Mayor Phelps opened the Study Session at 4:00 p.m.
A. STUDY SESSION

A.2 R2015 -080
Discuss regular City Council meeting agenda items.
There was no discussion regarding this item.
Discuss proposed Resolution No. 2015 -080 adopting
a policy for the naming of City parks and other
facilities.
City Attorney Pete Smith briefed City Council regarding the draft Resolution.
Mr. Smith noted a Resolution is not required, however; it does provide a
process and protocol. City Council had no recommendations. There being
no changes, Mr. Smith noted the Resolution will be on the October 20, 2015
meeting for approval.
A.3 TMP -1385 Discuss low level lighting for the Jeff Fuller Rose
Garden.
Parks Superintendent Charles Cancellare briefed City Council regarding this item. Mr.
John Atkins, Vice President of the Villas at Mustang Crossing Home Owners Association
spoke regarding concerns of visibility with no lighting, and activity after the curfew hours
at the park. Mr. Atkins urged City Council to approve low level lighting which will
increase visibility at the location and provide more safety to the area.
Mayor Phelps asked if the proposed lighting would be adequate. Mr. Cancellare agreed,
noting he feels it will be an asset to the park.
Council Member Reyes explained a resident expressed concern regarding negative
impacts to nature in the area. Mr. Cancellare explained in his research, animals and
nature habitat should not be affected, stating the timing of the light could be adjusted if
necessary.
Deputy Mayor Pro Tem Froehlich asked if increased lighting might encourage night
activity, and asked if the Police Department is actively patrolling the area.
Police Chief Sid Fuller explained the Police Department response is based on complaints
in the area. Mr. Cancellare explained the current Ordinance states all Parks are closed
by 10 p.m. every night.

Discuss agenda item topics for the October 9, 2015
City Council retreat.
Managing Director Charles Cox briefed City Council regarding this item. Mr. Cox reviewed
a proposed list of retreat topics. Deputy Mayor Pro Tem Froehlich asked who added the
future Justice Center improvement discussion topic. City Manager Gary Greer noted this
item was added under goals noting Council Member Reyes wants to discuss safety
issues. Council Member Norwood explained he is unable to attend the meeting from
10:30 a.m. -1:30 p.m. due to his work assignment, and asked that items B.4 (Charter
Amendments), B.5 (Code Requirements SUP for Schools) and B.8 (Debt Issuance) be
considered at a time when he is available to participate in discussion. Council Member
Bomgardner asked that item B.5 (Code Requirements SUP for Schools) and B.3 (West
Side Development Plan) be moved up on the agenda.
After discussion, Council agreed to move the meeting start time to 8 a.m.

A.4 15 -109 Discuss agenda items for future City Council meetings.
Council Member Reyes advised Administrative Staff to add discussion and review of on
street parking issues to a future City Council meeting.
Community Development Director Andy Gillies asked City Council to pick a date to hold a
joint City Council and Planning and Zoning meeting to discuss a comprehensive overview
of the Westside Development Plan.
After discussion, October 29th was chosen as the date to hold a joint City Council and
Planning and Zoning meeting at the Star's Center location.
Mayor Phelps concluded Study Session at 4:34 p.m. for a five minute break.
Mayor Phelps recessed into Executive Session at 4 :39 p.m.
Council may convene into a closed executive session pursuant to Section
551.071 of the Texas Government Code to deliberate regarding:
• Discuss contemplated litigation - Consultation with City
Attorney regarding Town of Addison water rights permit for
Farmers Branch Creek.
Council may convene into a closed executive session pursuant to Section
551.087 of the Texas Government Code to deliberate regarding:
Discuss commercial or financial information the city has
received from a business prospect(s), and to deliberate the offer
of a financial or other incentive to a business prospect(s).

regarding:
• Discuss the purchase, exchange, lease, or sale of real property
located west of Webb Chapel, north of 635, east of Josey, south
of Valley View.
Mayor Phelps concluded Executive Session at 5:38 p.m.
Mayor Phelps called the Regular City Council meeting to order at 6:02 p.m.

Council Member Bomgardner gave the Invocation and led the Pledge of Allegiance.

Presentation of a service award to Tim Webb for ten
years (10) of service at City of Farmers Branch.
Mayor Phelps and Information Technologies Director Mark Samuels
presented employee Tim Webb with a 10 year service award.

Presentation of a proclamation designating the
month of October 2015 as "Fire Prevention Month" in
Farmers Branch.
Mayor Phelps read a proclamation declaring October 2015 as Fire
Prevention month.

