Mayor Phelps called the Study Session Meeting to order at 4:05 p.m.
A. STUDY SESSION
A.1 Discuss regular City Council meeting agenda items.
Mayor Phelps discussed Agenda Item H.1, time allowed for citizen
comments, recommending speaker time be limited to (1) minute and
allowing speaker time to be combined in order to manage the meeting more
efficiently. Council Member Bomgardner asked that Agenda Item H.1, be
added to Executive Session to allow consultation with the City Attorney.

Council Member Reyes recognized and introduced Dallas City Council
Member Philip Kingston who was present at the meeting.
A.2 Discuss the City Manager's balanced budget and organizational
funding requests related to the adoption of the Farmers Branch
2015- 2016 fiscal year budget.
There was n� discussion on this item.
A.3 Discuss the adopted 2014 Flood Insurance Rate Map and the
Letter of Map Revision (LOMR) to Vitruvian Park in Addison.
City Engineer Mark Bentley provided a brief overview of the
floodplain map adoption process. Mr. Bentley reviewed the
2014 Floodplain Map Timeline, sample appeal submitted in
2007, and the Vitruvian LOMR timeline.
Council Member Bomgardner, asked about the notification
process and what responsibility the city has to notify
residents when the flood plain map is revised.
Mr. Bentley explained the city followed all national guidelines,
noting the procedure is a long process. Managing Director
John Land assured Council that in the future, City
Administration will implement a better communication
process for any future flood plain mapping revisions that
might affect property owners.
A.4 Discuss proposed Resolution No. 2015 -080 adopting a policy for the
naming of City parks and other facilities.
Mayor Pro Tem Connally asked that the naming of city parks
and facilities criteria be based on a non - living individual.
Deputy Mayor Pro Tem Froehlich asked City Administration
to bring forward a written policy and procedure for City
Council to review.
A.5 Discuss agenda items for future City Council meetings.
Council Member Bomgardner asked if a. meeting with the
Chairman of each Board and Commission could be
arranged to review current issues and goals. City Manager
Gary Greer explained he currently meets on a quarterly

basis with the Board and Commission Chairs. Mr. Greer
extended an invitation to City Council Members.
Council Member Bomgardner requested to discuss the timing
of the lights and traffic flow at Spring Valley and Marsh,
Brookhaven and Marsh, and Spring Valley and Midway.
Council concluded the Study Session meeting at 5:07 p.m.
CLOSED SESSION
City Council convened into Closed Session at 5:20 p.m.
Pursuant Texas Government Code Section 551.071 to consult with the
City's attorney on pending' or contemplated litigation and on any
regular session or study session agenda item requiring confidential,
attorney /client advice necessitated by the deliberation or discussion
of said item.
I-1.1 Ordinance No. 3339 granting a Specific Use Permit
for an indoor firearms range training facility located at 14202
Proton Road and take appropriate action.
Discuss pending and contemplated litigation — Texas
Government Code Section 551.071:
J.2 Receive legal advice from the City's attorneys regarding
potential administrative claims or litigation relating to Texas
Commission on Environmental Quality (TCEQ) Water Use Permit Nos.
5383 and 5383A to Town of Addison for use of water in Farmers Branch
Creek.
City Council concluded Closed Session at 5:58 p.m.
There was no action taken as a result of Closed Session.

Mayor Phelps called the Regular City Council Meeting to
order at 6:05 p.m.
Mayor Pro Tem Connally gave the Invocation and led the
Pledge of Allegiance.

Mayor Phelps presented plaque awards recognizing the
following former Board and Commission members for their

Mayor Phelps accepted an award designating Farmers
Branch as a Purple HeartCity.
Mayor Phelps recognized Texas PTA 2015 Superintendent
of the Year recipient Dr. Bobby Burns.
D. REPORT ON STUDY SESSION ITEMS
City Council Member Bomgardner provided a brief summary
of the study session topics discussed noting City
Administration reviewed the floodplain map adoption
process, discussion regarding a policy for naming of Parks
and Facilities, and noted Council will attend future meetings
with Board and Commissions Members to review goals.

City Manager Gary Greer announced the following upcoming
events for the month of September:
o Saturday, September 5 - Manske Movies
presents "E.T.: The Extra- Terrestrial" in the
outdoor amphitheater at the Library.
o Saturday, September 12 - The Annual Pickups &
Panels classic auto show comes to the. Historical
Park
o Friday & Saturday, September 18 & 19 -
"Encounters from the Past" interactive tours will take
place at historic Keenan Cemetery.
o Saturday, September 19 - Manske Movies are
back with "McFarland, USA ", also in the Library's
amphitheater.
o Saturday, September 26 - Date Night in the Park
is set for the Historical Park with food trucks,
music from Prophets and Outlaws and an outdoor
showing of the movie "Aloha."
Mr. Greer announced several offices and .facilities will be
closed on Monday, September 7 In observance of Labor
Day. Exceptions are the Farmers, Branch Historical Park and
the Farmers Branch Community Recreation Center, both
open from 8.a.m. until 5.p.m. and the Frog Pond, closing for
the season that day, but open 12 noon until 6 p.m.
Mayor Phelps recognized City Secretary Angie Kelly for her
years of service and contribution to the City of Farmers
Branch.
F. CITIZEN COMMENTS
This agenda item provides an opportunity for citizens to address
the City Council on any matter that is not posted on the agenda.
Anyone wishing to address the City Council should complete a
Citizen Comments Registration Card and submit it to the City
Secretary or City Administration prior to the start of the City
Council meeting.
There is a three (3) minute time limit for each citizen to speak.
Anyone wishing to speak shall be courteous and cordial. No

disparaging or inflammatory remarks directed at any member of
the City Council or City staff will be allowed.
The City Council is not permitted to take action on any subject
raised by a speaker during Citizen Comments. However, the City
Council may have the item placed on a future agenda for action;
refer the item to the City Manager and /or City Administration for
_._ furtherstudyor action ; - briefly state existing City policy; or provide
a brief statement of factual information in response to the inquiry.

