Councilman Myers, a second by Councilman Tippitt,
all voting "ayes", the charge for an application for a zone change
request was increased from $30.00 to $100.00.
1963-1964 TAX DEPARTMENT ANNUAL REPORT
Mr. James R. Marsh, Assessor and Collector of Taxes for the City,
presented this report to the Council.
ORDINANCE NO. 520 - CAR ALLOWANCE - WATER METER READER
Upon a motion by Councilman Rhodes, a second by Councilman Tippitt,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE AMENDING THE 1964-1965 BUDGET BY PROVIDING FOR A
CAR ALLOWANCE FOR THE CITY'S WATER METER READER AND TRANSFERRING
$300.00 FROM THE WATER FUND RESERVE TO ACCOUNT 50 C-9.