Presentation to Medic 132 Firefighter Paramedics
Kyle Green & Brandon Laird to be recognized for
transporting the first patient to the new Parkland
Hospital.
Resident Dr. Mike Jones and Pat Canuteson on behalf of the Farmers Branch
Rotary Club presented the Fire Department with an award for transporting
the first patient to the new Parkland Hospital.

marketing awards presented to the City of Farmers
Branch by the City- County Communications and _
Marketing Association (3CMA).
Mayor Phelps recognized Director of Communications Tom Bryson who
reviewed the national communications and marketing awards City of
Farmers Branch received by the City- County Communications and .
Marketing Association (3CMA).
D. REPORT ON STUDY SESSION ITEMS
Mayor Pro Tem Connally provided a brief overview regarding a new
proposed Resolution to rename city parks and the naming of city facilities,
also discussed lighting for the Jeff Fuller Rose Garden.

E. CITY MANAGER'S REPORT AND ITEMS OF COMMUNITY INTEREST,
City Manager Gary Greer provided the following report and items of
community interest:
NATIONAL NIGHT OUT - We want everyone to remember National Night
Out coming tomorrow night, October 6. It's not too late to register your block
party. Call 972.919.9304 and we'll see you tomorrow night.
BLOOMIN' BLUEGRASS -The Bloomin' Bluegrass Free Music Festival and
Chili Cookoff is less than two weeks away, coming up on Friday and
Saturday, October 16 & 17 at the Farmers Branch Historical Park. Some of
the biggest names in bluegrass, along with country great Lee Ann Womack,
will be on stage throughout the festival. There will be arts and crafts shopping
and a free kidzone. Then, there's the chili cookoff on Saturday. So much to
do and admission and parking are free. Visit www.bloominbluegrass.com for
more.
CELEBRATION OF ROSES- Also the weekend on Saturday, the 17th, the
annual Celebration of Roses will take place in the Rose Gardens of Farmers
Branch and here at City Hall. Visit www.fbroses.com for more information.
CRAFT FAIR- Everyone can get a head start on holiday shopping that
weekend as well with the annual Craft Fair at the Senior Center. Open from
9 a.m. until 4 p.m. Admission is free.
HALLOWEEN IN THE PARK- October closes out with Halloween in the
Park on Saturday, October 31 from 5 until 10 p.m. at the Farmers Branch
Historical Park. The infamous Haunted Hedge opens at 7:30 p.m. that
evening. Admission is free.
BOARDS & COMMISSIONS- The City is always looking for civic - minded
residents who want to give back by donating their time to serve on one of
our boards and commissions. Right now, we have vacancies on the Family
Advisory Board and the Community Watch Committee. But even if your
interest lies elsewhere, we'd like to hear from you so we know who we can
call when future spots open up. Please call the City Secretary's office at

Nadia Khan - Roberts, 3562 Cloverdale Lane, spoke regarding Code
Enforcement issues
Ed French, 3239 Damascus Way spoke regarding the Gun Range issue and
Code Enforcement issues.

Consider approval of minutes of the City Council
Regular Session meeting held on September 15, 2015,
and take appropriate action.
Consider approving Resolution No. 2015 -092
authorizing the City Manager to approve the
purchase of eight Federal Signal UltraVoice TDH
Siren Control Units and software for the Outdoor
Warning Sirens in the total amount of $115,023.80
from Federal Signal Safety and Security Systems,
providing an effective date, and take appropriate
action.
Consider approving Resolution No. 2015 -093
entering into an agreement for Fire Department
Automatic Assistance with the Town of Addison,
City of Carrollton, City of Coppell and City of
Farmers Branch, and take appropriate action.
Consider approving Resolution No. 2015 -099
nominating Michael Hurtt as a Candidate for Election
to the Board of Directors of the Dallas Central
Appraisal District (DCAD) and take appropriate
action.
Motion to approve Items G.1 thru G.4 made by Mayor Pro Tem Froehlich,

H. REGULAR AGENDA ITEMS
H.1 R2015 -094
Consider approving Resolution No. 2015 -094 authorizing
execution of a Residential Demolition /Rebuild Program
Incentive Agreement for the owner of the property
located at 2526 Fruitland Avenue and take appropriate
action.

Economic Development Manager Allison Cook briefed City Council regarding this
item noting the property owner is applying for the Residential Demolition Rebuild
Program. Ms. Cook explained Option One is an incentive based on the increase
over the course of seven (7) years of City property taxes paid on the difference
between the original home appraisal value prior to demolition and the value of the
newly constructed home. Ms. Cook noted the option includes a reimbursement
of up to $5,000 of the cost of demolition of the original home following completion
of the demolition. Property owner Hilda Puebla was present to answer any
questions.
Motion by Council Member Reyes, Second by Council Member Norwood to
approve. Motion prevailed by the following vote:

Mayor Phelps concluded regular session at 6:35 p.m. and reconvened into
Executive Session at 6:45 p.m.
The City Council may convene into executive session at any time pursuant to Texas
Government Code Section 551.071(2) for the purpose of seeking confidential legal advice
from the City Attorney on any regular or study session agenda item.