G. CONSENT AGENDA
G.1 Consider approval of minutes of the City Council meetings held on
August 11, 2015 "and August 18, 2015, and take appropriate action.
G.2 Consider adopting Ordinance No. 3342 amending the City of Farmers
Branch Code of Ordinances, Chapter 82, Traffic and Vehicles, Article
II, Division 5; Section 82 -73, authorizing the placement of stop signs
on eastbound Academy Lane at Senlac Drive and westbound
Academy ' Lance at Hutton 'Drive, and Division 6, Section 82 -95
specifying .a no parking zone on a portion of the bridge over Cooks
Creek on"Valwood Parkway, and take appropriate action.
G.3 Consider approving Resolution No. 2015 -078 awarding the 2015 -2016
grounds maintenance contract to the sole bidder, Metro Landscape,
Inc. and authorizing future renewal terms, and take appropriate
action.
Motion by Mayor Pro Tem Connally, second by Deputy Mayor Pro Tem
Froehlich, to approve the Consent Agenda Items G.1, G.2, and G.3. Motion
carried by the following vote:

Continue a public hearing and consider adopting Ordinance No.
3339 granting a Specific Use Permit for an indoor firearms range
training facility located at 14202 Proton Road and take appropriate
action.
Community Development Director Andy Gillies briefed Council regarding
this item. Mr. Gillies reviewed the site location, floor plan, proposed site
plan, landscape plan, and security camera plan. Mr. Gillies noted (10)
letters were mailed to property owners within 200 ft., (4) letters were
received in opposition, however; an additional letter was received prior to
the meeting which now indicates approximately 33% are opposed.
Council Member Reyes had questions regarding parking spaces and if a
shared: parking- agreement has been arranged. Mr. Gillies noted (78)
spaces are . provided which meets city requirements, noting he is unaware
of a shared parking agreement.
Applicant Greg Taggart with Texas Legends presented a brief PowerPoint
preseritatibn.
Council Member Reyes asked if the building was absolutely bullet proof
and asked about a comment made at the Planning and Zoning meeting
regarding signage and unable to control what happens in the parking lot.
Mr. Taggart explained the building is, in his opinion, bullet proof. Mr.
Taggart reiterated he will provide signage and is abiding by all state
requirements and will provide a safe facility.
Council Member Bomgardner asked how the project will be financed. The
applicant explained he is financially stable and the project is well funded.
Council Member Reyes asked if the applicant has applied in any other
communities. Mr. Taggart explained Farmers Branch is his first application
in the area.
Council Member Norwood asked how many buildings were viewed before
this site was chosen. Mr. Taggart explained over the past (4) years he has
viewed over (40) buildings. Council Member Norwood asked what drives
the space and square footage requirements. The applicant explained
18,000 to 22,000 square feet is necessary for the . distance of shooting,
allows enough space to add a Pro Shop and assures the building will be
used effectively.
Mayor Phelps reminded speakers to consider combing speaker time in
order to run the meeting efficiently. Mayor Phelps noted he received cards
donating time to other speakers.

The Westwood School Attorney Margaret Horton Apgar with Legal Shields
provided a presentation noting concerns of safety, parent perception of
safety, possible injury, lead contamination, DFW Gun Range incident,
impact on learning, environmental issues, and the possibility of Westwood
School failing due to the gun range location.
Legal Attorney David Shields representing The Westwood School spoke in
_ opposition noting his concerns of liability if an accident. occurred. Mr.
Shields urged City Council to consider the health, safety and welfare of the
community.
Head of Westwood School Heather Lourcey spoke in opposition explaining
school hours are varied with many early, late and weekend events, noting
she is concerned with child perception and students fearing the gun range.

Managing Director Charles Cox briefed Council regarding this item.

Consider approving Resolution No. 2015 -072 adopting
a Citywide Trail Master Plan for the City of Farmers
Branch and take appropriate action.
Special Projects Manager Mitzi Davis with Parks and
Recreation Department briefed Council regarding this item.
A consultant with Dunaway and Associates reviewed the City
Wide Trail Master Plan noting the following goals: (1) Roads
and sidewalks, (2) Recreation trails, (3) Crossing and
trailheads, (4) Portals and Branding, Trail Master Plan map,
Implementation and priority areas.
Council Member Bomgardner asked about costs for the
project. Director Jeff Harting explained the cost is based on
the design plan of chosen which is either on street or off
street, noting Council will need to review mid -year to decide.
After discussion, Motion by Council Member Reyes, second by
Council Member Norwood to approve.
Motion prevailed by the following vote:

Discuss the purchase, exchange, lease, or sale of real
property - Texas Government Code Section 551.072:
(a) Discuss possible sale of Lot 4, Block A,
The Shops at Branch Crossing, an addition
to the City of Farmers Branch, Texas.
(b) Discuss offer to sell to the City the property
located at 2710 Farmers Branch Lane.
J.3 Discuss personnel matters - Texas Government Code
Section 551.074:
Consider terminating the City Manager's employment
contract.
Mayor Phelps concluded Executive Session meeting at 1:00
a.m.
K. RECONVENE INTO REGULAR SESSION AND TAKE ANY ACTION NECESSARY,
AS A RESULT OF THE CLOSED SESSION,
There was no action taken as a result of Executive Session.
L. ADJOURNMENT
Motion by Council Member Norwood, second by Deputy
Mayor Pro Tem Froehlich to adjourn. Motion prevailed by the
following vote:
