Mayor Airoldi called the meeting to order. Mr. Glenn Hayden, First
Baptist Church, gave the invocation.
APPROVAL OF MINUTES
The minutes of a Regular Meeting, February 15, 1965 were considered
and approved.
PUBLIC HEARING - ZONE CHANGE REQUEST - WARREN CLARK
Mayor Airoldi opened the public hearing to consider changing all of
the area presently zoned "R-3" generally bounded by Rawhide Creek
on the west, Pebble Beach Drive and the easement north of Pebble
Beach Drive on the south, Marsh Lane on the east and the north line
of Brookhaven Hills Addition on the north to "R-2" zone. The Plan
Commission had recommended that this request be approved.
Mr. Clark spoke in favor of the change. There was no opposition to
the request. After discussion Councilman Tippitt moved that the hear-
ing be closed, seconded by Councilman Myers, all voting "ayes".
Councilman Myers moved that the zone change request be approved,
seconded by Councilman Rhodes, all voting "ayes".
ORDINANCE NO. 538 --AMEND ZONING ORDINANCE - WARREN CLARK
Upon a motion by Councilman Tippitt, a second by Councilman Hamilton,
all voting "ayes", the following captioned ordinance was passed:

AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE CITY
OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO CHANGE THE FOLLOW-
ING DESCRIBED PROPERTY FROM "R-2" TO "R-3" ZONING CLASSIFICATION, SAID
TRACT BEING DESCRIBED AS FOLLOWS: BEGINNING AT A SOUTHEASTERLY CORNER

OF BROOKHAVEN HILLS WEST, AN ADDITION TO THE CITY OF FARMERS BRANCH,
TEXAS, (legal description); AND SO AS TO CHANGE THE FOLLOWING DES-
CRIBED PROPERTY FROM "R-3" TO "R-2" ZONING CLASSIFICATION, SAID
TRACT BEING DESCRIBED AS FOLLOWS: (legal description); RESTRICTING
SUCH PROPERTY TO THE USES PROVIDED FOR UNDER THE COMPREHENSIVE ZONING
ORDINANCE; PROVIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED ($200)
DOLLARS FOR EACH OFFENSE; AND DECLARING AN EMERGENCY.
DRAINAGE REPORT - FORREST AND COTTON, INC.
Messrs. Carroll Finklea and Carl Shimek, Consulting Engineers, pre-
sented in detail their study of the drainage problem areas in Farmers
Branch. During discussion they agreed to restudy one area and will
appear at a future meeting for further discussion.
BIDS ON PATROL CARS
Three bids received on February 15, 1965 for purchase of four patrol
cars were: Jarmon Motor Company (1) $5,521, (2) $6,459.40; Hamil-
ton Chrysler-Plymouth (1) $6,290.52, (2) $7,164.52; Vandergriff
Chevrolet (1) $6,183.16, (2) $6,969.48.
Two bids received on March 1, 1965 for the lease of six patrol cars
were: Auto Lease Company of Texas, Inc., a subsidiary of Jarmon
Motors, Inc., $138.00 per month per unit; Chuck Hutton Leasing,
Inc. $210.00 per month per unit.
After much discussion Councilman Upfield moved to lease the cars
from Jarmon Motors, Inc., of Carrollton, Texas; seconded by Council-
man Tippitt, all voting "ayes".
FARMINGTON PARK ADDITION - PAVED DITCH
City Manager Orman was instructed to have City Attorney Nichols
write a letter to Knighton and Cox explaining his opinion on their
responsibility to re-pave the drainage ditch on Villa Creek Drive.
ORDINANCE NO. 539 - BILLIARD HALLS
Upon a motion by Councilman Upfield, a second by Councilman Myers,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE OF THE CITY OF FARMERS BRANCH, TEXAS, GOVERNING THE
LICENSING AND OPERATIONS OF BILLIARD HALLS; PROVIDING FOR THE
LICENSING THEREOF; PROVIDING FOR THE REVOCATION OF LICENSES; PRO-
VIDING FOR AN APPEAL FROM THE REFUSAL TO GRANT LICENSES OR THE
REVOCATION OF LICENSES; PROVIDING FOR SEVERABILITY; PROVIDING FOR
A PENALTY OR FINE NOT TO EXCEED THE SUM OF TWO HUNDRED ($200.00)
DOLLARS FOR EACH OFFENSE; AND DECLARING AN EMERGENCY.

PUBLIC HEARING CONTINUED - CHARLES GARTNER
Upon a motion by Councilman Myers, a second by Councilman Upfield,
all voting "ayes", a decision on the zone change request by Mr.
Gartner was carried forward to a Special Meeting on March 8.
STORM SEWER INLET ON JOSEY LANE
Upon a motion by Councilman Upfield, a second by Councilman Hamilton,
all voting "ayes", the City manager was authorized to advertise for
bids on a storm sewer inlet on Josey Lane near Mill Wood Drive.
ORDINANCE NO. 540 - AMEND ZONING ORDINANCE - GERALD POINTER
Upon a motion by Councilman Myers, a second by Councilman Upfield,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE AMENDING THE COMPREHENSIVE ZONING ORDINANCE OF THE
CITY OF FARMERS BRANCH, AS HERETOFORE AMENDED, SO AS TO CHANGE
THE FOLLOWING DESCRIBED PROPERTY FROM "C" COMMERCIAL CLASSIFICA-
TION UNDER A SPECIAL PERMIT TO "C" COMMERCIAL CLASSIFICATION, SAID
TRACT BEING DESCRIBED AS FOLLOWS: BEING A TRACT OF LAND SITUATED
IN THE JOHN NIX SURVEY, ABSTRACT 1088, CITY OF FARMERS BRANCH,
DALLAS COUNTY, TEXAS AND BEING MORE PARTICULARLY DESCRIBED AS
FOLLOWS: (legal description) AND CONTAINING APPROXIMATELY 4.5 ACRES
OF LAND; RESTRICTING SUCH PROPERTY TO THE USES PROVIDED FOR UNDER
THE COMPREHENSIVE ZONING ORDINANCE; PROVIDING FOR A PENALTY NOT TO
EXCEED TWO HUNDRED ($200.00) DOLLARS FOR EACH OFFENSE; AND DECLARING
AN EMERGENCY.
Mr. Bob Reagan, Chairman, reported from the Park Board on their
investigation of the proposed site for an amphitheater. It was
agreed that further study would be made.
REPORT FROM PARK BOARD
He also presented a request for the City Council to accept an air-
plane for the Jay Cee Park. After discussion Councilman Rhodes
moved approval of the request, seconded by Councilman Upfield.
Councilmen Rhodes, Upfield, Myers and Hamilton voting "ayes
Councilman Tippitt voting "nay".
APPOINT STUDY COMMITTEE FOR FIRE REGULATIONS, ZONES, ETC.
Mayor Airoldi appointed the following four-man committee: Mr. E. C.
Beach, 13939 Lillard Lane, Chairman; R. L. Yager, Fire Chief; F. L.
Napier, Director of Public Works; Nick Ricco, Chamber of Commerce
and Insurance, and Councilman Tippitt, Advisor.
