1965-01-04 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS January 4, 1965 All members of the City Council were Mayor Mayor Pro-Tem Councilmen present: A. J. Airoldi Bill Hamilton Frank Tippitt Ed Rhodes Dick Myers James Upfield J. M. Orman Bob Baker Dorthanna Williams City Manager City Attorney City Secretary Mayor Airoldi called the meeting to order. Mr. Joe McKissick, Webb Chapel Church of Christ, gave the invocation. APPROVAL OF MINUTES Minutes of a Special Meeting, December 18 and a Regular Meeting, December 21, 1964, were considered and approved. PUBLIC HEARING - MRS. DOROTHY ENGLAND At the request of Mrs. England, a public hearing on 2501 Valwood Parkway was postponed from January 4 to February 1, 1965. CONSIDER SITE PLAN FOR APARTMENTS - HAWNCO, INCORPORATED Mr. Jim Hawn presented the site plan for special permit apartments in Brookhaven Club Estates for the approval by the Council. After discussion Councilman Hamilton moved approval of the site plan as presented, seconded by Councilman Myers, all voting "ayes". A discussion followed on the paving of Brookhaven Club Drive. Mr. Hawn proposed to pave only the north lane at the present time with the south lane being paved at the time the area to the south is developed. The Council suggested that both lanes be paved at the same time with participation from the City. Mr. Hawn said that he was unable to make a decision immediately but would be able to let them know in a few days what his position would be. The Council agreed to a special meeting when Mr. Hawn has more information. ORDINANCE NO. 529 - WATER PROJECT NO. W-29 Upon a motion by Councilman Rhodes, a second by Councilman Myers, all voting "ayes", the following captioned ordinance was passed: Page 18 AN ORDINANCE SETTING FORTH AN ESTIMATE OF THE COST OF INSTALLING A 12-INCH WATER LINE INSTEAD OF AN 8-INCH LINE; MAKING PROVISIONS FOR THE CITY TO PAY THE DIFFERENCE IN COST AND APPROPRIATING $2,500 OUT OF THE WATER BOND FUND UNAPPROPRIATED SURPLUS TO WATER PROJECT NO. W-29 FOR FUNDS WITH WHICH TO PAY THIS DIFFERENCE. The Council asked the City Manager if developers were required to receive bids on projects where the city is expected to participate in oversize lines, etc. Mr. Orman said he felt that the developers do receive bids but he was not positive. The Council then set a policy that developers be advised that at least three bids be taken on any project where the city is expected to pay a share of the project. ORDINANCE NO. 530 - RATE DECREASE - TEXAS POWER AND LIGHT COMPANY Mr. Walt Manske, Local Manager of Texas Power and Light Company presented a request to the City Council for a decrease in electric rates for the City. Upon a motion by Councilman Tippitt, a second by Councilman Hamilton, all voting "ayes", the following captioned ordinance was passed: AN ORDINANCE APPROVING CERTAIN RATE SCHEDULES FILED BY TEXAS POWER AND LIGHT COMPANY IN THE CITY OF FARMERS BRANCH, TEXAS, AND PROVIDING CONDITIONS UNDER WHICH SUCH RATE SCHEDULES MAY BE CHANGED, MODIFIED, AMENDED OR WITHDRAWN. ACCEPTANCE OF ESCROW - WARREN CLARK FOR STORM SEWER The City Manager presented a request from Warren Clark, developer, for approval of acceptance of escrow for construction of a storm sewer along Webb Chapel Road adjacent to Brookhaven Hills west in the amount of $5,546.25. After discussion Councilman Upfield moved approval of the request, seconded by Councilman Myers, all voting "ayes". ORDINANCE NO. 531 - PUBLIC HEARING-AREA AT FORD ROAD & IH 635 This public hearing was held to consider four tracts of land: (1) from R-1 and R-4 Single Family to L-M; (2) from R-4 Single Family to "A" Apartments; (3) from R-1 Single Family to L-M; and (4) from R-1 Single Family to Commercial. The Plan Commission recommended as follows: (1) approval; (2) approval; (3) apartments; and (4) approval, and Reedcroft Drive not being opened into the area until Ford Road and Villa Creek Drive are opened into this development. Mayor Airoldi opened the hearing by introducing Mr. Marvin Springer of Marvin Springer and Associates, Urban Planning Consultants. Mr. Springer presented a plat showing his recommendations and explained his study of the area. A number of residents of the Page 19 Farmington Park Addition were present to oppose the recommendations of Mr. Springer. The principal objection was the extension of Reed- croft Drive into the area. The residents were concerned about increased traffic through the residential street. After many people spoke in opposition and some in favor of the pro- posed zoning, Councilman Myers moved that the hearing be closed, Councilman Rhodes seconded the motion, all voting "ayes". After a short caucus by the City Council, Councilman Myers moved accept plan as approved by Mr. Springer, subject to discontinuance of Reedcroft Drive at the college property line. The college not to start construction until ingress and egress to the college is pro- vided subject to the college granting the right to abandon entrance into the northeast corner into Reedcroft Drive. Seconded by Council- man Rhodes, all voting "ayes". Councilman Myers moved, request the Plan Commission to make a study of the white area now zoned "R-1" (Coke property) for recommendation for compatible use with the adjacent area, seconded by Councilman Upfield, all voting "ayes".
