APPROVAL OF MINUTES
The minutes of a regular meeting, June 21, 1965 were considered
and approved.
PUBLIC HEARING - REQUEST BY BILL SKIPPING
This public hearing was called to consider a zone change request
that a 4.493 acre triangular-shaped tract of land located at the
northeast corner of the intersection of Valley View Lane and Josey
Lane be changed from "R-3" Single Family Residential to "C" Com-
mercial. This tract fronts approximately 515 feet along the north
side of Valley View Lane and approximately 760 feet along the east
side of Josey Lane.
The Plan Commission recommended that this request be denied, but
be changed to "C" zone under special permit limiting use to "office
buildings" with certain conditions.
Mr. Bill Sanford, 2800 Valley View Lane, presented the request for
the change. Messrs. Lonnie Hudkins, 13231 Veronica, Jerry Bemel,
13304 Veronica and Jerry Fleischer, 13326 Veronica opposed a
service station site only.
Those speaking against the change in zoning were: Richard Madigan,
2979 Meadow Green; Mrs. Dale M. Dewitt, 2910 Meadow Green; Thomas
L. Powell, 2936 Meadow Green and Joe Crank, 13021 Glenside.
Councilman Rhodes moved that the hearing be closed, seconded by
Councilman Myers, all voting "ayes". A letter from Councilman
Upfield was on record disqualifying his vote because, "I have a

financial interest in such property and am disqualified from
voting under the provisions of the Charter."
Councilman Rhodes moved, grant Commercial Zoning under Special
Permit with these conditions: (1) Service station to be at least
300 feet from Josey Lane on Valley View Lane. (2) No drive-in
eating or grocery establishments. (3) Adequate screening. (4) All
buildings two story maximum. (5) Right-of-way for widening of
Valley View Lane. (6) Existing assessments on sidewalks to be paid
before issuance of a building permit. (7) Site plan approved by
Plan Commission and City Council. Seconded by Councilman Hamilton,
all voting "ayes".
ORDINANCE NO. 559 - EXTENSION SPECIAL PERMIT ORDINANCE-GRADY CATES
Upon a motion by Councilman Rhodes, a second by Councilman Hamilton,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE AMENDING SECTION 2, PARAGRAPH 8 OF ORDINANCE NO. 344,
DATED JULY 2, 1962 BY AUTHORIZING AN EXTENSION OF TIME IN WHICH A
BUILDING PERMIT COULD BE ISSUED UNTIL JULY 2, 1966, REPEALING ALL
ORDINANCES IN CONFLICT WITH THE PROVISIONS OF THIS ORDINANCE, PRO-
VIDING FOR A PENALTY NOT TO EXCEED TWO HUNDRED ($200.00) DOLLARS
FOR EACH OFFENSE AND DECLARING AN EMERGENCY.
PETITION FOR CIVIL SERVICE ELECTION
A petition for an election to be held for or against Civil Service
for Firemen and Policemen was presented by Mr. Lonnie Hudkins to the
Council. The petition was given to the City Manager with instructions
to have names checked to see if they complied with requirements call-
ing for an election. After discussion the City Attorney was instructed
to determine if Civil Service can be adopted without holding an
election.
ORDINANCE NO. 560 - FENCING RIGHT-OF-WAY - A. SAM PAGE
Upon a motion by Councilman Hamilton, a second by Councilman Myers,
all voting "ayes", the following captioned ordinance was passed:

Mr. Bill Knighton, representative for Metropolitan Hospital, pre-
sented plans for installing signs on each side of the entrance to
the hospital. After discussion Councilman Myers moved approval,
seconded by Councilman Hamilton, all voting "ayes".

ORDINANCE NO. 561 - WATER PROJECT NO. W-34
Upon a motion by Councilman Rhodes, a second by Councilman Myers,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE SETTING FORTH THE COST OF INSTALLING A 12-INCH WATER
LINE INSTEAD OF AN 8-INCH LINE; MAKING PROVISIONS FOR THE CITY TO
PAY THE DIFFERENCE IN COST AND APPROPRIATING $2,484.27 OUT OF THE
WATER BOND FUND UNAPPROPRIATED RESERVE TO WATER PROJECT NO. W-34
FOR FUNDS WITH WHICH TO PAY THE DIFFERENCE.
ORDINANCE NO. 562 - APPROPRIATE FUNDS FOR FISCAL AGENT'S FEES
Upon a motion by Councilman Myers, a second by Councilman Hamilton,
all voting "ayes", the following captioned ordinance was passed:
AN ORDINANCE SETTING FORTH THE FISCAL AGENT'S FEE IN CONNECTION
WITH THE RECENT SALE OF REVENUE BONDS AND GENERAL OBLIGATION BONDS;
APPROPRIATING FUNDS THEREFOR OUT OF THE VARIOUS BOND FUND UNAPPRO-
PRIATED RESERVES.
APPOINTMENT TO PLANNING AND ZONING COMMISSION
Upon a motion by Councilman Hamilton, a second by Councilman Rhodes,
all voting "ayes", Gary W. Endsley, 13515 Charcoal Lane was appointed
to serve until May, 1967 on this commission.
ORDINANCE NO. 563 - TRANSFER FUNDS FROM GFR TO ACCOUNT NO. 18
Upon a motion by Councilman Hamilton, a second by Councilman Myers,
all voting "ayes", the following ordinance was passed:
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FARMERS BRANCH,
TEXAS:
SECTION 1. That the following appropriation be made for the pur-
pose of providing funds with which to repair the front-end dozer
of the Sanitation Division:
