1965-05-03 CC MinutesMINUTES OF A REGULAR MEETING CITY COUNCIL FARMERS BRANCH, TEXAS May 3, 1965 All members of the City Council were present: Mayor A. J. Airoldi Councilmen Frank Tippitt Ed Rhodes Dick Myers James Upfield City Manager J. M. Orman City Attorney H. Louis Nichols City Secretary Dorthanna Williams Mayor Pro-Tem Hamilton arrived at 9:10 p.m. Mayor Airoldi called the meeting to order. Mr. F. W. Rogers, Church of the Nazarene, gave the invocation. APPROVAL OF MINUTES The minutes of a regular meeting, April 19 and a special meeting, April 26 were considered and approved. BOND ORDER PASSED Upon a motion by Councilman Myers, a second by Councilman Upfield, all voting "ayes", an order authorizing issuance of General Obliga- tion Bonds in the amount of $615,000 was passed. Upon a motion by Councilman Rhodes, a second by Councilman Tippitt, all voting "ayes", an order authorizing issuance of Water and Sewer Revenue Bonds in the amount of $700,000 was passed. AWARD BID FOR CITY DEPOSITORY Two bids were received and opened at 10:00 a.m. on this date: Central Bank and Trust Company of Farmers Branch and Commonwealth National Bank of Dallas. After due consideration and much discussion Councilman Tippitt moved award the bid to Central Bank and Trust Company on an annual basis beginning October 1, 1965, seconded by Councilman Myers, all voting "ayes". REQUEST FOR OPENING IN VALWOOD PARKWAY MEDIAN City Manager Orman presented a request for an opening in the Val- wood Parkway median for the Texaco Service Station on the south- east corner of Valwood Parkway and the service road. After dis- Page 52 cussion Councilman Rhodes moved, allow the opening whereby both sides of Valwood Parkway (between 35E and Denton Drive) will benefit, seconded by Councilman Myers, all voting "ayes". REQUEST FOR PARTICIPATION IN EXTRA WIDTH OF PAVING BROOKHAVEN CLUB DRIVE This was a request from Mr. Jim Hawn for extending this street through Unit VIII. After discussion the Council instructed that Mr. Hawn be advised that the City would prefer that Brookhaven Club Drive be improved from east intersection with Golfing Green Drive through apartment zoning and through Unit VIII as a single project. PARTICIPATION IN OVERSIZE WATER MAINS - WARREN CLARK Mr. Clark had received bids on water mains for Brookhaven Hills West. Stimson Construction Company was low bidder with the City's cost of oversized mains being $6,183.50. Councilman Rhodes moved approval of City's participation, seconded by Councilman Upfield, all voting "ayes". ORDINANCE NO. 550 - WATER PROJECT NO. W-31 Upon a motion by Councilman Myers, a second by Councilman Tippitt, all voting "ayes", the following captioned ordinance was passed appropriating $12,456.20: AN ORDINANCE SETTING FORTH THE AMOUNTS OF REFUND DUE WARREN CLARK FOR OVERSIZE WATER MAINS IN BROOKHAVEN HILLS ADDITION AND BROOK- HAVEN HILLS WEST ADDITION; APPROPRIATING THESE AMOUNTS OUT OF THE WATER PRO RATA FUND AND AUTHORIZING THE CITY MANAGER TO MAKE REFUND TO WARREN CLARK. AGREEMENT WITH COTTON BELT RAILROAD - R-O-W FOR INWOOD ROAD Upon a motion by Councilman Myers, a second by Councilman Rhodes, all-voting "ayes", the City Manager was authorized to sign an agreement relative to no assessment against Railroad on Inwood Road improvement in return for their deeding right-of-way. ORDINANCE NO. 551 - SIX MONTHS BUDGET REVISION Upon a motion by Councilman Upfield, a second by Councilman Rhodes, all voting "ayes", the following captioned ordinance was passed: AN ORDINANCE REVISING THE ESTIMATES OF RESOURCES AND EXPENDITURES OF THE 1964-1965 GENERAL FUND OPERATING BUDGET. 11 Page 53 IMPROVE CITY SHOP SITE The City had an offer for fill-dirt at the City Shop site at 40~ cu.yd., it was determined that it will cost approximately $10,000 to fill in all the low areas in the six-acre tract. After much discussion Councilman Rhodes moved to buy the fill- dirt, seconded by Councilman Myers; Councilmen Rhodes, Myers and Upfield voting "ayes", Councilman Tippitt voting "nay".
